Regular Meeting
April 26, 1965
Meeting called to order at 8 p.m. Ail members present.
Invocation offered by Reverend Dean Goetz of Calvary Covenant Church.
Motion by Nawrocki seconded by King, that the minutes of the last regular
meeting be approved as presented in writing and the reading be dispensed
with. Roll Call - All Ayes.
Motion by Land seconded by Nawrocki, that the following bids be paid

Equipment Rental Bid:
Motion by King seconded by Land, that the low bidders as indicated in
the tabulation on equipment rental be accepted and and use of equipment
be given that authority. Roll Call - All Ayes.

Electric Printing Calculator:
Motion by Nawrocki seconded by King, that the bid of Monroe-International
be accspted with trade at a net cost of $1,000.00. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the award of bid on the Radar-~
Type ~peed Analyzer be tabled until the next meetin~ May 10th, and that
we should have a recommendation from the Police Chief and Prosecuting Atto
Attorney. Roll Call - 3.11 Ayes.
Hearing held on sidewalk and steps at the Field House site.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with installation of sidewalk and steps during 1965 construction
based on the request of Mr. Murzyn, Park Supt. Roll Call - All Ayes.
Hearing held on Curb,Gutter and surfacing on Benjamin Place and estimated
cost for this work was given at about $6.00and utilizing base material
already placed on this street. The people present from this area were
anxious to have this street fixed.
Motion by King seconded by Land, that the City Manager be authorized to
proceed with this improvement in the 1965 construction season. Roll
Call - All Ayes.
A request was made for a street light on the corner of Benjamin Place and
40th Ave. and they were told this would be installed this year.
Hearing held on concrete alley paving between 4 and 5, from 45th to 46th.
The Engineer reported there was a low spot in alley near the 45th Avenue
end and a storm sewer would have to be installed. The cost of the Storm
sewer was estimated at $1.25 per foot and the alley paving $4.00 per foot.
Motion by Nawrocki seconded by King, that the City Manager be authorized~
to proceed with this alley paving and necessary storm sewer, upon filing ~
of all necessary alley and utility easements, and that we get a report on~
the status of filing of these easements at the May 24th meeting. ~oll

Hearing tabled from April 12th on Clover Pond.
Motion by Nawrocki seconded by Land, that we take from the table the item
concerning Clover Pond, tabled at the last regular meeting. Roll Call -
All Ayes.
Jim Heldenbrand was present and reported they were not able to come to
an agreement as to price of Outlot One, with Mr. Dahl.
Installation of a storm sewer line from Lincoln Terrace to Buchanan Place
and then joining an existing storm sewer, which would serve as a control
for Clover Pond was discussed. An estimated cost of this installation
was given as $3,000.
Motion by King seconded by Orendorff, that the City Manager be authorized
to proceed with the installation of a storm sewer line between Lincoln
Terrace and Buchanan Place in the south boulevard on Pierce Terrace, to
be paid for by 23 lots plus Outlot One Mathaire. Roll Call-All Ayes.
Roll Call on tabled vote on second reading of Ordinance No.594 at the
April 12th meeting - AllNAyeS.
Recommendation that this ordinance be re-considered and the City Attorney
report back at the next meeting.
Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that the following parcel of
land shall be condemned for public purposes, to-wit:
The south ~ of Lot 19 and the South ~ of the west ~ of Lot 20,
Block 2, Sheffield Subdivision, City of Columbia Heights,County
of Anoks, State of Minnesota. Roll Call - Ail Ayes.

Resolution offered by Land seconded by King, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the following
parcel of land shall be condemned for public purposes, to-wit:
The northeasterly corner of Lot 32, Block 2,Reservoir
Hills described as follows: The quadrant of a Circle of
radius 50 feet the center of which coincides with the
northeasterly lot corner of said Lot 32, Block 2, Reser-
voir Hills, City of Columbia Heights, County of Anoka,
State of Minnesota. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Manager
be and he is hereby authorized to draw the necessary ordinance for the
issuance of water revenue Bonds, for the financing of approved construction
and leases in conjunction with necessary expansion to the water supply
and distribution system of the City of Columbia Heights. Roll Call-All Ayes.
Preamble to Ordinance No.596, offered by King seconded by Nawrocki,
Being an ordinance entitled ~'An Ordinance authorizing the sale by the
City Treasurer of $31,000 Emergency Debt Certificate." Roll Call-All Ayes.

First reading Ordinance No.597, Being an Ordinance amending Ordinance
No.463, regulating the use of highways within the City of Columbia Heights
incorporating the provisions of the State Highway Registration Act by
reference and imposing a penalty for the violation thereof.
First reading Ordinance No.598, Being an ordinance regulating the use
of Highways, Streets and Alleys within the City of Columbia Heights,
and requiring a license by any driver thereon.
A letter ~s received from Edw. C. Schwartz, County Assessor, regarding
the re-evaluation of property in flooded area of Columbia Heights. The
City assessor will check the property effected.
Motion by Nawrocki seconded by King, that expenses be allowed for up to
six people to attend the Minnesota Safety Council Award Presentation
Dinner, Tuesday, May 18, 1965 at Hotel St. Paul, and that members of
the Traffic Commission be informed of this dinner. Roll Call-All Ayes.
Motion by King seconded by Land, that the request of the Kiwanis Club
to sell peanuts and balloons along the Parade route during the Jamboree
parade on June 18th and also du~ing the coronation events June 20th,
be granted. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the City Manager be authorized
to set May 22nd, 1965 for a Public Auction to sell all confiscated and
unclaimed merchandise held by the Police Department. Roll Call -All Ayes.
Motion by Orendorff seconded by Nawrocki, that Paul Pfaff be allowed to
attend the Parking Meter school May 12 thru 14 at Hotel Francis Drake,
and that necessary expenses be allowed. Roll Call - All Ayes.
Petition received for blacktop paving of alley between University and
4th, from 51st to 52nd.
Motion by Nawrocki seconded by King, that the City Manager be authorized
to advertise a hearing to be held May 10th, for this improvement.
Roll Call - All Ayes.
Motion by Land seconded by Orendorff, that request of Be!Mar Builders for
building size waiver me granted to allow construction of a Colonial ident-
ical to 1710 49th Avenue on Lot 2, Block 1,Hillto~ Third Unit. Roll Call -
Ail Ayes.
Motion by Orendorff seconded by K~g,. that the side yard waiver request
of BelMar Builders for Lot 20, Block 2, Hilltop Third Unit be granted,
providing the building permits for Lot 20 and 19 be taken out at the
same time allowing additional side yard on Lot 19, in accordance with
the proposal. Roll Call - Ail Ayes.
Letter received fro~ Mr. Sadler, President of Hypro Engineering asking
that something be done on develo,~ment of Industria; Park between 37th
and 39th, Midway between Jefferson and Quincy Streets. Mr. Sadler was
present at the meeting and stated they were not notified when the hearing
was held last June.
Motion by King seconded by Land, that the City Manager be authorized
to advertise a hearing for this Industrial. Park Development, install-
ation of Storm sewer, and/or water and sewer, all or any part thereof,
to be held at the May 2~th Council meeting. Roll Call - Ail Ayes.
Motion by King seconded by Nawrocki, that the following Board and
Commission re-appointments be made:
Floyd Moore for five years on the Merit Commission
Dr. Wm. Ashford for four years on the Planning & ~Loning Commission.
Joe Winter for three years on the Fire & Police Civil Service Com.
Malcolm O. Watson for three years on the Band & Civic Chorus Board.
Lois Bradley for three years on the Recreation Commission.
Wm. H. Grand3ean for three years on the Library Board.
John Nelson for four years on the Traffic Commission. Roll Call-All Ayes.
Motion by King seconded by Land, that we accept the engineer's recommend-
ation as to the award of the road aggregate material bid, the list cam be
attached to the contract document as the low responsible bidder. Roll
Call: King, and Land - Ayes. Ar~strong, Nswrocki, Orendorff - Nayes.
Motion by Nawrocki seconded by Orendorff, that a special meeting be set
for Wednesday, A .ri]. 2$th, at $:30 p.m. for consideration of the Road
Aggregate bid. Roll Call - All Dyes.
The City Engineer recommende<i re-surfacing of 41st Avenue between Qdincy
and Central, and. Quincy Street between 40th & 41st Avenues.
Motion by King seconded by Land, that the City Manager be authorized to
advertise a hearing on this re-surfacing to be held May 10 1965. Roll
The City Engineer recommended installation of Curb, Gutter and Blacktop
on 47th ~venue between Monroe and the Circle.
~iotion by King seconded by Land, that the City Manager be authorized
to advertise a hearing on this projec~ at the May 24th meeting. Roll
Call - All Ayes.
Motion by King seconded by Orendorff, that up to two men be authorized to
attend the Traffic Seminar to be held at Arden Hills Training Center on
Thursday, May 6th, with necessary expenses paid. Roll Call -

Ail members present.
Awarding ~f bid on Road Aggregate for 1965 was discussed and an Agreement
has been written up to enter into with'the Bidders who are awarded
~ontracts.
Motion by King se~conde~ by Land, that -the bids on Road Aggregate be
awarde~ to the low bidder in each. category as per bid tabulation attached
hereto as evidence,~ which is marked as-to low bidders, and that a signed
Agreement be required by each of the iow bidders who are awarded contracts.
