Roll Call-All Ayes. Motion by Land seconded by Nawrocki, that W.H. Barber Co., L.N. Sickels Co. and J.W. Craig Co. be awarded the bids on Asphaltic Materials for 1965, as per bid tabulation attached, and that the J.V. Gleason bid not be considered as they did not meet the bid security requirements. Bids on an Electric Printing Calculator received from the following: Monroe Calculating Machine Co. Inc, Victor Comptometer Corp. Motion by Nawrocki seconded by King, that these bi4s be turned over to the CisM Manager for tabulation and report back at the next regular council meeting. Roll Call - All Ayes. Bids on a Radar-Type Speed Analyzer were received from the following: Police Equipment Store D.M.' Albro Russell Bacon ' Motion by king seconded by Orendorff, that these bids be turned over to the City Manager for tabulation and report back at the next regular meeting. Roll Call - All Ayes. Hearing held on Curb# GUtter and Paving on Lincoln St., 37th to 39th. An estimated cost of up to $7.00 per foot, depending how much can be saved on the base now there. Several residents from this area were present and they are anxious to get this work done. Motion by King seconded by Land, that the City Manager be authorized to proceed with the installation of Curb. Gutter and Asphalt paving on Lincoln St. between 37 and 39, in the 1965 construction season. Roll Call - All Ayes. The Continued hearing on Clover Pond from November 9,1964, was held. Mr. Dahl and several residents from this area were present. The install- ation of a storm sewer from Clover Pond to Sullivan Lake Outfall was discussed. $o~e people see~'~ed to think the pond was alright as it is. A petition was presented from Jim Heldenbrand, signed by 15 property 350 owners in the area of Clover Pond, asking for installation of storm drain pipe to control the level of Clover Pond. Motion by King seconded by Nawrocki, that this hearing be subject to the appropriate settlement of the Mathaire Outlot, and table this hearing until the April 26th meeting. Roll Call - All Ayes. Mr. Dahl stated he would try to meet with residents of this area on April 20th. Second reading of Ordinance No.594, Prohibiting the abandonment of vehicles, restricting the disposition or keeping of wrecked, non-operating or dis- carded vehicles on streets or private property. Offered by Land seconded by King. Motion by Nawrocki seconded by King, that the vote on Ordinance No.594 be tabled until the next meeting. Roll Call - All Ayes. Subdivision request from Walter A. Krischuk, to divide Lot 16, Block 1, Walton's Sunny Acres, as follows: South 62.49' of Lot 16- and Lot 16 (ex. South 62.49'. ' Motion by Orendorff seconded by Land, that this request be granted on the basis of 70' on one parcel and the other 62.49', with the outstanding special assessments divided according to footage. Roll Call - All Ayes. Petition received for alley paving between 4th & 5th, from 45 to 46. Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized to advertise a hearing to be held April 26th,1965, and that letters be sent out to property owners, informing them of the hearing, and the situation in regard to the easements, along with the necessary deed forms for them to sign. Roll Call - All Ayes. Petition received for platting 44~ Avenue and utility installments. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing to be held May 24, 1965, for platting and opening of 44:!~ Avenue and utility installations. Roll Call - All Ayes. Petition received for concrete paving in alley between 4th ~ 5th, from 40 to 41, signed by 43%. MQtion by Nawrocki seconded by King, that this petition be ~eturned to the circulator of this petition and encourage him to get more signers for the required 50%. Roll Call - All Ayes. Jackson Pond informative discussion was held, Mr. Watson stated the well in Jackson Pond was checked and found to be working properly, and that the Red Cross was called in to help with emergencies. He stated the crew has begun today in cleaning and disinfecting basements before re-occupancy. Mr. Gustafson, assistant engineer, explained what was done during the flooding. Several residents from this flooded area were present and were heard from regarding the damages sustained and their feelings regarding the flooding situation. Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights, that the following gross sal- salary scales (including hospitalization and Health & Welfare) for supervisory personnel in the liquor stores be established: Liquor Store Manager 88,305.40 per year Assistant Liquor Store Manager 8,086.20 per year BE IT FURTHER RESOLVED, that said scale be based on the normal super- visory schedule in affect at the stores, said scale to be effective as of January 1, 1965. Roll Call,- All Ayes. 351 Subdivision request from Kenneth Wick to divide the West ½ of Lot 8, Block 2, Sheffield's Sub. Motion by King seconded by Orendorff, that this request be granted to divide the West ~ of Lot 8, into two equal 52½' lots, upon payment of the current specials of $268.14, and the remainder be divided appropri- ately between the N.~ and the S.~. Roll Call - All Ayes. Subdivision request from Kenneth Wick to divide the North ½ of Lot 17, Block 2, Sheffield's subdivision, into two equal lots. Motion by Land seconded by King, that this request be approved upon payment of the current installment of special assessments, and the balance be equally divided. (Current amount~ 8370.22) Roll Call-Ail Ayes. A letter was received from Walter E.A. Reinhart, Civil Defense Director, asking for authorization to attend the 1965 annual conference of the United States Civil Defense Council to be held in October at Clar]¢ County, Nevada. Motion by King seconded by Land, that this request be granted, with payment of the necessary expenses estimated at from $400. to $425. Roll Call - All Ayes. A letter was received from Merle Glader, Chief of Police, requesting permission to send Officer Melvin O. Land to the 80-hour Basic Police Science Course at the Minnesota Highway Department Training Center from May 3 - 14, 1965. Motion by Orendorff seconded by King, that this request be approved with necessary expenses paid. Roll Call - All Ayes. The Fire Chief requests permission to send two men to the Annual Minnesota State Fire School April 26-29,1965 on the St. Paul Campus of the U. of M. Motion by King seconded by Land, that this request be granted with necessary expenses paid. Roll Call - All Ayes. Request received from John Murzyn, Park Supt. that the City install new sidewalk and steps at the Field House site. Motion by King seconded by Land , that the city manager be authorized to advertise a hearing for installation of sidewalk and steps at Field House site, for April 26th. Roll Call - All Ayes. Motion by King seconded by Orendorff, that a hearing be set for May 24, 1965 on change in Bus routing of the Johnson Street Bus. Roll Call - All Ayes. A letter was received from the Kiwanis Club of Columbia Heights, re- questing permission to sell peanuts and balloons along the Parade route during the Jamboree parade on June 18th, and also during the Coronation events on June 19th. Motion by Land seconded by King, that this letter be referred to the Activities Committee for their approval and report back at the next meeting. Roll Call - All Ayes. T~e City Attorney reported he would have further information at the next council meeting on water contract proposal with Minneapolis. A letter was received from the City Attorney stating that Mr. Kriesel will not accept our proposal for purchase of his property. 352 Motion by Nawrocki seconded by King, that the City Attorney be authorized to proceed with the condemnation of the South ~ of Lot 19, and the South ~ of the %~est ½ of Lot 20, Sheffield's Subdivision. Roll Call - All Ayes. Motion by King seconded by Orendorff, that the City Attorney be author- ized to proceed with the condemnation of the Birosh property at the West end of 43q Avenue. Roll Call - All Ayes. Motion by King seconded by Nawrocki, that the license applications as listed be granted with the exception of Gladys Erickson, 8 Rides on Zayre's parking Lot May 24 thru 30, & Aug. 30 thru Sept. 6, and Restaurant and On Sale Beer for Shakey's Pizza Inc., 4759 Central Ave., upon payment of the proper fees. Roll Call - All Ayes. Motion by King seconded by Nawrocki, that the two license applications not approved, be turned over to the City Manager for investigation and report back at the next regular meeting. Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED, by the City Council of the City of Columbia Heights, that a "Bill for an Act, relating to the City of Columbia Heights and its firemen's Relief Association and providing for a plan of retirement for the paid firemen of such City", has come before the City of Columbia Heights and has been examined by the City Council of the City of Columbia Heights. BE IT THEREFORE RESOLVED, that the City Council of the City of Columbia Heights, respectfully recommends the passage of said aforementioned Act attached hereto, by the 1965 Session of the Legislature of the State of Minnesota.
