Regular Council Meeting
May 23, 1966
~Meeting called to order at 8:52 p.m. Roll Call: Land, King, Nawrocki,
Jeska, Orendorff - present.
The meeting was delayed as the council met with representatives of the
Minnesota Highway Department regarding Columbia Heights concurrence in
award of Highwat ~47 contract with Barton Contr. Co., and also to dis-
cuss the 42nd Avenue crossing for Oakwood School.
Invocation offered by Reverend Larry L. Houseman of Community Methodist
Church.
Motion by King seconded by Land, that the minutes of the last regular and
special meetings be approved as presented in writing as corrected, and
the reading be dispensed with. Roll Call - All Ayes.
Motion by Orendorff seconded by Jeska, that the following bills be paid
out of their proper funds: Roll Call - All Ayes.

One bid was received for a new Squad car for the Police Department.
Motion b King seconded by Land, that thi~_bid be returned unopened,

and that the City Manager be authorized to~\advert~se for bads on
new Squad car to be opened June 13, 1966. Roll Call - Ail Ayes.
A petition was received from residents living on Monroe Street between
40th and 41st Avenues, objecting to the re-construction Of this street,
as approved at the special council meeting held MaY 16, 1966. The Mayor
and City Engineer gave reports as to what work is planned on this street
this year. A large group of people were present and gave their views
as to why they did not want this street fixed this year.
Motion by Jeska seconded by King, that the consideration of improvement
of Monroe Street between 40th and 41st, be removed from street re-construc-
tion for 1966, as approved on May 16, 1966. Roll Call - All Ayes.
The second reading of Ordinance No.623, adopting the uniform Building
code, 1964 Edition, is held up ~ntil more information is acquired on
fee schedules of other communities.
Second reading of Ordinance No.624, Offered by King seconded by Jeska.
Roll Call - All Ayes.
Resolution offered by Land seconded by King, WHEREAS, it is the judgment
of the Council of the City of Columbia Heights, Anoka County, Minnesota,
that this municipality be a part of and have a voice in an Association of
Municipalities of Anoka County.
NOW, THEREFORE BE IT RESOLVED, that the City of Columbia Heights by and
through formal action taken by its governing body on this date, does
hereby declare its desire to be a member of the Anoka County Association
of Municipalities, with all attendant rights, duties and obligations
thereto, and hereby authorizes its Mayor to proceed to execute and file
the proper papers and fees necessary for such membership.
That the first delegate to represent this municipality shall be
Bruce G. Nawrocki, of Columbia Heights, Minnesota, and that the first
alternate delegate shall be A.~ Dale jeska, of Columbia Heights, Minnesota.

Next meeting to be May 25th, at 7:30 p.m., Blaine City Office,
9150 Central Avenue.
F~st reading of Ordinance N0.625, Being an ordinance prohibiting Motor
Boats upon City Lakes.
No action taken on N.S.P. Resolution for new lighting contract.
PROCLAMATION - I, Bruce G. Nawrocki, Mayor of the City of Columbia Heights,
do hereby concur with our National'and State Leaders in the appropriate
commemoration of MEMORIAL DAY, celebrated on the 30th day of May, and in
further support of this National Holiday, I do urge every citizen, School,

Church, Organization, Business Establishment and home within my official
jurisdiction, to display the flag of our country proudly and to participate
in public demonstrations and ceremonies sponsored by the Veteran's of
Foreign Wars of the United States, and others on Memorial Day, May 30th,
1966. '
Motion by King seconded by Jeska, that check ~2084 issued to Robert Jendro
instead of Donald W. Lohse, be cancelled. Roll Call - All Ayes.
Letter received from Kiwanis Club, requesting permission to sell balloons
along the parade route during Jamboree parade, June 17th, 1966.
Motion by King seconded by Orendorff, that this request be granted and that
license fee be waived. Roll Call - All Ayes.
Letter from Columbia Heights Jay-cees requesting permission to provide
helicopter rides, and also to conduct a car demolition concession, at the
1966 Jamboree, June 17,18 and 19, Representatives were present and explained
these operations and the insurance protection, which will be provided.
Motion by Jeska seconded by Land, to allow the C.H. Jay-cees to use
the Park property for Helicopter rides at the 1966 Jamboree, conditioned
upon the Chief of Police inspecting the area to see that there is proper
fencing, that the area is safe, and further that certificate of insurance is
approved by the City Attorney. Roll Call - All Ayes.
Motion by King seconded by Land, that permission be granted to the C.H.
Jay-cees to conduct a car demolition concession at the 1966 Jamboree,
conditioned upon the Police Chief approving the safety precaution, and
the City Attorney approving the insurance. Roll Call - All Ayes.
Request from Mrs. Urspringer, 3719 Hayes St. that front foot waiver be
granted on two 50-foot lots facing 37th Avenue, so that duplexes can
be built on them.
Motion by King seconded by Jeska, that this request be tabled until the
next regular meeting, and the City Manager be asked to check our records
for information as to what has taken place pre~iously. Roll Call-All Ayes.
Subdivision request from John & Margaret Behun, to divide his property
on 43rd Avenue to allow a Lot as follows: East 70' of West 110' of Lot
42, lying south of the North 265'-thereof.
Motion by Land seconded by King, that this request be granted as requested
and the outstanding special assessments remain against property on 43½
Avenue as benefitted. Roll Call - All Ayes.
Subdivision request from Richard E. DeLong, 4456 Jefferson St. to divide
Lots 1 and 2, Block 15, C.H.Annex, into the East 61.15 feet of Lots 1 & 2,
and the West 68 feet of Lots 1 and 2.
Motion by King seconded by Jeska, that this request be granted as per
Planning & Zoning Commission recommendation, as stated above, and that
the necessary waivers be allowed to permit construction of a house on
the East 61.15 feet. Roll Call - All Ayes.
The Park Department request authorization to blacktop a walk-way around
the Pool at Mathaire Park, at a cost of $650.00.
Motion by Orendorff seconded by Jeska, that the City Manager be authorized
to spend up to $650.00 for this walk-way. Roll Call - All Ayes.
Motion by Land seconded by Orendorff, that the City Manager be authorized
to spend up to 81200.00 for the purchase of Lot 13, Block 9,Hilltop, to be
used for utility purposes, and subject to checking by the City Attorney as

to correctness of title.

Request from Fire Chief ~or approval of five men to attend the Minnesota
State Firemen Association Conference at New Ulm on June 12,13,14,15,1966,
with expenses paid.
Motion by King secon4ed by Jeska, that this request be granted. Roll
Call - All Ayes.
The Collins property on University Avenue south of 40th Avenue, was
discussed and the Building Inspector, City Manager and City Attorney
were asked to check this area.
The City Manager requested approval for eight people to attend the
Minnesota League of Municipalities Convention at Rochester, June 13,14,15,
16,17,1966, with expenses paid.
Motion by Land seconded by King, that expenses be allowed for up to eight
people to attend this convention.
Motion by' Jeska seconded by Orendorff, that the above motion be amended
to read, four people instead of eight. Roll Call: Land, King - Naye.

Mr. Argo, 1420 Lincoln Terrace was present regarding his drainage problem.
and the council and park supt. will meet with him Tuesday at 6:30 p.m. at
Johnson Street.
Petition received for Curb & Gutter and Blacktop on 41st Avenue, west
of Reservoir Blvd. to dead end.
Motion by King seconded by Land, that the City Manager be authorized
to advertise a hearing for theKe improvements, to be held June 27, 1966.

Motion by Jeska seconded by Orendorff, that a Special meeting be held
Tuesday, May 24, 1966, at 9 p.m. Roll Call - All Ayes.
The City Engineer stated he would like to have installed a walk-way from
~ierce Circle to alley S.E. of Polk Street.
Motion by Jeska seconded by Orendorff, that the City Manager be authorized
to obtain an easement and get estimates on cost of this walk-way install-
ation. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by Jeska, WHEREAS, the Minneapolis
Gas Company has caused certain cuts to be made in West Upland Crest and in
Heights Drive in the City of Columbia Heights to provide gas service to
certain homes that front those streets and,
WHEREAS, the City of Columbia Heights is in the process of repairing
said streets and,
WHEREAS, those certain cuts were made to ten (10) homes on upland Crest
and Thirty-eight (38) homes on Heights Drive.
N~q, THEREFORE, BE IT RESOLVED by the City Council of the City of
Columbia Heights, that the City of Columbia Heights will accept from
the Minneapolis Gas Company the sum of 8650.00 and will release the Gas
Company from any further liability because of cuts being made as herein
above referred to. Roll Call - All Ayes.
The City Attorney reported on several legal matters.

Roll call: Land, King, Nawrocki,
Motion by King seconded by Land, that Mr. Sokolowski be appointed
Secretary pro-tem. Roll Call - All Ayes.
A letter was received from Mr. Welch of the Minnesota Highway Department
relative to a pedestrian cross-way over trunk highway ~7, at 42nd Avenue.
Resolution offered by Jeska seconded by Orendorff, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Counci
pursuant to an agreement with the State of Minnesota No.54797, approves
and concurs in the award for Highway construction, including curbs,storm
sewers and signalizations, to Barton Construction Co. for their bid in
the amount of $1,315,162.16, and also the unit prices attached thereto.

Resolution offered by Orendorff seconded by Jeska, BE IT RESOLVED that
the City enter into an agreement with the State of Minnesota, Department
of Highways for the following purposes, to-wit:
To install a traffic control signal on Trunk Highway No.47
(University Avenue N.E.) at its intersection with Slat Avenue
N.E. in accordance with the terms and conditions set forth and
contained in Agreement No.55006, a copy of which was before
the Council.
BE IT FURTHER RESOLVED, that the Mayor and City Manager, be and they
hereby are authorized to execute such agreement, and thereby assume
for and on behalf of the City all of the contractural obligations con-
tained therein. Roll Call - All Ayes.
