Motion by King seconded by Land that Temple Nygaard be appointed secretary pre tern for this meeting. Roll call - all a~es. This special meeting was held for the purpose of holding a public hearing en storm sewer assessment. Mayor Nawrocki exp/ained that the cost of the proposed storm sewer will run higher than originally anticipated, and while $915,000 ef the total cest will be paid. for by bonds sold for this purpose, the balance w~11 be assessed against the benefitted properties. The City Council and Engineering Department explained in detail the storm sewer problems and proposed solutions. They used the projecter for visual aid. The meeting was open for discussion and there were many questions and comments. · hile there were some areas of c~mplaint, the majority of those in attendance recognized the urgency in solving the drainage problem and agreed that the pro- posed plan is acceptable. A shew of hands indicated a definite majority of people then present were in favor of the storm sewer project proceeding as proposed. A recess was called at ll:~0 and the meeting reconvened at ll:30. ResolUtion offered by Land seconded by King BE IT Pd~qEBY RESOLVED by the City Council of the City of Col~nnbia Heights, that the plans as prepared and recommended for adoption by the consulting engineers and the City Engineer as presented be appreved and filed with the City Clerk in accordance vith the Minnesota Statutes 429.041- Roll call - all ayes Resolution offered by Jeska seconded by King, BE IT HE~EBY RESOLVED by the City Council of the City of Col~nbia Heights, whereas engineering studies ha~ been made determining that certain storm sewer lines should be installed to properly handle the runoff ?~aters from the drainage district established as ~ontributing flow to the Mississippi River outfall, and: ~EAS it has been determined that the proposals as set forth by the engineering staff are the most feasible means of installing the sterm drain lines, no~ therefore BE IT P~SOLVED that the City Manager be authorized and directed to proceed with the storm sewer installations as recommended by the engineering studies. Bids on Addition and Remodeling of Library Building received from the following: Aichinger & Green M.J.McGough Co. Berglund-johnson Loeffel-Engstrand Lund-Martin Arkay Construction D.M. Noyes Robert O.?¢estlund Base Bid $121,860.00 " 129,700.00 ." 122,300.00 " 128,4~0.00 " 128,800.00 " 129,610.00 " 139,200.00 " 133,501.00 Motion by I~ing seconded by Land, that these bids be turned over to the City Manager for tabulation and report back later on at this meeting. Roll Call - All Ayes. The award of bid on Sullivan Lake Outfall will not be made until i4onday, November 22nd. Motion by Land seconded by King, that the City Manager be authorized to soend up to 8916.00 for 630 feet of 6 inch cast iron pipe watermain, to be'in~talled on Stinson Blvd., south fro;~ 45th Avenue, as approved last ~ummer. Roll Call - All Ayes. Regarding authorization for ahnual audit, it was decided to meet with Gborge M. Hanson, Auditor, at 7:30 on Monday, November 22,1965. Motion by King seconded by Land, that the City Manager be authorized to advertise for bids on the removal of the City owned buildings at 814 - 40th Avenue, to be opened on November 30,1965 at ~ p.m. Roll Call-All Ayes Motion by Jeska seconded by King, 'that the awarding of bid on Library ex~pansion, be tabled until the next regular council ~eetin~, Monday, November 22nd.
