City Lianager for tabulation and report back at the next regular meeting.

Petitio:] received from property owners living adjacent to Quincy street
entrance to ','{user Park, objecting to thc dust and dirty condition which
results from dumping sweepings and snow in that area, and ask for com-
pletion of park in this area as soon as possible. ,~everal signers of
this petition were present and stated they we, re an~ious -to know what
will be done in the park to remedy 'this dirty condition.
i~Iotion by Jeska seconded by Land, that this petition be placed on file,
and that the City i4anager be instructed 'to come back to the City Council
on April 25th, with recommendations as to rectifying the problems referred

Request from Park Sup h. 'ho purchase playground equipment in the total
amount of $694.00.
l.,iotion by King seconded by Land, that the City t.:anagcr be authorized
to purchase this playground equipment as requested. Roll Call - AL1 Ayes.
Subdivision request from Smith a Anderson, to divide Lot 6,Block 8, Aud.
Sub.of ~alton's Sunny Acres ~ird, as follows: No.60' of W. 130' of Lot 6,
Block 8, for double bungalow.
Motion by Land seconded by King, that this subdivision request be granted.
Roll Call;- Ail Ayes.
One foot waiver request on 59 foot lots at 3711 Buchanan St. and 3712
Lincoln St. to build double bungalows.
Motion by King seconded by Jeska, that this request be granted and the
owner is to give to the City the necessary utility easements and also
to cooperate with the City Engineer in laying out a swale for the proper
drainage of these lots. Roll Call - Ail Ayes.
Motion by Land seconded by King, that the Mayor and City Manager be
authorized to enter into a lease with Albert Kordiak et al, for the
rental of 55S - 40th Avenue for $150.00 per month, beginning April 1,
1966, for two years, with a one year additional option. Roll Call -
All Ayes.

Motion by King seconded by Land, that the Mayor and City Manager be
authorized to enter into a sub-lease with Robert W. Mitchell, owner of
Barber Shop at 558 40th Avenue, for one year at $65.00 per month, effect-
ive May 15, 1966. Roll Call - All Ayes
The second reading of Ordinance No.619 did not take place as the plan
layout on the proposed building has not been brought in.
Second reading Ordinance No.620, Relating to the regulation of traffic on
private roadways, and private parking lots. Offered by King seconded by
Jeska. Roll Call - All Ayes.
Resolution offered by Land seconded by Jeska, BE IT I~EREBY RESOLVED by
the City Council of the City of Columbia Heights, that:
WHEREAS, it has been made to appear to the city council of the City of
Columbia Heights, that there is need for a re-assessment of all
industrial property in the City of Columbia Heights, and
WI{EREAS, The Commissioner of Taxation, State of Minnesota, Rolland F.
Hatfield, has indicated that a re-assessment of all industrial
property in Columbia Heights, will be desirable so far as the
State of Minnesota is concerned if we are to avoid a general
city-wide percentage adjustment by the State of Minnesota in
this matter;
N~'~ THEREFORE, the City Council of the City of Columbia Heights, resolves
the following:
1. That it is necessary and expedient that all industrial property in
Columbia Heights be re-assessed, and that a complete re-assessment
thereof is available to the City of Columbia Heights through the
office of the Minnesota Commissioner of Taxation and that it would
be to the advantage of the City of Columbia Keights that the Commission-
er of Taxation be requested to order a complete re-assessment of
Columbia Heights.
2. That the cost of said re-assessment be paid by the City of Columbia
Heights over a two year period and that a levy therefore be author-
ized in an amount sufficient to cover the actual costs of the re-
assessment. Roll Call - All Ayes.
Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that:

Resolution offered by Land seconded by King, BE IT I~EREBY RESOLVED, by
the City Council of the City of Columbia Heights, that:
V;f~EP~EAS: Ordinance No.618, under ~ection 3, sets forth the requirements
of a minimum annual license fee, N~ Ti[EREFORE:
BE IT REtOLVED, that the annual license fee for said On-Sale Club License,
be established as $35.00 per year. ~aid annual fee to
remain in effect until amended by Council resolution.
Roll Call - Ail Ayes.
Hearing hel~ on Curb, Gutter and Asphalt [.[at on Stinson Blvd. from ~orth
gp!and Crest to F~irway drive, all or any part thereof.
From a blackboard drawing ~ir. Brown explained what is planned for this
area ~nd gave an estimated cost of $$.00 for Curb, Gutter and Asphalt
mat, and $5.00 per foot for curb, gutter and 2tabilized road surface.
~he ~eminary east of ;~tinson Blvd. has agreed to pay their share of this
improvement. The plans were to install the asphalt mat south to 5th St.
N.W. and from there stabilized road surface south to Fairway drive. Some
of the people present asked 'Ghat the asphalt mat be extended south from
5th St. ~.W. thru Lot 12, on west side of Stinson Blvd.
Motion by Jeska seconded by King, that the City Manager be authorized
to proceed with Curb, Gutter and Asphalt ~iat from 5th St. N.W. to North
Upland Crest. Roll Call - Ail Ayes.
Motion by Jeska seconded by Land, that the City Manager be authorized to
proceed with Curb,&Gutter on the west side of Stinson Blvd. from 5th St.
N.W., south to Fairway Drive, and Asphalt mat from 5th St. N.W. thru
Lot 12, and stabilized road surface from Lot 12 to Fairway Drive, on
the ~'[est hald of 3tinson Blvd. Roll Call - Ail Ayes.
A report was made at this time by the City ~lanager in answer to questions
and complaints made by ~r. Ronald Bollinger, 1131 37th Ave. N.E., regarding
the alley between Polk and Buchanan from 37th to 39th, the concrete block
retaining wall, and the chain of events on inspection of plumbing work
done in his h~me, and as to why the cesspools were not ordered to be
filled. The plumbing inspection was completed on this home and can be
verified from the plumbing inspector's inspection cards, which will be
photocopied when the shop is open and records are available.
?he decision on Civil Defense Conference attendance will be taken up
April 11, 1966.
Discussion on consideration of a Pistol Range to be installed in basement
of new library. Bob jendro, Patrolman and Andrew Chuchwar, Dispatcher,
were present with preliminary plans and explanations made as to size, etc.
Recess called at 10:50 p.m. Meeting called to order at 11:04 p.m.
This Addendum on Library basement plans would cost approximately $8,000.
Motion by Land seconded by King, that the City ~lanager be authorized
to proceed with this addendum on library basement for a Pistol Range,
and that the additional monies be included in the Bond issue. Roll
Call - Land, King, Orendorff, Nawrocki.- Ayes. Jeska - Naye.

Motion by King seconded by Land, that the city Manager be authorized to
spend up to $500.00 for drain tile under the basement of the new Library.
Roll call - All Ayes.
The report from Mr. James Hensley, sanitarian, was discussed and the City
Man&~r was asked to make a survey of other towns, as to how they are
handling sanitarian inspections.
The City Engineer reported on progress of storm sewer installations by
Fridley, and columbia Heights, and the Highway Department will attempt
to secure a May 6th letting of their portion. Fridley expects to be
tl~ro~gh with the entire outfall to the River by the first of May and
we should also be through with our portion. Discussion on pedestrian
crossing at 42nd Avenue across Highway ~47.
The City Engineer stated the watermain improvement and storm sewer plan from
44th and Reservoir to 42nd Avenue just west of the skating rink was complete
and that easements were needed for this installation, and recommended that
we obtain t~e total right-of-way for 42½ interior block development at
this time so that these installations could be put in and right-of-way
obtained for"42½ Avenue at the same time.
Motion by King seconded by Jeska, that the City Manager be authorized
to obtain easements in Block 3, Reservoir Hills. Roll Call-All Ayes.
The complaint of damage to alley by trucks working on excavation at
St. Matthews Church will be checked into.
The City Attorney reported on zayre court case, and the judge has denied
the moron that the insurance companies have brought, and the temporary
restraining order has now been lifted, so that we can proceed with demol-
ishing order.
Also that the summons and complaint received from several people based
on damage occurring on or about April 5, 1965 and June 1, 1965, have been
sent to the Hartford Ins. Co. This problem emanates from the Jackson
Ponding area.
Regarding the Kriesel and Bernard condemnation, the Judge has appointed
Andrew Hohn, Howard Dumphy and Albert Kordiak as appraisers.
The complaint regarding rental of garage house at alley line on property
at 4502 washington was discussed and the council asked that more information
be received, and order the owners not to rent this building any more.
Motion by King sec°nded by Land that license applications as per attached
' Roll Call - Ail Ayes.
List be granted.
Motion by King seconded by Land, that the On-Sale Beer License application
of james Nyman for V.F.W. Post ~230, be approved. Roll Call: All Ayes,
except Mr. Nawrocki who abstained from voting.'
Motion by Jeska seconded by King, that the petition received protesting
the unnecessary commercial traffic on 4th and 5th streets between 45th
and 49th Avenues, be placed on file, and that a letter be written to these
people explaining what has happened and ~ what the 'circumstances
are regarding these matters.
Petition received for concrete alley paving between 4th & 5th, from 40th
to 41st, also petition received for blacktop paving in alley between 37th
and 38th, East from Madison Place, approximately 400 feet.
Motion by King seconded by Orendorff, that the City Manager be authorized
to advertise a hearing to be held on these requests for alley paving on
April 11,1966. Roll call - All Ayes.
