The City Engineer brought up the fact that Railroad signals are badly
needed at 37th Avenue and stins0n Blvd., and he was asked to check 'with
St. Anthony Village and the Soo Line Railroad on this matter.
The City Manager was asked to contact Mr. Bob Mood of the Bloomington
Health Department,' regarding help on health inspections on a consulting
basis.

Aud. Sub. of W.S.A. 3rd to C-1 Local Commercial.
Resolution offered by King seconded by Land, WHEREAS, it appears to the
City Council of the City of Columbia Heights, Minnesota, that the streets
hereinafter described should be designated as Municipal State Aid Streets
under the ~rovisions of Minnesota Laws of 1959, Chapter 500:
Nm THEREFORE, BE IT RESOLVED, By the City Council of the City of Columbia
Heights, that the roads described as follows, to-wit:
7th Street N.E. (51st to 53rd) an extension of MSAS 13-107
3rd Street (37th to 38th) to be known as MSAS 13-105
39th Avenue (Central Ave. to Reservoir Blvd.) to be known as M~AS 13-110
40th Avenue (Arthur St. to Stinson Blvd.) to be known as MSAS 13-112
Stinson Blvd. (37th Ave. to Silver Lane) to be known as MSAS 13-113
37th Place (37th Ave. to Stinson Blvd.) to be known as MSAS 13-114
37th Avenue N.E. (West City Limits to Main St.)an extension of MSAS 13-10]
be and hereby is established, located, and designated as municipal State Aid
streets of said City, subject to the approval of the Commissioner of Highways
of the State of Minnesota.
BE IT FURTHER RESOLVED, by the City Council of the City of Columbia Heights,
that the road described as follows, to-wit:
38th Avenue (3rd St. to University Ave.) a segment of MSAS 13-109
be and hereby is revoked as a Municipal State Aid Street of the City of
Columbia Heights subject to the approval of the Commissioner of Highways
of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and
directed to forward two certified copies of this resolution to the
Commissioner of Highways for his consideration, and that upon his approval
of the designation of said streets or portion thereof, that samm be con-
structed, improved, and maintained as Municipal State Aid Streets,numbered
as shown above. Roll Call - All Ayes.
Motion by King seconded by Land, that the request of George Bollinger for
subdivision of Lot 9, Block 17, Aud.$ub. of W.S.A. 3rd, be tabled until
the next regular meeting. Roll Call - All Ayes.
Motion by Land seconded by King, that the request for Special Use Permit
requested by Twin City Red Barn Inc. for a Restaurant to be built on Lots
17 and 18, Auditor's subdivision ~15, be granted upon approval by City
Council, of the final plan indicating building location, screening, lighting
and parking areas. Roll Call - All Ayes.
Motion by King seconded by Land, that the waiver request by Don Sexter
for a double bungalow at 3813 Pierce St. be granted. Roll Call: King,
Land, Orendorff, Armstrong - Ayes. Nawrocki - Naye.
Mr. Nawrocki stated he opposed because there is no specific drawings
outlining the parking.
Petition received for installation of Curb, Gutter and Paving on Lincoln
St. 37th to 39th.
Motion by King seconded by Land, that the City Manager be authorized to
advertise a hearing to be held April 12, 1965, for these improvements.

Motion by Land seconded by Orendorff, that the Mayor and City Manager be
authorized to enter into the attached contract with BelMar Builders on
utility installations in Hilltop Third Unit. Roll Call - All Ayes.
Motion by King seconded by Land, that approval be granted for personnel
to attend the following League of Minnesota Municipalities Conferences:

Motion by Orendorff seconded by King, that the City Manager be authorized
to advertise for bids for a Radar Speed Recorder for the Police Department,
to be opened at the regular meeting of April 12th. Roll Call - All Ayes.
Motion by King seconded by Land, that the City Manager be authorized to
purchase a new snow plow at a cost of $850.00. Roll Call - All Ayes.
Motion by Land seconded by King, that the City Manager be authorized
to purchase for the Park Department, One Obstacle Course at $~85.00 for
McKenna Fark and One set of Flying Pmny Swings at $z77.00 for Gauvitte
Park, as requested by the Fark Supt. Roll Call - all Ayes.
Motion by Orendorff seconded by Nawrocki, that check ~6392 issued to
Hartse Excavating Co. in the amount of $5,987.02, be cancelled and
authorize the issuance of a new check in the amount of $2,387.00, which
would cover the balance on the original contract, to Hartse Exc. Co.

Motion by Nawrocki seconded by King, that the request of the Activities
Committee for a Bingo Permit during the Jamboree, June 18,19 and 20,1965,
be granted. Roll Call - All Ayes.
The City Manager reported he had written letters to the Soo Line
Railroad, Railroad & Warehouse Commission and the Village of St.
Anthony, regarding the need of signals on 37th Avenue and Stinson Blvd.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on Asphaltic Materials and Plant Mixed Bituminous
material for the 1965 construction season, to be opened March 22, 1965.

Motion by Kinq.seconded by Orendorff, that the request of Arden Hovland
to connect a~~eline to 4415 Main St. be granted upon payment of the
proper fee, and upon filing of letter of approval of owners of 4419 and

The Council asked that a report be made at the March 22nd meeting as to
what steps are being taken regarding sanitary sewer conditions on the
west shores of Silver Lake.
Numerous complaints have been received regarding the Twin City Bus,not
stopping at every corner, and 'the council asked that the Bus schedule
be checked into.
The City Engineer requested authorization to'attend the Minnesota Bit-
uminous Work Shop to be held March 18 and 19.
Motion by Nawrocki seconded by King, that expenses be allowed for one
person to attend this Bituminous Work Shop. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the City Manager be authorized
to advertise for bids on a Printing Calculator for the Engineering Dept.,
to be opened April 12, 1965. Roll Call - All Ayes.
