Roll Call - All Ayes. ' Discussion and review of Proposals for H~set Park west of Quincy Street. Residents from this area were present and Mr. Gustafson, 'Assistant Engin- eer, reported on plans for .th~s~area and ~stimated costs as follows: Storm sewer $~,100.00, Curb and Gutter along par~ frontage-on.Quincy St., and surfacing of parking lot·$12,000.00. (280 ft. of Curb & Gutter). Motion by jeska seconded by King, that the City Manager b~ authorized to proceed with the installation of 'Curb '& Gutter ~long the par~ frontage ~ on Quincy Street, Storm sewer line to ~and!e the drainage from this area, and grading and grassing of the boulevard adjoining Quincy St.' Roll Call - All Ayes.· c Second reading of Ordinance~No.621, Roll Call - All Ayes. Resolution offered by Land seconded by King, WI~EREAS, the Highway Department o of the State of Minnesota has not yet let bids for storm sewer construction in Highway 47, including the ~runk line extension connecting the Columbia Heights and Fridley storm sewers at 44th A~enue N.E., and ~ ?~BEREAS, earlier Construction will utilize the storm sewe~ system as now b~ing placed by the City of Colux~bia Heights and the City'of Fridiey and~ 483 WHE~S, a certain trunk line on 44th Avenue Northeast extending East to approximately one-half way between University and 4th Street N.E., must be installed so that the City of Columbia Heights can alleviate the potential flooding at Jackson Pond, and WHEREAS, an estimate of $22,692.00 has been received by the City .... of Fridl~v~Q D~ from La,ertl and Sons to complete the connection, which was orzg~na£±y~aone by the State of Minnesota, and WHEREAS, the State of Minnesota estimated that this Trunk line should cost $31,000.00, WHEREFORE, BE IT RESOLVED that the Trunk Line on 44th Avenue Northeast from 3rd Street Northeast extending East to one-half way between University and 4th Street NE to be removed from the State of Minnesota contract, and the same work shall be completed by the City of Fridley in their contract based upon the same cost division as originally agreed upon by the parties, in their respective contracts. Resolution offered by King seconded by Jeska, ~,~tEREAS, the City of Columbia Heights and the City of Fridley have entered into a contract between the respective cities for the storm sewer system 45th Avenue outfall, and WHEREAS, the City of Fridley has entered into condemnation proceedings for certain property, and WHEREAS, one parcel of property was omitted from that condemnation proCeed- ings, and WHEREAS, that parcel of property is described as a permanent easement across the FMC Corp. Railroad right of way, the easement being a 60-foot wide strip of land approximately 110 feet long, plus a temporary easement for excavation while installing the sewer to expire in twelve months, and WHEREAS, an appraisal of the easement has been made by l~r. F.N. Shaffer. NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Columbia Heights hereby concurs in the award of $1700.00 to the FMC Corp. for this -~asement. Said appraised total valuation of the easement is $2100.00. Roll Call - All Ayes. ~. Orendorff arrived at the meeting at 9:20 p.m. The Minnesota Highway Department presented an Agreement between the City. of Fridley, the City of CoLumbia Heights and the ~nnesota Highway Dept. covering installation of traffic control signals at T.H.47 and 51st Ave, and asked that it be fully executed together with the resolution attached thereto, and returned to them. School officials were present and this matter was discussed, as to cost etc. Motion by King seconded by Jeska, that the Agreement and Resolution on school signals at 51st and T.H.47, be referred to the City Manager and City Attorney for further clarification and report back. Roll Call-All Ayes. Petition received for concrete paving of alley between Central and VanBuren, from 37th to 39th. Motion by Land seconded by King, that the City Manager be authorized to advertise a hearing on this project for May 9th meeting. Roll Call-All Ayes. Subdivision request to divide Lots 1 thru 6 inclusive, Block 10, (Ex. parts platted as Apache Heights) Aud. Sub. of Walton's Sunny Acres Fourth. Motion by King seconded by Jeska, that this division be granted as follows: Lot 6 and E'ly. 42.§~ of Lot 5, for Medical Building. ~oll Call - All Ayes. Special assessments to remain against Lot 4 and W'ly.57.5' of Lot 5, 8540.81. 484 Rubdivision reqdest from~Carl E. Sorenson, Inc. to divide Lot 7,Block 1 and Lots l~thru 5,Block 2, Pleasant View Addition, into four lots,'60 ft.wide. Motion by King seconded by Land, that this request be granted. Roll Call: King, Land, Orendorff - Ayes. Jeska & Nawrocki - Nayes. Letter ~eceived from Police Chief, requesting .permission to call for for a new squad car. Motion by Orendorff seconded by King, ·that the City Manager be authorized to advertise for bids on a new Squad Car, to be opened May 23, 1966. Letters were received from Don Hanson, Coordinator zorAFz~e ~escue Squ~d and Robert Jendro,Coordinator for Civil Defense Relice Reserve, requesting authorization to purchase uniforms for men in these units. Motion by Jeska seconded by King, that th~s request be referred to the City Manager for further information as t~ status of Civil Defense Budget. Roll Call - All Ayes. Disrespect fQr the law, intolerance, public apathy concerning the law enforcement..are enemies..of our,justice and f~eedom. NAWROCKI A letter was received from Edw. C.Schwartz, County Assessor, stating that Monday, July 18, 1966 has been set for the Board of Equalization meeting for the City of Columbia Heights, at 7:30 p.m. Motion by King seconded by Orendorff, that the City Manager be authorized to purchase Lots 10,11 and 12,Block 2, Walton's 1st sub.of Res. Hills, as tax delinquent lots for the s~ of 830.00. Roll Call - All Ayes. The City Manager reported he would arrange for representatives from N.S.P. Co. to meet with the council at the special council meeting Thursday, April 28th, to review the proposed lighting contract. The engineering department recommended a hearing be held for re-surfacing the following streets: Heights Drive, 45th to Fairway; Golf Place; Upland Crest,Fairway to Heights Dr.; Ivanhoe Place; Maiden Lane; VanBuren, 37 to 39; Quincy, 37 to 39; Quincy South of 40th Ave.; 41st Avenue, 4-5, 6-7, Washington to Monroe; Monroe, 40 to 41; Madison, 41 to 42; 2nd Street, 40 to 42. Motion by King seconded by Jeska, that the city Manager be authorized to advertise a hearing to be held May 16, 1966, at 8 p.m., on the re-surfac- ing of the above listed streets. Roll Call - All Ayes. Mr. Gustafson reported the engineering department were concerned about 42½ Avenue as there were plans for a 42 inch watermain and Storm sewer lines, also co~mittments about .grades and sanitary sewer problems. An informal hearing was set for April 30th, at 9 a.m. to discuss this with the property owners. The City Attorney reported the condemnation committee for the Kriesel- Bernard property had made an appraisal of $9,834.00 and the City to pay all the taxes and penalties thereon. Also Mr. Glover has sued the City for 82,000.000.00 for damage to his land. The meeting of the condemnation committee on the George C. Anderson property on 43~ Avenue, had to be continued as the attorney was sick and could not be present. Motion by Jeska seconded by Orendorff, that the license applications a~ per attached list, be approved with the exception of Frank Micek, 3934 Jackson.St.N.E.. Roll Call - All Ayes. Motion by Orendorff seconded by King, that the license application of Frank Micek, 3934 Jackson St.N.E. not be approved on-the basis of being on Minnesota Highway Department property. Roll Call;- Ail Ayes. 486 Mr. Orendorff reported on his investigation regarding having Our Ordinances revised and brought UP to date, and the 'estimated cost would be from $5,000 to $8,000. A report 'will be prepared on his recommendation as to how this should be done. c The City Manager reported' the alley be:~ween Washingtbn & Jefferson, had been cleaned up and' on inspection was found to be in good condition. Also that Mr. Hensley, Sanitarian, would like to meet with the Council and. go over his recommendations. The council asked ,-ho have him meet with them on May 16th, at 7 p.m. that the meet~n~ ourn at 12 Midnight. Motion by King.seeonded by Land, that these bids be;turned over-tO the City Manager for tabulation and report back later on at this meeting. Roll Call - All Ayes. Mr. Rudolph from N.S.P. Company was present and .explained the ne~ street lighting proposal. Their proposal is to.change from incandescent~ lights to mercury vapor. 'This would be done over a period of .four years and would start in 1967 and be finished in 1970. These new lights would ' give increased lighting and cost less to operate. No action was taken at this time but will be Considered at the next council meeting.-.
