Resolution offered by Nawrocki seconded Dy King, JE IT hiEREBY RESOLVED by the City Council of 'the City of Columbia l~ieights, -that WHEREA~J, it has been determined that the develop~.ent of a Junior College is desirable and appropriately planned for the Anoka County area which will serve the municipalities of the County, including the City of Colmmbia Heights, and WHEREAS, the City Council of the City of Columbia Heights, is desireous of the development of such a College to serve our area. NOW, THEREFORE BE IT RESOLVED, -that the Anoka County Board of Com~;issioners be requested to carry out the following actions to assure 'the early attain- ment of said Junior College for our area by the following means: 1. To Bake such action as is necessary to acq~ire the land. 2. That the site would not be restricted to any particular place than being located within the area suggested by the juniorCollege comz.ittee. 3. That this be financea by a county-wide levy. 4. That the land this acquired would be donated on behalf of the residents of Anoka County to the Minnesota Junior college Board to operate a Junior College within our county. 5. That the Board of County Com~issioners have e~?ressed a willingness to undertake this responsibility and that this resolution is given in support. Roll Call - Ail Ayes. Resolution offered by Land seconded by Orendorff, BE IT I-TEREBY RE~OLVED, by 'the City Council of the City of Columbia !-leights: that the license fee resolution as adopted Nove~,~ber 9, 1964, be changed as follows: DELETE: vending Machines $5.00 Penny operated vending machines 1.00 IN~SERT IN LIEU THEREOF: Bulk non-liquid vendin~ machines: First machine 5.00 Each addl.machine at location 1. Mr. Nawrocki co.m~ented that he feels the lesser fee is discriminatory against the sn~all merchants in town a'ad is givinj the large operator the benefit of a reduced fee. 332 Request from BelMar Builders,Inc. for the City to do the engineering work necessary in laying out the utilities in Hilltop ~Z~. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing to be held February 23rd for utilities layout of Hilltop III. Roll Call - All Ayes. A letter was received from Bermel-Smaby Realty, Inc. stating they are neg- otiating the purchase of store building at 1209 37th Avenue and remodel it for a real estate office, and wanted to know what steps have to be taken in order to do this. They were told to fill out the form for re-zoning property and present it to the Planning & Zoning Commission. Motion by Nawrocki seconded by King, that the Mayor and City Manager be authorized to contract with Progressive Design Associates for preparation of preliminary plans for expansion of the Public Library. Roll Call-All Ayes. Motion by Nawrocki seconded by Orendorff, that the resignation of John Knuteson from the Fire ~ Police Civil Service Commission be regretfully accepted and a letter of appreciation be sent him. Roll Call-All Ayes. Motion by King seconded by Land, that Leonard Zimmerman be appointed to fill the unexpired term of John Knuteson on the Fire & Police Civil Service Commission. Recess called at 8:50 to consider this motion, Meeting called to order at 8:55 p.m. Motion by Nawrocki seconded by Orendorff, that the motion to appoint Leonard Zimmerman to the Fire & Police Civil Service Commission, be tabled until the next regular meeting. Roll Call: Armstrong, Land, Orendorff, Nawrocki - Ayes. King - Naye. A letter was received from the League of Minnesota Municipalities regard- ing a Luncheon meeting to be held Wednesday, January 27th at 12 noon at Coffman Union, on Police Pension matters. Motion by Nawrocki seconded by King, that expenses be authorized for up to four people to attend this luncheon. Roll Call - All Ayes. A letter was received from Arthur Anderson, Adjt. of Post 230, V.F.W. Columbia Heights, requesting a Bingo permit for 1965. Motion by King seconded by Nawrocki, that this request be granted. Roll Call - All Ayes. A letter was received from John Murzyn, Supt. of Parks, stating the Park Board wished to hire Mr. Corwine to prepare plans and work drawings for construction of a wading pool to be located at Mathaire Park and asked for the Council's approval. Motion by King seconded by Orendorff, that this request be referred back to the Park Board and ask that they re-consider their proposal and present their argument as to the proposed location of this wading pool. Roll Call- All Ayes. Mr. Watson introduced Mr. E.G. Gustafson, who was recently hired as Assistant Engineer. The City Engineer reported a pmblic hearing will be held by the Traffic Commission on Monday, Gebruary 1st, 1965 at 7 p.m. for State Aid Milage extensions. ' The City Attorney reported on the following items: Water contract with Minneapolis. Firemen's Relief Fund. Letter written to attorney for Farr Plbg.& Htg. Co. regarding their claim against the City of Columbia Heights. 333 First reading of Ordinance No.590, Being an ordinance authorizin.~ the purchase by the City of Columbia Heights of certain real estate known as: Lots 3,4,and 5, Block 64, Columbia Heights Annex, for City Library purphses. Motion by King seconded by Orendorff, that the license applications as per attached list be approved upon payment of the proper fees. Roll Call - All Ayes. Motion by Kin~ seconded by Nawrocki, that the second regular council meet~ lng in February, be set for February 23rd, at S p.m., inasmuch as Monday, February 22nd is a legal holiday.
