Motion by Land seconded by King, that the reading of the minutes of the
last regular and special meetings be dispensed with, and that they be
accepted as presented in writing as corrected. Roll Call - All Ayes.
Motion by Jeska seconded by Orendorff, that the following bills be paid

Hearing 'held on concrete paving of alley between Central and VanBuren,
from 37th to 39th. Several residents were present and discussed the
problems in this alley and the engineer gave an estimated cost of from
$4.50 to $4.75 per assessable foot. The engineer will work with Bridgemans
and try to eliminate the drainage problem in back of their place of business
The traffic problems in this alley will be discussed at the next Traffic
Commission meeting, of whichMr. Orendorff is a member. Mr. Jeska will
see that the matter of screening in this alley becomes an item of business
at the Planning & Zoning Com. meeting.

MOtion by King seconded by Jeska,, that the City Manager be authorized to
proceed with concrete paving in this alley during the 1966 construction
season. Roll Call - All Ayes.
Bids on Library Shelving and Equipment were received from the following:

Motion by Orendorff seconded by King, that these bids be turned over to
the City Manager for tabulation and report be brought back later on at
this meeting. Roll Call - All Ayes.
Request from the Park Board to meet with the Council to discuss the
future of proposed Silver Lake Beach and Memorial Park Site. The City
Manager was asked to verify with the Park Board if Wednesday, May 18th
at 9 p.m. would be satisfactory.
The City Manager was asked to also arrange a meeting with George M.
Hansen, Auditor, and Board & Commission applicants.
Motion by King seconded by Jeska, that~the request of the Civil Defense
Volunteers for dress trousers and shirts, be granted for up to 45 men
in the two units, subject to the approval of the Director, Mr. Gustafson.

Motion by Jeska seconded by King, that the bid on Library
bequipment and shelving be awarded to Bt. Paul Book & Stationary Co. in

Petition received for platting 41½ Avenue.
Motion by Jeska seconded by Orendorff, that this petition for platting
an interior street between 41st and 42nd, east of Central, be turned
over to the City Manager for further information from the engineering
department and a letter be written to the circulator of the petition,
indicating the action being taken. Roll Call - All Ayes.

Suvdivision request received from Evalyn Norby, 4015 $tinson Blvd. to
divide Lots 14,15,16,Block 3,Silver Lake Addn. into two 60 ft. lots.
Motion by K~ng seconded by Jeska, that this request be granted and that
the ~ecessary lot size waiver and lot width waiver be granted to allow
construction on the two pieces of property. Roll Cal% - All Ayes.
Home Occupancy permot request from Mr. David Mangen, 3953 Quincy St.N.E.
to repair outboard motors in his garage. A petition signed by nine near
neighbors was presented, stating they have no objection.
Motion by Land seconded by King, that this request be granted, with the
condition that the motors will not run before 8 A.M. and after 9 P.M.

Request from Donald Crispin to build two double bungalows on 50 foot lots
at 1721/23 and 1727/29 - 37th Avenue.
Motion by Jeska seconded by,.King, that the lot size waiver be denied on
the basis of insufficient square footage, with the comment that the re-
quest would be re-considered if a proposal was brought in to bring suff-
icient amount of back part of lot to a level above the lake. Roll Call -
All Ayes.
Motion by King seconded by Orendorff,.that the following appointments be
mad~ to Boards and commissions: Donald Thomas - Merit commission - 5 yrs.
Asborne Anderson - Band Board - 3 years.
Roll Call - Ail Ayes. Marvin Super - Park Board - 5 years
John Davitt - Traffic Commission - 4 years
No action taken on Northern States Power Co. contract proposal.
Motion by King seconded by Land, that the City Manager be authorized
to proceed with appraisals for land in~'Block 3, Reservoir Hills, for a
strip of land for public purposes. Roll Call - All Ayes.
Motion by Jeska seconded by Orendorff, that the City Manager be author-
ized to advertise for bids on land in B1OQk 2, Apache Heights, to be
opened~on June 13, 1966. Roll Call - Ail Ayes.
Motion by King seconded by~Jeska, that expenses be allowed for up to
five persons to attend the Safety Award Dinner, Thursday, May 19th,
at which time Columbia Heights will receive an Award of Merit in Traffic
Safety Engineering. Roll Call - All Ayes.
Mr. Ronald Bollinger was present and again questioned an inspection being
made on plumbing work at his home last summer. He was told that arrange-
ments would be made for the plumbing Inspector to come when Mr.~' Bollinger
is home. Roll Call - All Ayes.
The Traffic Commission recommends that the Council remove parking restric-
tions on Monroe Street, 40 to 42, to allow'parking on both sides of street,
and make this street one way, southward.
Motion by King seconded by Orendorff, that -No Parking' signs be removed
from Monroe street 40-42, and that this street be set up as a one-way
street, soutk bound. Roll Call - All Ayes.
Petition received to remove 'No Parking' signs on Monroe Street 44-45.
Motion by King seconded by Land, that this request be referred to the
Traffic Commission for their recommendation. Roll Call - All Ayes.

Mr. Brown has asked that we include sidewalk replacements with our concrete
bids this year, based on the hearing held late last season.
Motion by King seconded by Land, that the City Manager be a~thorized to
advertise for bids for concrete construction and Bituminous Paving, to
be opened June 13, 1966. Roll Call - All Ayes.
Resolution offered by King seconded by Orendorff, Authorizing t~e issu-
ance and prescribing the form and details of $50,000 General Obligation
Water Revenue Bonds, and providing for the payment thereof. Roll Call -
All Ayes.~
Resolution offered by Jeska seconded by King, Authorizing the issuance and
prescribing the form and details of $90,000 Library Bonds, creating an
accoun~in the sinking fund therefore, and levying for the payment thereof.
Roll Call - All Ayes.
Resolution offered by Land seconded by King, Authorizing the issuance and
prescribing the form and details of $550,000 Permanent Improvement Revolv-
ing Fund Bonds, and providing for the payment thereof. Roll Call - All Ayes.
These three resolutions are on File with the CoUncil minutes.
First reading of Ordinance No.623, An ordinance adopting the Uniform
Building Code of the International Conference of Building Officials,
1964 Edition.
First reading of Ordinance No.624, An Ordinance prohibiting existing
residential buildings in Commercial zones to be reconstructed, remodeled,
added to or otherwise altered.
Motion by Jeska seconded by King, that the reading of the resolution for
easements between the City of Columbia Heights and the City of Minneapolis
be dispensed with. Roll Call - All Ayes.
Resolution for Easements between the City of Columbia Heights and the
City of Minneapolis be adopted as presented in writing.
Offered by King seconded by Jeska. Roll Call - All Ayes.
Resolution offered by King seconded by. Jeska, WHEREAS, there is no present
organization which can deal effectively with the mass transit problems of
the seven county metropolitan area; and
WHEREAS, other municipalities have indicated an interest in establishing
a temporary transit authority to serve untul statutory provisions can
be made; and
~qtEREAS, the participation of a majority of municipalities in the Twin
Cities area is desirable for the organization of a temporary transit
authority under the provisions of the Joint Powers Act;
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Columbia
Heights, that the proper City officers be authorized to execute the Joint
and Cooperative Agreement, as amended, and that the City participate in
the Metropolitan Transit Commission. Roll Call - All Ayes.
A proposal for making 3rd Street, 40th to 45th, State aid, was aiscusseG
and this will be taken up at a future meeting.
Motion by Land seconded by Jeska, that the license applications as .per
attached list, be granted. Roll/Call - All Ayes
