A report will be prepared on his recommendation as to how this should be done. The City Manager reported the alley between Washington & Jefferson, 40-41,~ had been cleaned up and on inspection was found to be in good condition. Also that Mr. Hensley, Sanitarian, would like to meet with the Council ~-/nd go over his recommendations. O~FICIAL PROCEEDINGS Special Meeting April 28, 1966 Meeting called to order at 8:05 p.m. Roll Call: Land, King, Nawrocki, Orendorff - present. Jeska- absent. Mr. Jeska was representing the City at the elected officials review meeting of the Met. Planning Com. Bids on Bond sale were received from the following: American National Bank and Trust Company, St. Paul, Minnesota E.J. Prescott & Company, 607 Marquette Ave., Minneapolis,Minn. First National Bank of St. Paul, 332 Minnesota St., St. Paul, Minn. J.M. Dain & Co.,Inc. 110 South Sixth Street, MinneapOlis,Minn. Motion by King seconded by Land, that these bids be,turned over to the City Manager for tabulation and report back later on at this meeting. Roll Call - All Ayes. .Mr. Rudolph from N.S.P. Company was present and explained the new street lighting proposal. Their proposal is to change from incandescent~ lights to mercury vapor. This would be done over a period of four years and would start in 1967 and be finished in 1970. These new lights would give increased lighting and cost less to operate. No action was taken at this time but will be considered at the next council meeting. After consideration of the foregoing bids, Councilman Orendorff, intro- duced the following resolution and moved its adoption~' RESOLUTION A%~ULRDiNG SkLE OF 8690,000 GENERAL OBLIGATION BONDS BE IT RESOLVED by the City Council of.the City of Columbia Heights, Minnesota, that the bid of E.J. Prescott & Company and Associates named therein, to purchase the $690,000 general obligation bonds of the City to be dated April 1, 1966, at a price of par and accrued interest plus a premium of $ None, the bonds maturing in the various years shown below to bear basic interest from date of issue to maturity at the respective rates per annum shown opposite such years of maturity, as follows: Maturity Years Interest Rate 1967 - 1973 3.70% 487 an~onds maturing in the years 1967 through 1973 to bear additional interest from June 11,1966, to July 1, 1967, or earlier maturity, at the rate of ,90% per annum, to be issued in accordance with the notice of bond sale heretofore duly published, is hereby found and declared to be the highest and best bid received pursuant to said notice of sale, and is hereby accepted. The Mayor and City Manager are authorized and directed to endorse an accept- ance on said bid, and on a copy thereof, and to return such copy to the successful bidder. The good faith check of said bidder shall be retained by the City Treasurer pending completion ad delivery ~f the b~nds, and the good faith' checks of other bidders sh~l be fort~i~,~eturned to t~em. , Mayor Attest: .~-~ ~, Secretary of council The motion of the adoption of the foregoing resolution was duly seconded by Councilman Land, and upon vote being taken thereon the following voted AYE: All present, and the following voted NO: None. whereupon said resolution was declared duly passed and adopted, and was approved and signed by the Mayor, and his signature attested by the Secretary. Consideration of Civil Defense request for the Fire Rescur Squad and the Police Reserve for uniforms for their men. The council discussed this request and asked for names of active members in ~these units. This request will be considered at a later date. The request for Mr. Reinhart to attend the 1966 Annual Conference of the United States Civil Defense Council at Louisville, Kentucky, October 24-27, 1966, was discussed, Motion by Land seconded by King, that Mr. Reinhart be allowed to atten~ this conference with expenses allowed not to exceed $350.00. Roll Call - All Ayes. The agreement with the Minnesota Highway.Department on school signals at 51st and University was discussed. Motion by King seconded by Orendorff, that action on this agreement be tabled.until the next regular meeting and that the City Manager get a clarification of Section 9, and investigate the possibility of re-drafting this section. Roll Call - All Ayes. Consideration of Board and Commission appointments. The Council asked that a letter be written to former applicants and enclose a new application to fill out if they are still interested in serving on any Boards or Commissions. Motion by King seconded by Orendorff, that the City Manager be authorized to spend up '~o $450.00 more for additional drain tile in the new Library building. Roll Call - All Aye~ The Mayor reported on the meeting of the League of Anoka County Municip- alities, which ~et in Coon Rapids on Wednesday, April 27th, at 8 p.m. He~ also reported on the Transit study Commission.
