Special Meeting
July 19, 1965
Meeting called to order at 8:10 p.m. Roll Call: Nawrocki, Land,
Orendorff, Jeska - present. King - absent.
Bids on Concrete and Blacktop construction for 1965 were received from
the following:
Dunkley Surfacing Co. Inc.
Ray Sina Contracting Co. Inc.
Crown Sidewalk Co. inc.
Bolier Construction Co.
Hennepin Blacktopping Co. Inc.
Alexander Const. Co. Inc.
Victor Carlson & Sons, Inc.
Motion by Land Seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation and report back later in this meeting,i
Roll Call - All Ayes.
The Resolution setting forth Bond Forms, also a detailed report on time
schedules and costs, was presented by Mr. Tom Hay and_Mr. %~hitney of the firm
firm of Dorsey, Owen, Marquart, Windhorst and West. They went into a.
detailed discussion as to the Bond issues for Water S~stem Bonds and
Storm Sewer Bonds, explaining the different methods of paying these
bonds and the length of time.
It was decided to meet informally Thursday night at 9 p.m. to discuss
this matter further.
Resolution offered by Orendorff seconded by Land, WHEPdEAS the Commissioner
of Highways has prepared plans, special provisions and specif%cations
for the improvement of a part of Trunk Highway Number 393 renumbered as
Trunk Highway No.694, within the corporate limits of the City of C.H.
from the No. Corp.limits to 500' S. of N. Corp. Limits; and
WHEREAS said plans are on file in the office of the Departmen$ of
Highways, St. Paul, Minnesota, being marked, labeled, and identified
as S.P. 0285-14 (T.H.694=393); and
WHEREAS said special provisions are on file in the office of the Depart-
ment of Highways, St. Paul, Minn., being marked, labeled and identified
as S.P.0285-14 (T.H.694-393), Minn. Proj. 1-694-5 (32) 223, which, together
with the Minnesota Department of Highways specifications for Highway Construc
struction, dated January 1, 1964, on file in the office of the CommissioB~
er of Highways, constitute the specifications for said improvement of
Trunk Highway No.393 renumbered as Trunk Highway No.694; and
WHEREAS copies of said plans and special provisions as so marked, labeled-'~
and identified are also on file ~n the office of the City Clerk; and
WHEREAS the term "said plans and special provisions~ as hereinafter
used in the body of this resolution shall be deemed and intended to

mean, refer to, and incorporate the plans and special provisions in the
foregoing recitals particularly identified and described.
NOW, THEN, BE IT RESOLVED that said plans and special provisions for the
improvement of Trunk Highway No.393 renumbered as Trunk Highway No.694,
within the limits of the City of Columnia Heights, be and hereby are approved
BE IT FURTHER RESOLVED that the elevations and grades as shown in said plans
and special proviaions be and they are hereby approved and consent is
hereby given to any and all changes in grade occasioned by the construction
of said Trunk Highway No.694, in accordance with said plans and special
provisions. Roll Call - All Ayes.
A report was made by the City Engineer on a proposal for cleaning Jackson
Well. Layne-Minnesota Co. has recommended a chemical treatment for clean-
ing this well at an approximate cost of $2500.00. Other possible correc-
tions that may be necessary, would consist of extending the present ~asing
with an 8~ pipe to extend through the sand formation and further pumping
with a large deep well pump.
The inspection report on the house at 2301 43rd Avenue was discussed but
no action was taken. The building inspector reported he had written a
letter to ~lrs. R.W. Lorenz, listing the items that would have to be
corrected, before this house could be occupied.
A review was made of the storm sewer plans presented by R.D. Thomas and
Associates, which includes the Jackson Pond Outfall and Sullivan Lake
Outfall, and the Fridley-Columbia Heights-Hilltop Village cost-sharing.
The City Attorney reported on the Gilles property at 4032 VanBuren St.
Mr. Gilles was present at the meeting and was told the back end of the
house would have to be finished and the 4th bathroom completed.
Motion by Orendorff seconded by Jeska, that the City Attorney commence
legal action in court to abate the building code violations. Roll Call -
All Ayes.
The tabulated bids on blacktop and cement construction were presented
to the council at this time, as per attached bid tabulation.
Motion by Land seconded by Orendorff, that Dunkley Surfacing Co. Inc.
be awarded the bid on Project 6501-A at a total cost of $19,867.00,
and Bolier Construction Co. be awarded the bid on Project 6501-B at a
total cost of $43,782.75, to conform to specifications. Roll Call-All Ayes.
Resolution offered by Jeska seconded by Land, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that Miss Diane Carlisle be
officially commended for the excellent job she is doing in representing
our City as Miss Columbia Heights.
BE IT FURTHER RESOLVED that the best wishes of this Council be given Miss
Carlisle in the forthcoming Aquatennial Queen Contest. Roll Call - All Ayes.
The following Proclamation by Mayor Bruce Nawrocki:
I, Bruce G. Nawrocki, Mayor of the City of Columbia Heights, do hereby
proclaim that Wednesday, August 4, 1965, be designated as Columbia Heights
Family Night at the Ball Game.
I do encourage all of the Citizens of Columbia Heights to participate in
the fellowship of this night and to spend the evening with their fellow
citizens in watching the Minnesota Twins VS Washington game.
