M~. VanHousen, the architect for the ~ew.Library addition was Pres:ent
and he reported after careful investigation, he would' recommend'awarding
the bid to Aichinger-Green Construction Co.
Motion by Jeska seconded by King, that the low bid of Aichinger ~ Green
Gonstruction Co. on the Library Addition, in the amount of $121,860.00,
be accepted and that the Mayor and City M~nager be authorized.to enter
into a contract for this~onstruction. Roll Call T.Ai! Ayes.
The City Engineer.reported the low bidder on Sewer ~ipe Cleaning Cpmpound
did not meet specifications,
Motion by Land seconded by Jeska, that the Sanfax Cgrp. be a~arded the
bid for sewer pipe cleaning compound at a total cost of $4.,037.04~'

Several members of V.F.~. Post ~.~230, were prescn'~- regarding their request
to consider an ordinance which would allow them a license to dispense
alcoholic beverages.
Motion by Land seconded by Jeska, that the City Attorney be authorized
to draw up a new ordinance which would incorpora'~-e suggested changes
and which would also take care of discrepencies which exist in the present
ordinance, to be presented for a first reading December 13,1965. Roll

Motion by King seconded by jeska, 'that the Mayor and City [~ianager be authori:
ed to enter into a contract with George ~4. I[anson for a comprehensive
audit of the City books for the year 1965, for a sum not to exceed

Request from Park Board for authorization to hire ~,~. Robert Corwine for
preliminary planning of Memorial Park.
Motion by King seconded 'by Land, that this request be tabled until 'the
next regular meeting and obtain further information regarding cost and
present to the council before that time. Roll Call - Ail Ayes.
Motion by Land seconded by Xing, -that the City [,ianager be authorized to
submit a letter to Union Locals ~5~4- and %[-~%9, uffering a 12¢ increase
for 1966. i{oll Call - Ail Ayes.
Motion by Land seconded by King, that the City Manager be authorized to
adjust the salary of Dave Olson, Engineering Aide, to ?ruck Driver's scale
through the year ]_966. Roll Call - All Ayes.
Motion by King seconded by Land, that the City [.~anager be authorized 'to
purchase a Photocopy Machine from ~erican Photocopy Equipment Co., at
a cost of S995.00, subject to price verification by the City Manager.

this machine or any other similar machine.
Motion by King seconded by Land, that the City i.'lanager be authorized to adve~
advertise for bids for a new or used Snow Blower, to be opened December

The City Engineer reported on progress of s-~-~rm se%~er contractors, and
also that 400 tDn of winter mix was now in stock.
The City attorney reported on thc Glover cc, nde~u]a':-ion and a co~]mission
has been appointed consisting of Albert ~ordiak, Dave Anderson and Fran
Shaffer. He also reported on the Zayre building' problems.
Resolution offered by Land seconded by Jeska, ordering a certain building
located at 3916 Main St, to be razed and removed..
W[~EREAS, %~ne Jcarp-Heilman Co., Carl C. iIeeter and[ josephine Hebzynski,
are the owners of a certain building located at 3916 Main St.N.E., and
WP~REAS, that building is best described as a burned shed, and
~'~HEREAS, after the receipt of numerous complaints, the Council of the
City of Columbia Heights, ordered an inspection to De made of the above
described premises, which described premise was found to be furned and
in a state of dis-repair, and that the building does violate existing
zoning ordinances of the City of Columbia Heights, and

WHEREAS the Council of the City of Columbia ~ ' ,

described building is mlapmdate~ and. is abandoned. and not claimed by any owner,
and ~at the ou_!dmng does constitute a hazard to the public safety and health;
and that it does not conform to the building code of ~the City'of-columbia
Heights. NO~?, T~i%EFO~m BE IT RE~OLVED, that the property 'owners shall, be
ordered to raze and remove the building on the property.
This action is taken pursuant to Minnesota Statutes Annotated, 462.39 to
482.401 on the grounds that the' said'building is a hazardour building
within the meaning of that statute. Roll Call ~- All Ayes.
