OFFICIAL PROCEEDINGS
Regular Meeting
July 11, 1966
Meeting called to order at 8 p.m. R°ll Call: Land, King, Jeska,
Orendorff - present. Mayor Nawrocki was called home on an emergency
in the family just before the meeting started.
Invocation offered by Father Namie of Immaculate Conception Church.
Motion by Land seconded by Jeska, that the minutes of the last regular
meeting be approved and the reading be dispensed with. Roll Call-All Ayes.
Motion by Land seconded by Orendorff, that the following bills be paid
out of their proper funds: Roll Call - All Ayes.

45th Avenue, University to Central Ave,
The City Manager gave a complete description of this work and how it
will be charged. Petitions were received from residents on 2nd Street
between 37 and 38, and 2!i Street between 37th and 3rd St., stating they
do not want their street sealcoated at this time. The resident living
at 3929 2nd St. complained of bad drainage from Edgemoor , and that his
~a~d gets.full of debris when it rains. An effort will be made to remedy
this ~ituation at the time of sealcoating. Estimate of 30¢ Street & 10CAve.
Motion by Land seconded by Orendorff, that the City Manager be author-
ized to proceed with sealcoating all the streets as listed with the excepti¢
ion of the ones that were petitioned against (2nd, 37-38 and 2i~,37-3rd)
during 1966 . Roll Call - All Ayes.
Hearing held on 1" Bituminous Overlay~on following Streets:
43rd Ave.- Central, EaSt to west line of Lot 7.
42nd Ave.- From Res. Blvd.west to east line of Lot 7.
Gould Ave. - From Reservoir Blvd. to Central Avenue.
Several residents living, on 42nd Avenue were present and objected to this
work being done this year. The estimated cost of $2.00/ft. was given.
Motion by Land seconded by Jeska, that the City Manager be authorized
to proceed with this 1" Bituminous Overlay on 43rd Avenue and Gould Ave.,
and omit 42nd Avenue. Roll Call - All Ayes.
First reading of Ordinance No.630, An ordinance for the operation of
Drive-in Restaurants and Defining unlawful conduct therein.
First reading of Ordinance No.631, Authorizing the sale by the City of
Columbia Heights of certain parts of Lots 14,15,16 & 17,Block 8,Hilltop.
Mayor Nawrocki arrived at the meeting at 9:45 p.m.
Mr. Kurth, 4201 5th St. requests side yard waiver to place garage 2' from
his side lot line, which was approved by ghe Planning & iEoning Commission.
~otion by King seconded by Land, that this request be granted as he is
replacing an existing garage. Roll Call - A 1 Ayes.
Doctors '~i'illiams and Brandeen were present and displayed 'their plot plans
for medical and dental clinic buildings to De built at 3900 and 3950 Stinson
Blvd.
Motion by Jeska seconded by King, that the plot plan presented by Dr.
?iilliams be approved with the stipulation that the parking area be paved,
and the screening hedge be placed aroung the property in accordance with
the plan presented, a copy of which is on file at the City office, with
the yard landscaped including sodding. Roll Call - All Ayes.
Motion by Jeska seconded by Orendorff, that the plot plan as presented by
Dr. Brandeen, be approved, with the stipulation that: the parking lot be
blacktopped, the yard be sodded and landscaped, a hedging screen be placed
around the property, brick veneer be used on 'the building, the roofing be
of wood shingles, and furdher that the drav~ing presented Oecome a part of
the records in the city office. Roll Call - All Ayes.
oubdivision request from Martha Lakotas,ll09 43rd Ave. to divide Lot 39 and
Lot 40 (Ex.E. ~) Block 2, Reservoir Hills.
Motion by King seconded by Land, -that this subdivision request be tabled
until the next regular meeting for additional information. Roll Call-
All Ayes.
Motion Dy Orendorff seconded Dy King, that we accept the resignation of
K.L. Chapin, 4120 7-ah St.N.E., from the Planning & zoning Commission, due
to his moving out of the State. Roll Call - All Ayes.
Motion by Jeska seconded by King, that Frank R. Clayton, Jr. 1105 Polk
Place N.E., be appointed to the Planning & ~oning Commission, to fill
out the unexpired term of Kenneth L. Chapin. Roll Call - Ail Ayes.
A complaint was received regarding Earl Doty, 3732 2~ Street, driving
extensively in the alley between 2nd & 2-~, from 37th to 38th, with
heavy equipment.
Motion by Jeska seconded by King, acknowledging receipt of a complaint on
improper use of alley between 2nd & 2~, 37-38. Roll Call - Ail Ayes.
Motion by King seconded by Jeska, that the petition received from property
owners on Reservoir Blvd. between 40th and 41st, east of Circle Terrace,
be placed on file, and the city manager has replied to the petition in
question. Roll Call - All Ayes.
The Board of Equalization will meet July 18th, 1966 at 7:30 p.m.
The Special Meeting which will be held July 18th, is set for 9 p.m.
instead of 8 p.m.
Motion by King seconded by Jeska, that limited parking be extended across
the first row of parking lot east of Central and North of 40th Avenue to
alley adjacent to Liquor Store, and -that the curb blocks be extended,
as recommended by the Traffic Commission. Roll Call - ?.11 Ayes.
Motion by Orendorff seconded by Jeska, that the City Engineer be author-
ized to work with the School Board and Hilltop Village to try and work

out a Solution to the problem of a walk-way for children in the area of
Monroe Street, 46th to 46i~ Avenue. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the license applications as
per list attached, be granted upon payment of the proper fees, with the
exception of 'the Ring Enterprises for a Milk vending machine at 40th and
university on the Texaco Station property. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the City Attorney be instructed to
investigate the license of outside milk dispensing machines. Roll Call -
All Ayes.
Improvements of State Aid roads will be discussed Monday, July 18th, 1966.
Motion by King seconded by Jeska, that the meeting adjour~ at 11:50 p.m.

Resignation received from Lois Bradley on the Recreation Commission.
Motion by King seconded by Jeska, that this resignation ~f Lois Bradley
be accepted. Roll Call - All Ayes.
Motion by King seconded by Jeska, that Burton Klietz be appointed to
fill the unexpired term of Lois Bradley on the Recreation Commission,
to expire in 1968. Roll Call - All Ayes.
The School Board has appointed JoAnne Mikkola, as school representative
on the Recreation Commission for three years.
Motion by Orendorff seconded by Jeska, that the City Manager be authorized
to pay Mildred Carlson, an additional $225.00 as supplementary salary for
the additional responsibility and for 'the work she has done in the absence
of a City Asscssor. Roi1 Call - Ail Ayes.
