Roll Call - All Ayes. Motion by Land seconded by Orendorff, that Peter Pirsch & Sons Company, Kenosha, Wisc. be awarded the bid for the Semi Open Conventional Cab Pumper for the amount of $26,637.00. Roll Call - All Ayes. 454 Motion by Jeska seconded by King, that Art Goebel, Inc., Anoka. Minn. be awarded the bid for a One Ton Truck with hydraulic Dump Box at a net bid of $2570.00 with trade-in. Roll Call - All Ayes. Motion by King seconded by Land, that Art Goebel, Inc., Anoka, Minn. be awarded the bid for Two 1/2 Ton Pickups, at a net bid of $3020.00 with trade-in of two trucks. Roll Call - Ail Ayes. Motion by King seconded by Jeska, that Midway Chevrolet Co. be awarded the bid for Two Carry-all Trucks at a net cost of $4026.00 with trade-in of three vehicles. Roll Call - All Ayes. Motion by Land seconded by Jeska, that Midway Ford Co., be awarded the bid for a new Police car for a net amount of $2283.00, without trade-in. Roll Call - All Ayes, except Mr. King who abstained from voting. Hearing held on Curb, Gutter and Blacktop surfacing on 39~ Avenue, from Cleveland to McKinley, and on McKinley St. from 39~ to 40th. An estimated cost on this work was given of $7.00 per front foot. Mr. Derksen who requested this work to be done was present and wants to amend his request and ask for gravel base and grading this year and then Curb & Gutter and Blacktop in 1967, when considerable construction will have been completed. Estimated cost of grading and gravel base $2.00 per front foot. Motion by King seconded by Land, that the request for Curb, Gutter and surfacing on 39~, Cleveland-McKinley and McKinley 39~-40th, be denied on the basis of this hearing. Roll Call - All Ayes. Motion by King seconded by Jeska, that the City Manager be authorized to proceed in 1966, with Base work on 39~,Cleveland-McKinley and McKinley 39~ to 40. Roll Call - All Ayes. Second reading of Ordinance No.615, amending Ordinance No.462, Section 5:11, but no action was taken. A request has been received to build a medical clinic on city owned lots in Apache Heights, on Stinson Blvd. Mr. Joe Wargo was present and stated he was interested in what is built in that area and that he represents three doctors who wished to build a medical clinic. Mr. Ward Gronfield was present representing two property owners adjacent to these city owned lots in Apache Heights and they were against an amendment in ordinance that would allow a medical clinic. Mr. Vern Hoium was present and spoke in his own behalf and stated he was against this amendment revision. Mr. Chet Herringer was present and stated he owned land in this area and he was not against the building of a medical clinic on Stinson Blvd. Mr. Otto Dunemann was present and stated he was in favor of a medical clinic being build on Stinson Blvd. Motion by King,seconded by Jeska, that this matter be tabled ~ntil the next regular meeting, February 14th, and be referred to the City Attorney to find ways to make this ordinance more restrictive. Resolution offered by King seconded by Land, BE IT I{EREBY RESOLVED, by the City Council of the City of Columbia Heights, that the City Manager be and he is hereby authorized and directed to draw the necessary Ordin- ance for the issuance of Permanent Improvement Revolving Fund Bonds, Water System Revenue Bonds and Library Bonds, for the purpose of 45~ financing - Local improvements of an assessable nature, including storm sewers, sanitary sewers, watermains, curbs, gutters, sidewalks, alley paving and similar local improvements as authorized by the City Council; Water distribution system mains and storage facilities; and library bonds to refinance the debt certificate issued for library construction. Roll Call - All Ayes. Motion by King seconded by Jeska, that request for Bingo permit for 1966 be granted to Immaculate Conception Church. Roll Call - All Ayes. ~otion by Jeska seconded by King, that check ~8958 dated 12/13/65, in the amount of $2.00 be cancelled. Roll Call - All Ayes. Motion by Jeska seconded by King, that the Home Occupancy permit request of Robert Savera, 4654 Tyler St.N.E. for a Real Estate office be denied on the basis that the request has been with-drawn. Roll Call - All Ayes. Motion by King seconded by Land, that a 30 minute loading zone be establishe~ on the south side of 40th Avenue, West of alley between VanBuren and Jackson Streets. Motion by King seconded by Orendorff, that the City Manager be authorized to adjust the price of water meters as follows: 5/8" meter $38.00 3/4L' meter $58.00 1~ meter $90.00 1~'~ meter $165.00 2~ meter $246.00 Roll Call - All Ayes. Motion by King seconded by Jeska, that the City Manager be authorized to advertise a hearing to be held February 14,1966, for Utilities on Stinson Blvd., South of Fairway Drive to water tower. Roll Call - All Ayes. Motion by Land seconded by King, that the City Manager be authorized to purchase Lot 13,Block 9, Hilltop Addition, to be used for watermain. Roll Call - All Ayes. Motion by King seconded by Jeska, that the Civil Defense Director's salary be adjusted to $1980.00 per year. Roll Call - All Ayes. Motion by King seconded by Jeska, that the City Manager be authorized to spend up to $893.00 for the purchase of a Cooler for the %1 Off-sale store. Roll Call - All Ayes. Meeting notice of Land Use-Transportation Planning Program, January 25th, at 8 p.m. at Burnsville High School and January 27th at 8 p.m. at Highway Civil Defense Training Center,Arden Hills. The City Attorney reported regarding the Zayre Court case and that it was determined that our b¥ilding inspector was not arbitrary in ordering the building to be demolished and the insurance companies have until February 19;1966 to file an appeal. Motion by King seconded by Land, that the City Manager he authorized to advertise for bids on a new Street Sweeper, to be opened February 14,1966. Roll Call - All Ayes.
