HomeMy WebLinkAboutJan 10, 1966447 Pastor Dean Goetz of Calvary Covenant Church"appeared at the meeting to discuss usage and proposed usage of the land at 41st and 7th Street and the plans for the future. Calvary Covenant church understood when bought a thirty foot parcel from the City that they were to provide off- street parking. Their long-range plan is to purchase additional property which will be used for parking facilities and use their old church building as an educational unit, rather than demolishing the old church building and using that area for parking. The old church site is now being rented temporarily rather.than standing vacant. Pastor Goetz apparently cleared up the Council's questions regarding Calvary Covenant's intentions regardingoff-street parking. After d~scussion on the bid for radio equipment, it was decided to delay .awarding the bid until the next meeting; namely, January 10, 1966. Motion King, seconded by Land that the license applications as listed per attached list be approved upon payment of the proper fees. Roll Call - Ail Ayes. Roll Call - All Ayes. Second reading of ordinance No.614, Being an ordinance providing for the issuance of on sale intoxicating liquor license to certain clubs and providing the regulation thereof. A large group of people were present both for and against the passage of this ordinance. Several people spoke and gave their views as to whether a Bottle Club should be allowed. Reverend Henderson stated he wanted to go on record as being against passing this ordinance at this time. On a show of hands 32 indicated they were for the passage of this Ordinance and,23 against. Recess called at 10:35 p.m. Meeting called to order at 10:55 p.m. Mr. Leo Gregory, Attorney; Mr. Jim Allen and Mr. Bill Smith were present representing the Lions Club on their request to have the license fee waived for the Gum Ball machines they have in Columbia Heights. Motion by Jeska seconded by Orendorff, that the license fee be waived for the gum ball machines placed in Columbia Heights by the Lions Club for 1966. Roll Call: King, Jeska, Orendorff - Ayes. Land and Nawrocki - Naye. Subdivision request ~om Ernest & Margaret Scalise, for division as follows: 1. A atate-wide conference on aid to local units of government for outfoor recreational development under the Land and Water Conservation Fund Program has been scheduled for January 13, 1966, fro~ 9:30 a.m. tD 4:30 p.m. in the Capital Hill Armory, 600 Cedar Street, St. Paul. Anyone wishing could attend. Petition received for Concrete curb & gutter and Bituminous paving on Stinson Blvd. North from the intersection of North Upland Crest and Stinson Blvd. to existing concrete paving. Motion by King seconded by Orendorff, that the City Manager be authorized to advertise for a hearing to be held February 14,1966, for this improvement Roll Call - Ail Ayes. 450 Mr. sid Dupak was present to request a Home Occupancy permit for a beauty shop which he proposes to operate in a new home now being built at 4900 Fourth Street. This was recommended by the Planning & Zoning Commission. Motion by Land seconded by Orendorff, that this Home Occupancy permit be granted. Roll Call - All Ayes. Mr. Robert Savera requests permission to conduct a real estate business from the apartment building which he owns and where he lives, at 4654 Tyler St. Motion by King seconded by Land, that this request for a Home Occupancy permit be tabled until the next regular meeting for f~rther information, and Mr. Severa be notified to attend this meeting. A letter of resignation~as Director of the Civil Defense for Columbia Heights was received from Walter E.A. Reinhart, effective December 31, 1965. Motion by Orendorff seconded by Jeska, that the resignation of Walter Reinhart as Civil Defense Director,be accepted. Roll Call - All Ayes. Motion by King seconded by Jeska, that Earl Gustafson be appointed as Civil Defense Director, with a salary of $1500.00 per year, and that Walter Reinhart be appointed Deputy Director. Motion by Or~ndorff seconded by Land, that the foregoing motion be amended to read 81980.00 salary per year, rather than $1500.00 per year. Roll Call - Land and Orendorff: Aye. Mr. Brown reported on tabulation of bids on Vertical retaining wall at Jackson Pond. Northdale Construction Co. was low on Bid "A" and it was recommended that this be accepted. Motion by Land seconded by King, that Northdale Construction Co. be awarded this bid in the amount of $38,062.50 for Bid "A", as per bid tabulation attached, and in blew of the discrepancy in bid security requirement, that 5% be accepted, and that the Mayor and City Manager be authorized to enter in a contract for this work. First reading of Ordinance No.615, Being an ordinance amending Ordinance No.462, Section 5.11. ~ ~~ -Mr. Nawrocki voted against awarding2this project as he felt there was not enough proof to show that the proposed system would take care of the problem. This was particularly important in view of the failure of the previous embankment construction. 451 Resolution offered by Jeska seconded by King, The City Council of the City of Columbia Heights, HEREBY RESOLVES, that the Columbia Heights Bank, and Fidelity State Bank, and the Third Northwestern National Bank, be hereby designated as the depositories for moneys of the City of Columbia Heights for a period of one year beginning the first day of January, 1966, and the Treasurer of this City is hereby directed to deposit moneys of this City, in said Banks, and the Columbia Heights State Bank, the Fidelity State Bank, and the Third Northwestern National Bank are hereby authorized and directed to honor and pay any checks or orders, when signed by the City Treasurer, for the withdrawal or transfer of funds on deposit in said banks in whatever form. BE IT FURTHER RESOLVED that in case such deposits shall at any time exceed Ten Thousand ($10,000.60) Dollars, said depository shall immediately furnish bonder securities in lieu of bond according to the law, and the Marquette National Bank for the Columbia Heights State Bank, and the Federal Reserve Bank for the Fidelity State Bank, and the Third Northwestern National Bank, are hereby designated as the places for the safe-keeping for all securities furnished in lieu of such bond. Roll Call - Ail Ayes. The City Manager advised that the Unicom II Annual Dinner meeting would be held at the Nicollet Hotel, January 22nd ~n the Aquatennial Room. The City Manager reported regarding the meeting with Union Local ~664, and the requests they have submitted in regard to salary scales and fringe benefits. The City Attorney reported regarding the suit filed against PemTom regarding a drainage ditch, by the Village of St. Anthony and Village of New Brighton. The Engineering department was asked to get more information for the next meeting. The Zayre case has not been finally determined but Judge Keyes will render his decision shortly. The Licensing of Washers and Dryers was discussed and nothing has been determined as yet. Robert Say has not answered the letter written him by our City Attorney, 'regarding a check he accepted illegally for land acquisition. The City Attorney reported that condemnation is necessary on the Bernard- Kriesel property due to a lien by J.I. Case Tractor Co. The Traffic Commission requests the Council to ask State Officials for a speed evaluation and appr&isal of walking time at the intersection of 49th and Central, as complaints have been received of excessive sp~ed and not enough time granted for pedestrians to walk across street. Resolition offered by King seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights: WHEREAS, numerous complaints have been made by the citizens of the City of Columbia Heights concerning the operation of the signalized intersection at 49th Avenue N.E. and Trunk Highway ~65, and WHEREAS, accidents have occurred and pedestrians have been injured at this intersection, NOW THEREFORE, be it resolved that the City Council of the City of Columbia Heights requests the Minnesota Highway Department to make a speed evaluation study of traffic speeds in the vicinity of this intersection, or whatever other studies as the Highway Department may deem necessary, and that an appraisal of the pedestrian walking time at this signal be made.
