Motion by Orendorff seconded by Jeska, that the City Attorney be allowed
to accept judgement from Robert Say in the amount of $1320.00 and that he
enter into an agreement stating that the City will not execute on the

Hearing held on Concrete paving in alley between 6 and 7, from 50 to 51.
This would be a 10 foot paving and no drainage problems are involved.
Estimated cost of $4.00 per foot for each side.
Motion by King seconded by Jeska, that the City Manager be authorized to
proceed with this alley paving during the 1966 construction season.
Roll Call - All Ayes.
Hearing held on Alley opening, surfacing and drainage between Leander
Lane and Royce St., south of 44th Avenue. The Planning & 5oning Com.
recommended to the Council the consideration of acquiring the remaining
12 feet out to 44th Avenue so this would not be a dead end alley. A
petition was received against having an alley in this area and also a
petition against being assessed for the installation of a drainage system.
Several people were present who are against this alley installation.
This project would be paid for by the owner of Lots 12,13,14 & 15.
Motion by King seconded by Jeska, that this alley opening request
be denied, and the two petitions received against this project, be placed
on file. Roll Call - All Ayes.
First reading of Ordinance No.619, Rezoning Lots 16 and 17,Block 51,
C.H. Annex, to C-2, General Commercial.
First reading of Ordinance No.620, Relating to the regulation of traffic
on private roadways, and private parking lots.
Resolution offered by Jeska seconded by King, WI~EREAS, Melvin H. Engquist and
Wyota Engquist, husband and wife, are the owners of a certain building
located at 422S 6th St.N.E. Columbia Heights, Minnesota, on the below
legally described property, and,
W~EREAS, that building is best described as a burned-out residence, and,
WHEREAS, after receipt of numerous complaints, the Council of the City of
Columbia Heights ordered an inspection to be made of the above described
premises, which described premises was found to be inadequately maintained,
dilapidated, and 90 per cent burned out, and that the building does violate
existing zoning ordinances of the City of Columbia Heights, and,
WHEREAS, the Council of the City of Columbia Heights finds that the above
described building in inadequately maintained; that the building is dilap-
idated and is abandoned;that it does constitute a hazard to the public
safety and health; and that it does not conform to the building cod~ of
the City of Columbia Heights.
NOW, THEREFORE, BE IT RESOLVED that Kelvin H. Engquist and Wyota Engquist,
husband and wife, shall be ordered to raze and remove ~ building on the
property legally described as:
Lot eight (8), Block ~wenty-eight (28), Columbia Heights Annex
to Minneapolis, Anoka County, ~innesota.
This action is taken pursuant to Minnesota Statutes Annotated, 462.39 to
462.401, on the grounds that the said building is a hazardous building
within the meaning of that statute. Roll Call - All Ayes.

A petition was received for Curb,Gutter and Asphalt ~.lat on Stinson Blvd.
from Fairway Dr. to l~orth Upland Crest.
Motion by King seconded by Jeska, that the City ~lanager be authorized to
advertise a hearing to be held March 25,1966, for above requested improve-
ments, all or any part thereof. Roll Call - Ail Ayes.
Lot subdivision request received from Lester Halling, 150J 41st Ave. to
divide their lot to allow for a second building site to be known as 4065
Reservoir.
Motion by Land seconded by King, that this lot subdivision request be granted
and necessary lot size waiver be granted on portion where old house is
located. Roll Call - All Ayes.
The renewal of Police garage lease will be checked into further and taken
up again at the next council i~eeting.
Motion by i~ing seconded by Jeska, that expenses be authorized for the

Motion by Jeska seconded by Orendorff, that the floor area waiver be
granted, with the stipulation that a one-foot overhang be included on
the eaves,at 1730 49th Avenue N.E. Roll Call - Ail Ayes.
Motion by Orendorff seconded by Jeska, that the Home Occupancy permit be
granted to ~i[r. Elmer Arnio, 5100 7th ~t. to repair mowers and small
appliances in his garage. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the request of Mr. Skiles, 945 40th
Avenue for a Special Use Permit to sell nursery stock from his horse be
granted, subject to the condition that the endeavor does not prove to be
dangerous or otherwise detrimental to the area. Roll Call - Ail Ayes.
Motion by King seconded by Land, that the request of Bill Lucking for a
S~ecial Use Permit to operate a part.-~i~e machine shop at 3505 Central
Ave. be granted, roll Call - All Ayes.
Appeal on Junk Car Ordinance by [.4r. Bollinger, 1131 37th Avenue. This
matter was discussed and the council stated they did not wish to change
this Ordinance.
Motion by Land seconded by Jeska, that check ~1123 issued to john H.
Glover Houses,inc. for $1500.00, be cancelled. Roll Call - Ail Ayes.
Motion by King seconded by Land, that the City 5lanager be authorized to
advertise for bids on a 20'x 40' addition to present Park garage, to be
opened March 2~,!966. Roll Call - All Ayes.
Park Board requests permission to purchase the following pieces of play-
ground equipment from Miracle Equipment Co. of Grinnell, Ia.:
1 Trail Blazer Slide $325.00
1 Jet Jtar Swing set 292.00
1 Elephant Slide 274.00
Motion by Jeska seconded by King, that the City Manager be authorized
to purchase this equipment requested by the Park Board, in the total
amount of $~91.00, including freight charges. Roll Call - All Ayes.

r£he tabled request for authorization to attend the Civil Defense Conference
at Louisville, Kentucky, October 24-27,1966, was discussed and the council
asked that ~. Gustafson attend the special council meeting March 22nd.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on Equipment Rental, Asphaltic Material, Plant Rixed
Bituminous Material and Crushed Road Aggregate, to be opened April 11,1966.

The City Attorney reported he would be able to give a report on the
Zayre case in ten days, also that the Kreisel and Bernard condemnation
case will be in court on March 21,1966.
Resolution offered by Orendorff seconded by jeska, BE IT RESOLVED that
the City enter into an agreement with the State of ~nnesota, Department
of Highways for the followibg purposes, to-wit:
To provide for payment by the City of Columbia Heights of part of the cost
of a storm sewer system and curb and gutter to be constructed by the State
on Trunk Highway No.47 in accordance with ~tate plans designated as State
Projects No. 2726-27 and 0205-18. (Agreement No. 54S04)
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and they hereby
are authorized to execute such agreement. Roll Call - All Ayes.
Motion by King seconded by jeska, that the license applications as per
attached list be granted upon payment of the proper fees, with the exception
of Stinson Used Car Sales, 4042 Central Ave. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the license application for Stinson
Used Car Lot be tabled until such time as principals of the firm appear
before the Council. Roll Call - All Ayes.
Motion by Jeska seconded by /ting, that the City ~.ianager be authorized to
advertise for bids to be opened April 11,1966, on City owned lots between
~tinson Blvd. and ~4cK±nley ~t., south of A0th Avenue. The bids, including
bid bond, to be on the basis of proposal for development of the property
and a performance bond to be supplied by the successful bidder. Roll

under new Business Mr. Ronald Bollinger, 1131 37th Avenue, brought up
several complaints regarding work that had been done in his neighborhood,
and also plumbing work in his house not being inspected proper~y.
The City Manager will make a report on these various items.
