Nawrocki - ~ ~'h. Roll Call: King, Land, Orendorff - The. City Manager reported on the storm sewer installations which are most essential at 'this time and gave an estimated total cost of $915,000,which includes the Highway portion to the Mississippi River in the amount of $625,000, Connecting 44th Avenue from Quincy to University $200,000, 48th Avenue to University $60,000 and 50th Avenue to University $3C),000. The bonding period would be for fifteen years and paid for by the city as a whole. He proposed the consideration of a Resolution authorizing the drawing of an ordinance for the sale of General Obligation Storm Sewer Bonds, at the next regular council meeting. The City Attorney recommended payment on the Fischer claim in view of the court actions. Motion by~Orendorff seconded by Land, that the City Manager be authorized to make settlement with Mr. & iVirs. Roger A. Fischer, 1803 41st Ave. N.E. for $310.00, to cover their claim 9gainst the City. Roll Call - A]_i Ayes. Motion by Orendorff seconded by Land, that the proposed Automatic Trans- mission Shop, 4511 Central Avenue, be allowed, with the stipulations as recommended by the Planning & Zoning Commission, which included a six-foot vertical board R dwood fence along the alley, an 8 inch concrete block retaining wall along the south property line, and Lawn, and/or shrubbery in front of the building along Central Avenue, to meet requirements of the Building Inspector. Roll Call - Ail Ayes. Request from Mini Mart Stores to install a building 20xll on the property of the Heights Shell Service at 3701 Central Avenue, to be used for a Miniature Dairy Store. The present milk and ice machines on this puoperty would be moved off, also the tire rack would be moved to another location, so that this new building would be adjacent to the Service Station Building. ~. Nawrocki arrived at ~he meeting at 7:45 p.m. Motion by Land seconded by Orendorff, that this building permit request be granted upon payment of the proper fees, as per plan submitted to the Council as to location, and waivers be made: on side yards, utility re- quirements, and a second building on a single site. Roll Call: King, Land, Orendorff - Ayes. Nawrocki - Naye. Mr. Nawrocki stated he voted no because he feel~ there are too many waivers given to this kind of structure, over what is allowed for a normal structure. Request from Ro~ E."B~andt, 682 47th Ave. N.E. for a Home Occupancy permit to repair Radios, TV's and small appliances in his home. Notion by Nawrocki seconded by Land, that this request be. granted allowing the garage to be two feet fro~ the lot line. The City Manager explained again what was proposed by the State iiighway bepart~-~ent in installin9' a storm sewer to thc N~ssissippi River from University Avenue, with Co!uk~bia i[cights share ~}eing 8625,000. Our '}lens are to install a 6U inch stor~, sewer in 44-~h Avenue from University to Q~incy, and also in 4dth and 50th Avenues frs~ University to iiashinghon Street. The ,total cost to Columbia Xeights ~ou!d be approximately 8T15,000, and plans are to retire the bonds in fifteen years. First reading of Ordinance No.602, An Ordinance providing for the issuance of $900,000 of Bonds for improvement of the City's ?~[ater utility. Second readin~ of Ordinance No.603, Regulating Junk Cars. Offered by Orendorff seconded by Land. Roll Call - Ail Ayes. Request from Hartlcy Wedin, 4L'32 5th St.N.E. for a one foot side yard waiver to ~uild a garage., on a 4.0 foot lot. Motion by Nawrocki seconded by Land, that this request for waiver be granted to build a jarage two feet from lot line. Roll Call - Ail Ayes. Roll Call - All Ayes. Request from Peter Kabanuk, to move a house from 360~ 3rd St.~7o. to 3935 Polk St.[,~.E., which is 30'6" x 24' in size.. Motion by Na%~r~cki seconded by Land, that Peter Kabanuk be granted per- mission to move this house to 3935 Polk St. and that a 6 inch side yard ~aiver be granted on the South Side.
