Representatives were present from both MacQueen Equipment Co. and Hall Equipment Co. and they explained the features of their particular machines. ~otion by King seconded by Jeska, that Hall Equipment Co. be awarded the bid for a Wayne 1-980, 8 cylinder, with dual gutter broom, at a cost of $10,489.00, based on the recommendation of the City Engineer. Roll Call - All Ayes. (Bid tabulation attached) Second reading Ordinance No.616, for issuance of P.I.R. Bonds,in the amount of $550,000. Offered by Land seconded by Jeska. Roll Call-All Ayes. 462 Second reading Ordinance No.617, for issuance of $50,000 Water Utility Bonds. Offered by Jeska seconded by King. Roll Call - Ail Ayes. Second reading Ordinance No.618,to allow granting of On-sale Beer License to V.F.W. Club. Offered by King seconded by Orendorff. Roll Call-Ail Ayes. Resolution offered by Land seconded by Jeska, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that WHEREAS, arbitration meetings have been held and satisfactory agreements reached in respect to administrative procedures and salary considerations on personnel represented by Local [~64. IT IS THEREFORE RESOLVED, that all personnel represented by Local ~64, who had not received a salary adjustment for 1966, be and the same are hereby granted a salary adjustment of 12¢ per hour across the Board, effective January 1, 1966. Roll Call - All Ayes. The request for beer license from the C.H. Athletic Boosters Club, for the Women's Softball Tournament, was discussed and a report received from the City Attorney stating this could be allowed with certain stipulations. The City Attorney was asked to draw up a list of requirements to be attached to this license. Mr. Corwine, Mr. Murzyn and Park Board members were present regarding plans for Memorial Park. ~. Corwine went over the plans as to what is proposed. No action was taken at this time and the Mayor asked for a report on the Park Bond Account as it stands at the present time. Recess called at 10:30 p.m. Meeting called to order at 10:45 p.m. Subdivision request from Albert A. Kordiak to divide the E.50' of Lot 12, (subject to easements of record) Block 2, Reservoir Hills, into two lots. Motion by King seconded by Jeska, that this request be granted upon pay- ment of special assessments of $137.94 due this year, and the balance to be left against the property as benefitted, and upon receipt of storm sewer easements. Roll Call - All Ayes. Motion by King seconded by Land, that expenses be allowed for up to two people to attend the Federal Aid Institute, March 24 and 25. Roll Call - All Ayes. Motion by King seconded by Jeska, that the City Manager be authorized to advertise a hearing to be held March 14,1966, for alley opening, surfacing and drainage, between Leander Lane and Royce Street, South of 44th Avenue, as per recommendation of the Planning & Zoning Commission. Roll Call - All Ayes. A letter was received from Mr. Gustafson, Civil Defense Director asking authorization for Walter Reinhart, Deputy Director to attend the U.S. Civil Defense Council to be held October 24-27,1966 at Louisville, Kentucky. This matter was tabled until the next meeting. Motion by King seconded by Land, that the City Manager be authorized to advertise for bids to be opened at a special meeting March 22nd, at 8 pm for Water System Improvements and Water & Sewer installation in Stinson Blvd. between Fairway Drive and Water Tower. Roll Call - All Ayes. The City Attorney reported the appeal by the Insurance companies on the 463 Zayre building will go before the Judge on March 14,1966. He also reported on condemnation cases which will be in court March 7th and 21st. Motion by Orendorff seconded by Jeska, that the City Attorney be allowed to accept judgement from Robert Say in the amount of $1320.00 and that he enter into an agreement stating that the City will not execute on the judgement for a period of three years. Roll Call - All Ayes. Motion by King seconded by Jeska, that the license applications be granted upon payment of the proper fees, as follows: New Brighton Plbg. & Htg. Co., 427 10th St.N.W. Heating & Plumbing Henry Walberg Plbg. Co., 665 51st Ave. N.E. Plumbing and that the request for Used Car license be turned over to the Police department for appropriate investigation. (Stinson Used Car Sales, 4022 Central Ave.) Roll Call - All Ayes. The Mayor brought up the matter of improving our industrial and commercial districts, and that a group should be appointed to survey our present status. Motion by King seconded by Orendorff, ~.M.
