OFFICIAL PROCEEDINGS Regular Meeting june 27, 1966 Meeting called to order at 8:05 p.m. Jeska, Orendorff - present. Roll Call: Land, King, Nawrocki, ~fotion by Land seconded by King, that the minutes of the last regular council meeting be approved as ~resented in writing and that the reading be dispensed with. MOtion by King seconded by Land, that these bids be turned over to the City Manager for tabulation and report back later on at this meeting. Roll Call - All Ayes. ~ Motion by Orendorff seconded by Jeska, that the bid on Towing Contract for the coming year (7/1/66 to 7/1/67) be awarded to Shell Service, 37th and Central, as per bid tabulation attached~ Roll Call - All Ayes. Bids on Utility extensions under University Ave. at 38th, 41st & 42nd, were discussed and reported on by engineering department. Preamble to Ordinance No.629, being an ordinance entitled 'An Ordinance directing the City Manager not to advertise for bids for utility extensions under University Ave. at 38th, 41st and 42nd Avenues.~ ~ Preamble offered by King seconded by Jeska. Roll Call - All Ayes. Ordinance No.629, An Ordinance directing the City Manager not, to advertise for bids for utility extensions under University Avenue at 38th, 41st and 42nd Avenues. Roll Call - All Ayes. Motion by King seconded by Land, that the Mayor and City Manager be author- ized to~ enter into a contract with Knuteson-Saurer, for utility crossings on University Avenue at 38th, 41st and 42nd Avenues, in the amount of 87464. Roll'Call~- All Ayes. Hearing held'on Curb, Gutter,and Blacktop surfacing on 41st Avenue West from.Reservoir ~lvd. to dead end. Estimated ~total cost of $3230 was given for this job. Different methods.of assessing this amount was dis- cussed. The people living on Reservoir Blvd. who were present, stated they did not want to pay for this improvement as they have no need for it. The ent~ to the alley which serves the people on Reservoir Blvd. is from 41st Avenue, as this is a dead end alley at the south end. Motion by King seconded by Jeska, that the City Manager be authorized to proceed with the installation of Curb, Gutter and Blacktop on 41st Avenue west from Reservoir Blvd. and that he be instructed to attempt to work out an acceptable method of assessing this cost. Roll Call - All Ayes. Second reading Ordinance No.623, An ordinance adopting the uniform Building Code of the International Conference of Building Officials, 1964 Edition. Offered by Jeska seconded by King, Roll Call - All Ayes. Second reading Ordinance No.626, Rezoning the East 126' of Lot 9, Block 17, Auditor's Sub. of W.S.A. 3rd from C-1 to R-2, General Residential. Offered by King seconded by Land. Roll Call - All Ayes. Second reading Ordinance No.627, Providing for the sale of certain properties to the City of Minneapolis. Offered by Land seconded by Jeska. Roll Call,- All Ayes. 507 Second reading Ordinance No. 628, Authorizing the sale of Lots 3 and 4, Block 2, Apache Heights. Offered by Jeska seconded by King. Roll Call - All Ayes. Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be al and she is hereby instructed to transfer from the Liquor Fund as follows: $10,000.00 to the Administration Fund $11,000.00 to the Fire Fund $22,000.00 to the Street Fund and that there are sufficient moneys in said liquor fund to make such transfer. Roll call - All Ayes. Subdivision request from Lester Olson t© divide Lot 3, Bl~ck 1, Olson's Subdivision, making a new building site - East 60.28' (813 - 50~ Ave.) Motion by King seconded by Jeska, that this request be granted and that the lot width waiver be granted to allow building on a 60 ft. lot, and upon payment of the outstanding special assessments of $423.01. Roll Call - All Ayes. The new street, lighting contract was discussed and the Resolution accept- ing the proposal was read. Resolution as amended, offered by King seconded by Land, BE IT HEREBY resolved, that the City Council of the City of Columbia Heights, Anoka County, Minnesota, hereby accepts the proposal of the Northern States Power Company, a Minnesota Corporation, to furnish street lighting service with all lights located or to be located in said City, and hereby approves all rates, terms, conditions, and specifications in the Street Lighting Contract made a part of the proposal of said Company, and the proper officers of the City are hereby authorized and directed to execute the aforesaid Contract for and in the name of the City, and to affix the corporate seal thereto. BE IT FURTHER RESOLVED, THAT iF A RATE authority is established, the City of Columbia Heights shall be granted the benefits from any lower rates due to negotiations by said rate authority. Guzik, to divide E.75' of Lot 14, Block 2, Reservoir Hills, as follows That part of E.75' of Lot 14, lying South of North 150 feet thereof. Motion by Land seconded by King, that this request be granted. Roll Call - All Ayes. Letter received from the District Scout Executive of the Boy Scouts of America, asking if they could use the basement of the Library for their meetings. This request was turned over to the Library Board for their decision. Motion by King seconded by Jeska~ that the Mayor and City Manager be authorized to enter into a new agreement with Anoka County for road maintenance on County Roads and Highways within Columbia Heights. Roll Call - All Ayes. A report was made on Circle Terrace Drainage situation and the work that has been done. This situation will be checked this fall as to whether additional work is necessary. A letter was received fro~ Lyn Gerber o[ the ri~win City Bus Co. regarding a change in the Bryant-Jonnson line. 5his bus would turn onto 37th Avenue at Johnson St. and continue easterly on 37th to Stinson Blvd., 508 and then turn around around by going around the small triangle. Motion by King seconded by Land, that the Bus Company's request to change the route of the Bryant-Johnson, be granted as requested, contingent upon installation of Railroad Signals. Roll Call - All Ayes. A letter was received from Mr. Hyde, City Manager of Edina stating he would like to see a study as to how our local electric rates will compare to other areas. Motion by King seconded by Orendorff, that Midland Cooperatives, Inc. be awarded the bid on Gasoline and Diesel Fuel for the coming year, as per bid tabulation attached. (Gasoline 18.76¢ and Diesel Fuel 11.4¢) Roll Call - All Ayes. Motion by Land seconded by King, that the City Mmnager be authorized to advertise a hearing to be held July 11, 1966, for a 1 inch· · . Bituminous overlay on 43rd Ave. Central to west line of 1208 43rd] 42nd Avenue from Reservoir Blvd. west to' east line of Lot 7,Block 4, Res. Hills and Gould Avenue, Central to Reservoir Blvd. Roll Call - All Ayes. Motion by Land seconded by Jeska, that the City Manager be authorized to advertise for bids to be opened July 18th at a special meeting at 8 p.m. for Storm sewers in Jackson Pond area and Stinson Blvd. area. Roll Call - Ail Ayes. Motion by King seconded by Jeska, that the City Manager be authorized 'to advertise for bids on the continuation of 24 inch transmission watermain from 44th and Reservoir Blvd. to 42nd and Fillmore, and Storm Sewer to follow the same route, to be opened July 25, 1966. Roll Call-All Ayes. Motion by King seconded by Orendorff, that the license applications as per list attached be approved, u~on payment of the proper fees. Roll Call - All Ayes. The C,itY Attorney reported on the following items: The Shoppe Plbg. Co. case will be in court July 12, 1966. Zayre's insurance case it all settled.
