Invocation offered by Reverend Douglas Henderson of the Peoples Church. Motion by King seconded by Land, that the minutes of the last regular council meeting be accepted as presented in writing with corrections made, and the reading be dispensed with. Motion by Orendorff seconded by Jeska, that this bid be turned over to the City Manager for tabulation and report back later on at this meeting. Roll Call - All Ayes. No bids were received on sidewalk replacement. A report will be made at the next meeting on the proposed procedure on sidewalk repairl Hearing held on alley paving between 7th and Washington, from 45th to 46th. The engineering department recommends concrete paving as some of this alley is difficult to drain. An estimated cost of $4.00 for concrete and $2.50 for blacktop paving was given. The engineer recommends an additional catch basin at 46th and Washington. Motion by King seconded by Jeska, that the city manager be authorized to proceed with the installation of concrete paving of this alley, with the project to De put in this year, if possible. Roll Call-Ail Ayes. First reading of Ordinance No.607, Authorizing sale of certain Real Estate lying in the ~i[esterly 10 feet of the Northerly 130 feet of Lot 6,Block 4, Res. Hills. 399 Resolution offered by King seconded by Land, BE IT IfEREBY RESOLVED by the City Council of the City of Columbia Heights, that the City Treasurer be and she is hereby instructed to transfer from the Liquor Fund as follows: $6,392.60 to the Fire Fund 10,281.60 to the Street Fund 10,211.40 to the Park Fund 1,000.00 to the Band Fund and that there are sufficient moneys in said Liquor Fund to make such transfer. Roll Call - All Ayes. Letter of resignation from the Police & Fire Civil Service Commission received from Walter Daviduski, as he is being transferred to Louisville, Ky. Motion by King seconded by Orendorff, that this resignati~n be accepted. Roll Call - All Ayes. Motion by Land seconded by King, that Arthur Anderson, 3934 5th Yt.N.E. be appointed to fill the unexpired term of ~alter Daviduski on the Police & Fire Civil Service Commission. Roll Call - All Ayes. A letter was received from ~.~. McCubrey of the State Highway Dept. as to our share of cost on curb and gutter they are going to install on the east edge of the present,University Avenue from 37th to 53rd, which will be used as a service road when the new highway is completed. Motion by Jeska seconded by Orendorff, that the City Manager be authorized to advertise a hearing to be held September 13, 1965, on this curb install- ation, and that the Highway Department be requested to have a represent- ative present to explain what they are contemplating as far as University Avenue is concerned. Roll call - All Ayes. Subdivision request received from Alvin Melcher and George Peterson, to divide Lot 38, Block 2, Reservoir Hills. Motion by King seconded by Jeska, that this request be tabled until the next regular meeting and that the City Manager consult with these people in regards to the North-South split. Roll Call - All Ayes. Subdivision request received from John Bee to divide Lot 46, Block 1, Reservoir Hills into four lots. Motion by Land seconded by King, that this division be approved upon payment of the outstanding special assessments of $596.69. Roll Call - All Ayes. Petition received from residents for concrete paving in alley south from 44th Avenue to apartments, between University & 4th St. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing to be held September 27th, for concrete paving of alley, south from 44th between University & 4th St., all or any part thereof. Roll Call - All Ayes~ Petition received for platting Cleveland~.streg~North from 43rd Avenue. Motion by Orendorff seconded by Jeska, that the City Manager be authorized to advertise for a hearing to be held ~eptember 27,1965, for platting of Cleveland Street, North of 43rd Ave. Roll Call - All Ayes. Petition received from residents of the Parkview area, requesting develop- ment of the park in their area. Motion by King seconded by Land, that this petition be placed on file, and the Park Board be notified of this petition, and also that a letter be sent to the first name on this petition, informing him of general plans and what has been done so far as to development of this park. Roll Call - All Ayes. 4~0 A letter was received from John L'iurzyn, Park Superintendent stating the Park Board wishes to meet with the Council informally. The City Manager was asked to check and see if a meeting can be arranged for Monday, August 30th at 7:30 p.m. and invite i~. Albert Kordiak. Petition received from residents adjacent to alley south from 40th between Jackson and Quincy, asking that the Pek's Lbr. Co. property be required to pay their fair and equal share of alley improvements. A letter was received from [~.~. Clarence A. 3ather, Trustee for Pek's Lbr. Property, releasing their right of access to this alley. Motion by King seconded by Land, that this petition be placed on file, and the City Attorney obtain satisfactory evidence that Mr. Sather is author- ized to so act for his Company. Roll Call - All Ayes. The City Manager reported regarding back yards of property on west side of Johnson St. north of 4~th. 5~%ey are terracing their back yards and showing some progress, and this will be checked into further. Also checked on Dunkley Blacktop Co. August 11 and 12, as to what they had done to improve their situation. Hood and dust collector had been added so the situation was improved. Mr. Gustafson Assistant Engineer reported on the following items: A letter was received from Emergency Planning as to re-imbursement on certain items resulting from the flood. Maps and estimates have been prepared for future sanitary sewer lines to serve the balance of the Glover property. Prepared information for I4r. Blackey and Burger King Restaurant as to what is required for drainage and cost. Drainage boundary maps were prepared for storm lines at 46th and ~i'ashington and 39th and 2nd Street. A map and letter were prepared for the Fridley Engineer showing the drain- age study involved in the area contributing to the 934 Hole, between Mathaire and Marian Hills. Plans were begun for the alley south of 40th between Jackson & Quincy, in preparation for paving. Also the City would do the work necessary in the street for drainage from the new Central Jr. High, and bill the School Board. The engineers are starting the design for storm sewers on 50th Avenue and also on 48th Avenue. Specifications for well rehabilitation have been prepared. Mr. $onnenberg reported on conditions at Circle Terrace and that several of the properties have handled their drainage problem adequately. Motion by Orendorff seconded by Jeska, That Slurry Kote Service be awarded the bid on Slurry seal coat on Jefferson St. between 40th and 45th, at a total cost of $2,250.00. Roll Call - All Ayes. Judge Wargo attended the council meeting in place of Mr. $okolowski, who is on vacation. Motion by King seconded by Jeska, that the license applications as per attached list be granted upon payment of the proper fees. Roll Call - All Ayes. 401 Residents from the area of 49th Avenue and Fairway Drive were present and complained of road conditions on Fairway Drive, and want to know what is going to be done. Motion by Jeska seconded iby King, that the City Manager, City Engineer and City Attorney, investigate 'the status of the street opening Fairway Drive in Hilltop 3rd Unit, and that a report be made to the Council as to the best way to handle the base and surfacing work for this street. Roll Call - All Ayes. ~kr. Gustafson reported 'the alley grade was too low in Block 3, Hilltop, between Stinson Blvd. and Heights Drive, and the council asked that · this be checked on. Mrs. Philips, 1615 49th Avenue complained of drainage around her home and this will be checked into. Motion by King seconded by Jeska, Secretary of -the Council that the meetin~ adiOurn at 11:35 p.m. c/ ~IAYOR OFFICIAL PROCEEDINGS Special Meeting September 7, 1965 Meeting called to order at 8:05 p.m. Land, Orendorff and jeska - Present. Roll Call: Nawrocki, King, Bids on Bond sale for water works and storm sewer were received from the following: First National Bank of St. Paul, Minnesota Juran 6~ Moody, Inc., St. Paul, Minn. J.M. Dain & Co. Inc. ~inneapo!is, Minn. Cincotta, inc., Minneapolis, Minn. Motion by King seconded by Jeska, that these bids be turned over to the City Manager for tabulation and report later on at this meeting. Roll Call - All Ayes. Bids on Well Rehabilitation were received from the following: Bergerson-Caswell, Inc. Thein Well Co. Inc., Clara City,Minn. E.H. Renner Well Co. Layne-Minnesota Co., Minneapolis Mueller Bros. Well Co. Motion by Orendorff seconded by Jeska, that these bids be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Motion by Land seconded by King, that the request of the Fire Department be granted to send one man to a Heavy Duty Rescue Instructors Course at Arden Hills Training Center, September 17,18,19, with expenses paid. Roll Call - All Ayes. The City Engineer reported on sidewalk replacement around the Field House, and also some of the most dangerous sidewalks that were listed in our hearings. He stated arrangements could be made with the con- tractor who is v;orking in Columbia Heights at the present time to make these replacements. The Engineer was asked to eheck into this further and report at the council meeting on September 13th.
