Hayden-Murphy Hall Equipment Co. Motion by King seconded by Land, that these bids be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Award of Bid on Radio Equipment. Motion by Orendorff seconded by Jeska, that the bid on Radio Equipment be awarded to Motorola at a total cost of $7,379.00. Roll Call-All Ayes. Hearing held on installation of sewer and water on Stinson Blvd., Jouth of Fairway Dr. to water tower. The cost estimate was given as follows: Sanitary sewer between $8 and $9 per foot and watermain $4.00 per foot. The watermain would be a 12 inch line and is necessary to improve the water supply to the high sections Of town. Motion by King seconded by Jeska, that the City Manager be authorized to proceed with the installation of this sewer and water in the 1966 con- struction season. Roll Call - Ail Ayes. Hearing held on installation of Curb, Gutter and Paving on Stinson Blvd., from North Upland Crest, North to Jouth line of Innsbruck 3rd Addition. Cost estimate was given of $7.00 per front foot, not including storm sewer extension which must be installed, cost of which would be taken out of storm sewer fund. A resident complained of the bad condition of Stinson Blvd. south of North Upland Cr. and s~ated this street should be abandoned unless it is included in the project to the north. The City Manager was asked to send a letter to the people in this area asking them to petition for street improvements if they were interested. Motion by Jeska seconded by King, that this project be approved and the City Manager be authorized to proceed with construction in 1966, for curb,Gutter & Paving on ~tinson North from North Upland Cr., with the provision -that the necessary legal documents be signed by the Seminary ' for their participation, previous to the awarding of any bids. Roll Call - All Ayes. Discussion was held on tabled Ordinance No.615, on Special Use in R1, R2,R3,R4, ~ones. Mr. Gronfield was present representing residents in this area who were concerned about future land use adjacent to this medical clinic if it were built on Stinson Blvd. ~r. Pete Barna 459 was present representing the Doctors who wished to buy Lots 5 and 6 on Stin- son Blvd. to build a medical clinic. Several people talked in favor of this clinic being built. Motion by Jeska seconded by King, that the consideration of Ordinance No.615 be taken from the table. Roll Call - Ail Ayes. Second reading of Ordinance No.615, as revised. by Jeska. Roll Call - All Ayes. Offered by King seconded Recess called at 10:20 p.m. Meeting called to order at 10:35 p.m. First reading of Ordinance No.616, for issuance of P.I.R. Fund ~w~~ ~w~ Bonds, in the amount of $550,000. First reading of Ordinance No.617, for issuance of Library Fund Bonds in the amount of $50,000. First reading of Ordinance No.618, providing for the issuance of On-sale Non-intoxicating malt liquor licenses to certain clubs and providing for the regulation thereof. Resolution offered by Land seconded by Jeska, BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights, that the resolution sett- ing license fees and permits for 1966, be ~ended as follows: Coin operated washers & Dryers in apartment buildings: First machine per location $7.00 Each addition machine per location .20 Annual renewal on machines licensed previous year: First machine per location $2.00 Each addition machine per location .20 Christmas Tree lots: Permit fee $10.00 Cash or bond deposit to guarantee cleanup 50.00 BE IT FURTHER RESOLVED, that the foregoing amendments be effective as of January 1, 1966. Roll Call - All Ayes. Petition received for alley paving between 6th & 7th, from 50th to 51st. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing to be held March 14,1966, for this improvement. Roll Call - All Ayes. The City Manager reported on plans to purchase space in the 1966 Columbia Heights Directory to contain information about Columbia Heights. Motion by Orendorff seconded by King, that the City Manager be authorized to spend up to $995.52 for an Air Conditioner for the ~2 Liquor Store. Roll Call - All Ayes. The City Manager reported on plans to paint the Hallways, lavatories and Court Clerk's office in the Municipal Building. Request for Special Use Permit from Columbia Heights Pharmacy, Inc. to operate Drug Store in temporary building . Mr. Pete Barna was present representing C.H. Pharmacy. Mr. A1 Naegele was also present. Motion by King seconded by Land, that a Special Use Permit be granted to Columbia Heights Pharmacy, Inc., to operate a store in temporary structure at southwest corner of 40th and 5th Street, such permit to run until 12/31/66, subject to the building inspector's approval and meeting the safety requirements of the State and City. Roll Call - All Ayes. 460 Request for Home Occupancy permit for a beauty shop in the basement of a double bungalow which is now under construction at 3902-4 Reservoir Blvd. This request was denied by the Planning & Zoning Commission and is being appealed to the City Council. There is both a front and rear door from the basement and Mrs. Moore has presented a petition from 13 of her near neighbors who did not object to her endeavor. Motion by Land seconded by King, that this request be granted upon pay- ment of the proper fee. Roll Call: King, Land, Jeska - Ayes. Orendorff and Nawrocki - Nayes. Request from Rozmark Realty, 710 40th Avenue N.E. for a sign permit. This matter had been referred to the Council from the Planning and Zoning Com- mission. The building proper is on the front lot line but the four foot wings are on the city right-of-way. Motion by King seconded by Orendorff, that the City Manager and City Attorney be authorized to draw up an agreement to give to Mr. Rozmark permission to encroach upon city property and in turn Mr. Rozmark provide liability insurance and name the City as named insured. Roll Call-Ail Ayes. Request received from C.H. Athletic Boosters Club to set up a stand and sell pop and beer during the Women's State Softball Tournament to be held in Columbia Heights, July 29th and 30th,1966. Motion by King seconded by Land, that this request be tabled until the next regular meeting and the City Manager be requested to bring back~ore in- formation. Roll Call - All Ayes. The parking limits adjacent to Columbia Heights Pharmacy temporary building at 40th and 5th Street, will be checked. The City Engineer reported on water improvement plans and also regarding the 5th Street storm sewer plans. The City Attorney reported a letter had been received from Wyman Smith regarding joint storm sewer project kith Fridley and that 14 of the necessary 17 parcels have now been acquired. Motion by Orendorff seconded by Jeska, that we concur with the Commissioner of awards as outlined in ~. Smith's letter. Roll Call - Ail Ayes. Attorneys for the Insurance Companies for ~ayres have laid the ground- work for an appeal, which will be heard by Judge Keyes when he returns from his vacation. Mr. Carl Erickson has been appointed appraiser for Columbia Heights on condemnations in our case against the State of Minnesota. The Mayor reported the League of Anoka County Municipalities has set a meeting for March 16,1966, at Coon Rapids City Hall. Also a meeting of Public Employees Interim Commission on retirement, will meet at the University on Wednesday, February 23rd at 10 a.m. Motion by Orendorff ~econded by King, that the License applications as per list attached, be granted upon payment of the proper fees.
