Continued hearing held on alley syrfacing between 2~f & 3rd, from 38th to
Edgemoor. A petition was received for concrete paving signed by 78.8%.
Motion by Nawrocki seconded by Land, that the City Manager be authorized
to proceed with concrete paving in this alley during 1965 construction

Hearing held on Storm sewer line in rear of property N.E. of Johnson and
46th Avenue. Russ Thorpe of Thorpe Homes Inc. was present and also three
residents of this area.
Motion by King seconded by Land, that this hearing be continued to the
July 26th meeting, with the hopes this matter can be solved. Roll Call -
All Ayes.
Mayor Armstrong at this time thanked everyone who has worked with him
during his six years in office, and stated it has been a very rewarding
experience.

Motion by Orendorff seconded by King, that Mrs. Pritchard continue as
Council Secretary. for the next two years. Roll Call - All Ayes.
Motion by Land seconded by Jeska, that Bob King be re-named Council
President for the coming two years. Roll Call - All Ayes.
Motion.by King seconded by Land, that the official council meetings be
held the 2nd and 4th Mondays of each month, at 8 p.m. Roll Call-All Ayes.
Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED,
by the City Council of the City of Columbia Heights, that whereas:
WARREN A. ARMSTRONG, has dedicated six years of conscientious service as
Mayor of our community, and whereas:
The City has grown from 17,000 to over 23,000 citizens and experienced
development of a well-ordered nature during his tenure of office, some
of which are:
1. Endorsing a park expansion program assuring park faciliites for all
sections of the City.
2. Instituting a 24 hour emergency dispatcher service for Police, Fire
and First Aid.
3. Completing and adopting a gity-wide zoning plan in accordance with a
comprehensive land use stuay.
4. Approving a street lighting rejuvenation program resulting in recog-

nition as the best street lighted city in Minnesota.
5. Building a public library and laying the groundwork for future
expansion thereof.
6. Inaugerating a post card notification procedure on public hearings
in addition to legal publications.
7. Ratifying the water supply contract with the City of P~nneapolis,
assuring our citizens of a perpetual reliable water supply storage
facility.
8. Initiating a long range storm sewer program in anticipation of future
needs.
9. Jtudying the various problems incument upon a community experiencing
fast growth and undertaking the actions necessary for their solution/
NOW THEREFORE
BE IT RESOLVED
That in recognition of his dedicated service to the City of Columbia
Heights, Mayor Warren A. Armstrong, be presented with an appropriate
placque in appreciation thereof. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that any ordinances or resolutions
which are required, be taken up at the special meeting to be held July
19, 1965. Roll Call - All Ayes.
Hearing held on Sidewalk replacement program for this year.
A rather large group of people were present and some of them questioned
the amount of sidewalk to be replaced, and others wanting to know if
they could do their own replacement. Addresses were taken down, the
Engineering department will check with these people.
Motion by King seconded by Orendorff, that this sidewalk hearing be con'
continued until the next regular meeting to be held on July 26th Roll
Call - All Ayes. '
Subdivision request from Matthew Guzyv~ 971 41st Ave. N.E.,to divide the E.~
of Lot 33, Block 4, Res. Hills.
Motion by King seconded by Land, that this request be denied in line with
the recommendation of the Planning & ~oning Commission Roll Call -
All Ayes. '
Subdivision request from Walter H. & Erna True, 4344 Madison St. to
divide Lot 2, (E.~) into two equal lots 49.17' each.
Motion by Orendorff seconded by King, that this request be approved,
with the necessary lot size waiver, upon filing of the certificate of
survey. Roll Call - All Ayes.
Subdivision request from Mr.& Mrs. R.W. Lorenz, to divide the West 100' of
Lot 8, Block 2, Walton's S.A. into a 40' and 60' lot. The old house
is on the West 40 foot portion of this lot and the Building inspector
and Heating inspector have inspected this house and find it to be sub-
standard and not worth the money it would take to fix it up.
Motion by King seconded by Orendorff, that this subdivision request
be denied. Roll Call - All Ayes.
Walter A. Krischuk, 4458 Stinson Blvd. and Donald S. Welch, 2348 45th
Avenue request extension of watermain from 45th Avenue south on Stinson
Blvd.
Motion by Land seconded by Jeska, that this request be ~ferred to ,the
engineering department for study and that the engineering Department
make their recommendation at the next regular meeting, and that the

City Manager be authorized to advertise a hearing to be held July 26,1965,
on watermain extension to be installed in all or pa~t of Stinso~n Blvd.

Motion by King seconded by Land, that the City Manager be authorized
to advertise for bids on a 10 foot strip in Lot 6, Block 4, Res. Hills,
which is subject to storm sewer easements, tp be opened August 9,1965.

Motion by Orendorff seconded by King, that the City Manager be authorized
to have plans drawn for a Bottle return and conveyor in the No. 2 Liquor
Store, and advertise for bids tp be opened August 9, 1965. Roll Call-Ail
Letter received from L.G. Larson, 1125 Polk Place, requesting wash-out
repairs.
Motion by King seconded by Jeska, that the City Manager be instructed to
contact the proper officials in the City of Fridley in regard to working
out a solution of the storm drainage probl~ in the area east of Highway
~65, South of Robert Halls. Roll Call - All Ayes.
Motion by King seconded by Land, that the claim of L.g. Larson, 1125
Polk Place, be referred to the City Manager for appropriate investigation
and report back at the next meeting. Roll Call - All Ayes.
Motion by Land seconded by King, that the Council concur with the decision
of the Planning & ~oning Commission, in denying the request to plat
Cleveland Street, North of 43rd Ave. Roll Call - All Ayes.
The matter of the Gillis property at 4032 VanBuren St. will be taken
up at the special meeting to be held July 19, 1965.
The City Manager reported meeting this morning with two men from RoWland
F. Hatfield's office, and they will conduct spot checks to determine
whether re-evaluations of property is necessary.
Motion by King seconded by Jeska, that the City Manager be authorized
to investigate methods of increasing the capacity of the converted well
at Jackson Pond and report back. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that the license applications
as listed, be approved upon payment of the proper fees. Roll Call -
All Ayes.
Motion by King seconded by Orendorff, that the Licenses of Harry
Machinski, 547 - 40th Ave., be cancelled, as of July 13,1965. Roll
Call - All Ayes.
Motion by King seconded by Land, that Dale Jeska be appointed to serve
on the Planning & aoning Commission as,council representative. Roll

Motion by Land seconded by Orendorff, that Robert King be~appointed to
serve as council representative on the Recreation Commission. Roll Call -

The City Manager was asked to have a report made on Circle Terrace at
the next regular meeting.

Bids on Concrete and Blacktop construction for 1965 were received from
the following:

Motion by Land Seconded by Orendorff, that these bids be turned over
to the City Manager for tabulation and report back later in this meeting.:

The Resolution setting forth Bond Forms, also a detailed report on time
schedules and costs, was presented by Mr. Tom Hay and.Mr. Whitney of the firm
firm of Dorsey, Owen, Marquart, Windhorst and West. .They went into a
detailed discussion as to the Bond issues for Water S~stem Bonds and
Storm Sewer Bonds, explaining the different methods of paying these
bonds and the length of time.
It was decided to meet informally Thursday night at 9 p.m. to discuss
this matter further.
Resolution offered by Orendorff seconded by Land, WHEREAS the Commissioner
of Highways has prepared plans, special provisions and specifications
for the improvement of a part of Trunk Highway Number 393 renumbered as
Trunk Highway No.694, within the corporate limits of the City of C.H.
from the No. Corp.limits to 500' S. of N. Corp. Limits; and
WHEREAS said plans are on file in the office of the Department of
Highways, St. Paul, Minnesota, being marked, labeled, and identified
as S.P. 0285-14 (T.H.694=393); and
WHEREAS said special provisions are on file in the office of the Depart-
ment of Highways, St. Paul, Minn., being marked, labeled and identified
as S.P.0285-14 (T.H.694-393), Minn. Proj. 1-694-5 (32) 223, which, together
with the Minnesota Department of Highways specifications for Highway Construc
struction, dated January 1, 1964, on file in the office of the Commis~
er of Highways, constitute the specifications for said improvement of
Trunk Highway No.393 renumbered as Trunk Highway No.694; and
WHEREAS copies of said plans and special provisions as so marked,
and identified are also on file ~n the office of the City Clerk; and
NHEREAS the term "said plans and special provisions~, as hereinafter
used in the body of this resolution shall be deemed and intended to
