Regular meeting

Meeting called to order at 8 p.m.
Ail members present.
Motion by Orendorff seconded by Jeska, that the minutes of the last
regular meeting be approved as presented in writing with the two corrections
and the reading be dispensed with. Roll Call - All Ayes.

The following bid was received from Display Fixture Inc., 189 E.Kellogg
Blvd., St. Paul 1, ~linnesota:
Conveyor system for :[~:2 Off Sele Liquor Store, as
per specifications $2,270.00
Z~otion by King seconded by Land, that this bid be turned over to the City
Manager for tabulation and report back later on at this meeting. Roll
Call - All Ayes.
Bid on ~[esterly 10' strip of th~ ~rth 130 feet of Lot 6,Block 4, Reser-
voir Hills, received from Lewis C. Duffney, 1218 42nd Ave. N.E.
Motion by King seconded by Land, that the bid of Lewis C. Duffney in the
amount of $1.00, be accepted. Roll Call - All Ayes.
Motion by King seconded by jeska, that the City Manager be authorized to
draw up an ordinance for the transfer of title on this property to be
sold to Lewis C. Duffney. Roll Call - All Ayes.
Hearing held on seal coating certain streets as advertised. A large
group of residents were present who are involved in this project, and some
of them e~oressed the opinion that their street did not need seal coating.
The residents on 4th Street between 62nd & 53rd, protested they did not
want this block seal coated until the storm sewer situation had been
taken care of, but did want it patched and brought to as good condition
as it was before the flooding situation this year.~
Motion by Jeska seconded by King, that the City Manager be authorized
to proceed with the seal coat project, with the exception of 4th and 5th
Streets between 52nd and 53rd. Roll Call - All Ayes.
Motion by Jeska seconded by King, that the City Manager be authorized to
advertise for bids on Sidewalk Replacement to be received August 23,1965,
as approved at the last regular meeting, with the exception of 4205 Jackson
Street, and also with the exception of replacement for which people have
come in for individual permits up through today (S/9/65) and that 4233
Jackson St. be included for sidewalk replacement of 48 sq. ft. Roll
Call - All Ayes. ~
BelMar Builders request square foot waiver at 1820 49th Avenue, identical
to 1615 49th Avenue.
Motion by King seconded by Land, that this request be granted. Roll
Call - All Ayes.
Mrs. Alice Larson, 3960 Tyler St. wishes to appeal denial of Planning
and Zoning Commission for a walkout basement apartment in her home on a
40 foot lot. Representatives from The Spring Co. were present who sold
her the home, also asking that this lot width waiver be allowed.

Motion by King seconded by Jeska, that in conformance with the recommend-
ation of the Planning & zoning Commission, the request for lot size waiver
be denied. Roll Call: King, Land, Jeska, Nawrocki - Ayes. Orendorff -
Nay~.
Motion by Land seconded by King, that the side yard waiver request of
James Mecl, 3928 Second St., in order to place a garage 2' from the side
lot line, be granted. Roll Call - All Ayes.
Myron Rozmark, 710 40th Avenue, requests Special Use Permit, and front
and side yard waivers, and parking stall waiver, to build a 25x50' build-
ing on a 25x125' lot.
Motion by Land seconded by Orendorff, that these requests be granted,
as per building plans on file, (Section 10B2 of ordinance 462, ~'Appeals-
variances"). Roll Call - All Ayes.
Motion by King seconded by Orendorff, to request the Planning & ~oning
Co~nission to consider the matter of re-zoning 40th Avenue from Jackson
St. to University Avenue, (South side). Roll Call - ~11 Ayes.
Motion by King seconded by Land, that the City b~nager be authorized to
take the necessary steps according to the new State Law, to remove the
basement at 504 s~nmit Street. Roll Call - All Ayes.
No action was taken on the matter of erosion taking place at rear of
properties on Johnson Street (4622, 4628, 4638 and vacant lot to the
North) as recommended by the Planning ~ zoning, as it will have to be
determined if^%%~%n is necessary.
The Planning & zoning Commission has asked for a joint informal meeting
with the City Council, and the City Manager was asked to determine the
appropriate time.
Request for subdivision from Jay B.~raver, 4423 Arthur St. to divide Lot
20, Block 2, Walton's S.A. into the S.½ and N.~. (2 - 50~' lots)
Motion by Orendorff seconded by Jeska, that this request be granted.
Roll Call - All Ayes.
Request for subdivision from William Blasczyk, for division as follows:
the South 180' of the North 330' of Lot 4, ~alton's Rearr.of Lots 33
and 34. (For Burger King Restaurant)
Motion by King seconded by Land, that this request be granted as requested
and at the time a building permit is applied for drainage easements be
arranged for. Roll Call - All Ayes.
Motion by King seconded by Jeska, that the request of the Building Inspect-
or be granted to attend the International Conference of Building Officials
meeting in Phoenix, Arizona, October 18-22, 1965, with expenses paid. ~-~o
Roll Call - All Ayes.
Appeal for re-consideration of Cleveland Street platting North of 43rd
Avenue. Mr. & Mrs. Bob Lorenz were present at this meeting.
Motion by King seconded by Jeska, that this request be tabled and
recommend that Mr.& Mrs. Bob Lorenz bring in a new petition from the
property owners. Roll Call - All Ayes.
It was recommended to accept the bid of Display Fixture Inc. for a

Petition received for paving alley between 7th and ¥~ashington, from 46th
to ~6th.
Motion by Orendorff seconded by Jeska, that the City Manager be authorized
to advertise a hearing to be held August 23, 1965 on paving this alley.
Roll Call - All Ayes.
Mr. Dick Johnson, 3977 Quincy st. was present and questioned why Pek's Lbr
property were not going to be assessed for alley paving between Jackson
and Quincy, South of 40th Avenue. This will be checked into and a report
made at the next meeting.
The City Manager reported he would meet with Fridley on ~'~ednesday this
week regarding storm sewers.
A letter was received by George Brown, City Engineer, from six residents
in the 3800 block on 2nd Street, regarding the flooding situation during ev
every heavy rain, due to inadequate storm drains.
Motion by King seconded by Land, that this letter be placed on file and a
report made regarding this flooding situation. Roll Call - All Ayes.
The City Engineer recommends that Jefferson Street between 40th and 4$th
be seal coated and charged to State Aid maintenenace.
Motion by King seconded by Land, that the City ~4anager be authorized to
advertise for bids on Slurry Seal Coat for approximately 10,000 square
yards on Jefferson, 40 to 45, to be opened August 23,1965 Roll Call -
All Ayes. '
Mr. Brown reported on Pipe cleaning program and will give a more complete
report when inspection has been completed.
The City Engineer asked to call for bids on rehabilitation of ?~ell at
Jackson Pond.
Motion by ICing seconded by Land, that the City Manager be authorized to
advertise for bids on rehabilitation of the inverted ?.;ell at Jackson
Pond, to be opened at the special meeting September 7 1965. Roll Call -
All Ayes. '
The City Attorney reported the condemnation award of $14,000 on property
west of University, South of 41st Avenue, but the Highway Department
made a counter offer of
The City Attorney reported he went to court on the Gilles case today,
but blr. Gilles was not present. The City Attorney asked the council
to approve the Planning & Zoning commission action on October 1,1963,
giving permission to remodel 4-plex at 4032 VanBuren, by adding 10' x
approx. 33' across front. 1. Work to be finished by 6/1/64. 2.Must have
four bathrooms. 3.Exterior stucco or brick.
Motion by Land seconded by jeska, that we approve the Planning & zoning
Commission actions of 10/1/63, with respect to Lazarus Gilles property,
and that the City attorney be authorized to take appropriate action.
Roll Call - All Ayes.
Motion by Orendorff seconded by Jeska, that the license applications as
per list, be approved upon payment of the proper fees. Roll Call - All
Ayes.
The City Engineer was asked to make a progress report on Circle Terrace
at the next council meeting.
The City Manager was asked to arrange an informal meeting for ~hursday
August 12,1965 at 7 p.m., and invite Mr. George M. Hansen, Auditor, to
discuss his report, and any other matters of interest.
Motion by Orendorff seconded by Jeska, that the meeting adjourn at
1:45 A.M. Roll Call - All Ayes.
