Permission to use Columbia Heights drainage system in Hilltop Third Unit to Highland Lake. 2. Utility easements encompassing all existing Minneapolis utilities lying within the City of Columbia Heights and rescinding any exist- ing easement rights so as to properly update the easement records for both cities. BE IT FURTHER RESOLVED, that the foregoing easements and authorizations be made concurrent with the granting of the following considerations from the City of Minneapolis, to the City of Colmabia Heights: 1. Easements within the Minneapolis Water Works property as necessary for the installation of the 24 inch Columbia Heights watermain, as shown on the proposed construction plan from Hilltop Reservoirs to 45th Avenue, 150 feet east of Reservoir Boulevard. Several residents from Block 3, Hilltop Addition, were present and dis- cussed their problems with'the Council, regarding drainage not being proper in back yards, taxes too high and the party living at 2335 45th Avenue had many complaints on the construction of their homeJ No appointments were made to Commissions or Boards at this meeting. Motion bY Jeska seconded by King, that the City Manager be authorized to advertise for bids for Shelving for the new Library Addition, to be opened May 9, 1966. Roll Call - Ail Ayes, Motion by Land seconded by King, that the Mayor and City Manager be authorized to 'enter into an agreement with the Village of St. Anthony, on the proposed storm sewer extention and connections, on .3tinson Blvd., 37th to 40th Avenue. Roll Call - All Ayes. Mr. L..Plessel, 5228 5th St. has asked for a two foot side and back yard waiver to build a garage. Motion by King seconded by Land, that this request for waiver be granted as recommended by the Planning & Zoning Commission. Roll Call-All Ayes. Mr. & Mrs. Neal Whitt, 411 40th Avenue have asked to move their home to 4038 4th St. when construction of a restaurant begins on the site, 401 40th Avenue. Motion by.Jeska seconded by Land, that the Council allow the moving of this house to 4038 4th St. with the stipulation that the exterior of the home be sand blasted and new stucco applied, trim on,outside of house painted, and a new roof, with a room to be added on back of house and all work to be completed by October 31,1966. They asked that this allay'be cleaned up as soon as possible and that repairs be made on any damage'caused by these trucks. A letter was received from Merle Glader, Police Chief, requesting per- mission to send Juvenile Officer Floyd Bixler to the Governor's Council of Youth and Governor's advisory Council on Children and Youth, to be held at the University of Minnesota April 15,16,17,1966. King After discussion and consideration of the matter, Councilman introduced the following resolution and moved its adoption: RESOLUTION PROVIDING FOR THE PUBLIC SALE OF $50,000 GEAYERAL OBLIGATION WATER REVENUE BONDS, $550,000 PE~A.NENT IMPROVEMENT REVOLVING FUND BONDS, AND $90,000 LIBRARY BONDS BE IT RESOLVED by the City Council of the City.of Columbia Heights, Minnesota, as follows: 1. This Council has, by its Ordinance No.617 finally passed and adopted on February 28, 1966, found, determined and declared it to be nec- essary and e~edient for the City to borrow money by issuing its general obligation b6nds in an amount not to exceed $50,000 to provide funds for the construction or acquisition of improvements to the municipal water system. This Council has also, by its ordinance No.616 finally passed and adopted on Feb. 28, 1966, found determined and declared it to be 479 ne~essarv_ and expedient for the City to borrow money by issuing its general obliga- tion bonds in an amount not to exceed $550,000 to provide funds for the purp( purpose of maintaining the City's Permanent Improvement Revolving Fund. This Council has also, by its Ordinance No.609 finally passed and adopted on October 25, 1965, found, determined and declared it to be necessary and expedient for the City to borrow money by issuing its general obligation bonds in an amount not to exceed $90,000 to provide funds for remodeling and constructing and equipping an addition to the City library building. It is hereby found, determined and declared to be necessary and expedient for the City to call for the public sale of $50,000 principal amount of the bonds authorized by Ordinance No.617, $550,000 principal amount of the bonds authorized by Ordinance No.616, and $90,000 principal amount of the bonds authorized by Ordinance No.609. The issuance of such bonds will not cause the indebtedness of the City to exceed any statutory or Charter limitations. 2. The City Council shall meet at the time and the place specified in the form of notice hereinafter set forth for the purpose of receiving, opening and considering sealed bids for and awarding the sale of said bonds. 3. The City Clerk is hereby authorized and directed to cause notice of the time, place and purpose of said meeting to be published in the official newspaper of the City and in the Commercial West, at Minneapolis, Minnesota, not less than ten days prior to the date of said meeting, which notice sha~l be in substantially the following form: NOTICE OF $690,000 GENERAL OBLIGATION BONDS CI~L OF COLUS~IA HEIGHTS, MINNESOTA NOTICE IS HEREBY GIVEN that the City Council of the City of Columbia Heights, Minnesota, will meet at the City Hall in said City on Thursday, the 28th day of April, 1966, at 8:00 o'clock P.M., C.D.S.T., for the pur- pose of receiving, opening and considering sealed bids for and awarding the sale of $690,000 negotiable coupon general obligation bonds of the _ City, consisting of $550,000 Permanent Improvement Revolving Fund Bonds, $90,000 Library Bonds, and $50,000 General Obligation Water Revenue Bonds. All of the bonds will be dated as of April 1, 1966, will be in the denom- ination of $5,000 each, will bear interest at a rate or rates to be des- ignated by the successful bidder, subject to the limitations stated below, payable on the Library Bonds on January 1, 1967 and semi-annually there- after, and payable on the P.I.R. Bonds and.the G.O. Water Revenue Bonds on July 1, 1967 and semi-annually thereafter. Dorsey, Owen, Marquar6,Windhorst ~ West, of Minneapolis, Minnesota. The bonds will be delivered without cost to the purchaser anywhere in the ~continenta! United States.
