Regular Meeting December 13, 1965

Jeska - present. Orendorff - absent.
Invocation offered by Reverend Allen W. Flohr of Community Methodist Church.
Motion by King seconded by Land, that the minutes of the last regular and
special meetings be approved as presented in writing and that the reading
be dispensed with. Roll Call - All Ayes.

Motion by King seconded by Land, that these bids be turned over to the
City Manager for tabulation and report back later on at this meeting.

Resolution offered by King seconded by Jeska, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that
WHEREa~: The State Highway Department of the State of Minnesota i's in
the process of finalizing plans for the construction of Trunk Highwy ~47
(University Avenue N.E.) and
WHEREAS: Said plans do not allow for pedestrian crossings or signalizing
at the intersections of 42nd and 51st Avenues N.E., which crossings are
presently primary pedestrian crossings for school children.
NOW, THEREFORE: This Council does respectfully request that the State
Highway Department amend their Highway ~47 plans to include such cross-
walks and/or signs and signals as necessary to allow the continued use
of the school crossings of Highway ~47 at 42nd and 51st Avenues N.E.
Roll Call - All Ayes.
The first reading of Ordinance No.614, regarding licensing of Bottle Clubs,
was postponed until the December 27th meeting.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on Radio Equipment, to be opened December 27,1965.
Roll Call - All Ayes.
Mr. John Murzyn, Park Superintendent was present regarding the request
to hire Mr. Corwine for preliminary planning for Memorial Park, and he
have cost estimates for said planning. The City Attorney reported
the negotiations for the Kriesel property, which is needed for this park,
are now complete.

Motion by King seconded by Jeska, that the Mayor and City Manager be
authorized to enter into an agreement with Roy E.Kriesel and Edgar Bernard,
for the purchase of the South ½ of Lot 19, and the South ½ of the West ½
of Lot 20, Block 2, Sheffield's Subdivision, for the payment of $9,800.00,
plus current taxes and special assessments now outstanding against the
property to be paid by the City, and rent free to May 1,1966. Roll Call -
All Ayes.
Motion by Jeska seconded by King, that Mr. Corwine be hired for preliminary pi
planning on Memorial Park, as per request of the Park Board. Roll Call-All Aye~
No action taken on request of Lions Club for exempt license fees on 13
Gumball machines at various locations in Columbia Heights.
BelMar Builders request first floor size waiver for a house to be built
at 2125 North Upland Crest (690 sq. ft. instead of the required 768).
Motion by Land seconded by King, that this request for square foot waiver
be denied. Roll Call - All Ayes.
Request received from Derksen Builders, Inc. for curb and blacktop on 39~
Avenue from Cleveland to McKinley, and also on McKinley fro~ 39~ to 40th
Avenue.
Motion by King seconded by Jeska, that the City Manager be authorized to
advertise a hearing to be held January 24, 1966, for these improvements.

The City Manager reported a letter has been received from Union Local ~49
accepting the city's wage offer for 1966. Mr. Skeate of Local 9664 has
asked to meet with the Council, and a tentative time was set for Monday,
December 20th at 8:30 p.m.
Motion by Land seconded by King, that the City Manager be authorized to
advertise for bids on Dog Catcher service for 1966, and also bids on
Legal Publications for 1966, both to be opened at the next regular meeting,
December 27,1965. Roll Call - All Ayes.
The City Engineer reported on the tabulation of bids for a Snow Blower
and his recommendation would be the bid of Hi-Lo Equipment Co. for the
Demonstrator machine at a cost of $6,883.00, as this equipment best meets
the needs of the City and has the recommendation of the operating and shop
personnel. The various machines were discussed at length.
Recess called at 9:35 p.m. Mr. Orendorff arrived at 9:50 p.m.
Meeting called to order at 10 p.m.
Motion by Land seconded by King, that Hi-Lo Equipment Co. be awarded the
bid for a Demonstrator Machine at a cost of $6,883.00. Roll Call - All Ayes.
The City Engineer reported on the contemplated re-construction of Jackson
Pond and this will be brought up again next Monday night.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on six new City vehicles - namely, Two Wagons for the
Engineering Department; One Pickup Truck for the Meter shop; Two Pickup
Trucks for the Sewer and water department, and one Squad Car for the
Police Department, bids to be opened January 10, 1965. Roll Call - All Ayes.
The City Attorney brought up the subject of a condemnation regarding prop-
erty at 5101 7th Street, and that apparently Mr. Robert Say was paid money
on this property which he did not own at that time.

Motion by Jeska seconded by King, that the City Attorney be authorized to proce~
proceed with legal action against Robert Say for being unjustly enriched.
Roll Call - All Ayes.
The City Attorney reported we have been sued by New Brighton and the County
of Ramsey, who have joined us as a third party defendent. The Village of
St. Anthony originally sued Pemtom Inc. for filling a ditch. The City
Attorney will answer this complaint.
Regarding the Zayre fire, the city attorney reported we are due in court
on the 21st, as we have been sued by the six insurance companies involved.
The insurance companies have permission from the court to go in and clean
up the Zayre premises.
The Condemnation Commission met with John Glover at his home, but so far
it has not been determined how much he should be awarded.
Mr. King asked to be informed as to what will be done with the old
Calvary Covenant Church.
Motion by King seconded by Jeska, that the 1965 license applications as
listed below, be approved as presented, upon payment of the proper fees:

Motion by King seconded by Jeska, that the 1966 license applications as
per attached list, be approved, with the exception of the Pawn Shop,
upon payment of the proper fees. Roll Call - Ail Ayes.
Motion by King seconded by Jeska, that the request for a Pawn Shop
License by A.J. Reynolds, 828 40th Ave. N.E., be referred to the City
Manager for investigation and report back at the next meeting. Roll
Call - All Ayes.
Mr. Jack Meyers who is a member on the committee for revising the voting
precincts in Columbia Heights was present, and presented a map showing
the proposed ten precincts instead of the seven presently in effect.
Motion by Jeska seconded by King, that the City Manager be authorized
to draw up a resolution providing for ten precincts in place of seven,
in conformance with the recommendation of the Committee. Roll Call-
All Ayes.
