Motion by Nawrocki seconded by King, that the minutes of the last regular
and special meetings be aoproved as presented in writing, and the reading

Bid on Legal Publications received from the Columbia Heights Record.
Motion by Nawrocki seconded by King, that the Columbia Heights Record
be awarded the bid for legal publications for 1965. Roll Call-All Ayes.
Bids on a One Ton ~ruck with Hydraulic Dump Box were received from the
following:
Polar Chev. Inc. Midway Ford Co.
Grand Avenue Ford Motor Midway Chevrolet
Downtown Chevrolet Co. Bill Boyer Ford Co.
Motion by King seconded by Nawrocki, that these bids be turned over to
the City Manager for tabulation and report back at the next meeting for
award. Roll Call - All Ayes.
Awarding of bids as follows:
Motion by Orendorff seconded by Land, that the bid on a new Squad Car for
the Police Department be awarded to Midway Ford Co. at a net price of
$1,693.00, including trade-in. Roll Call-All Ayes. Mr. King abstained
from voting.
Motion by Land seconded by Orendorff, that the bid on two new 1/2 ~on
Pickup Trucks be awarded to Midway Ford Co. at a net price of $2,807.48,
including trade-ins. Roll Call - All Ayes. Mr. King abstained from voting.
Motion by Land seconded by Orendorff, that the bid on a 3/4 ~on, 4-wheel
Drive Pickup Truck be awarded to Midway Ford Co. at a cost of $2,574.20
for a new truck, Model F250. Roll Call - All Ayes. b~. King abstained
from voting.
At this time the people who were present for the hearing on alley paving
between Quincy and Jackson, South of 40th Avenue, were asked if they wanted
to go with the City Engineer into the City office, where questions could
be answered and explanations made, and then come back to the Council meeting
when they were ready and the hearing would be held.
Second reading of Ordinance No.589, Authorizing 'the sale of certain Real
Estate known as Lot 1, Block 2, Auditor's Sub. of Walton's 2nd sub.
Offered by Land seconded by King. Roll Call - Ail Ayes.

Resolution offered by Nawrocki seconded by King, WHEREAS, the City of
Columbia Heights has by its ~overning body deemed itself to be a City of
the third-class, and
WHEREAS, the Columbia Heights Police Relief Association has at a meeting
for that purpose, determined by majority vote that said association
elected to be governed by the laws relatinj to police relief associations
in cities of the third-class.
NOW, TI~EREFO1LE, Be it resolved by 'the City Council of the City of Columbia
Heights that pursuant to Minnesota Statutes made and provided concerning
police relief Associations in Cities of the Third Class, this City Council
does resolve that the City of Columbia Heights, hereby elects to be bound
by such determination and that provisions of law applicable to police
relief associations of the City of 'the third-class shall be in effect as
to 'the Columbia Heights Police Relief Association. Roll Call - All Ayes.
Subdivision request from Leonard K. & Helen L. McLaughlin, to divide Lot 3,
(Ex.W.~ to City) Block 2, Rearr.of Block C, as follows: 1. So.60' of E.~
of Lot 3; 2. E.~ of Lot 3 (Ex. So.60').
Motion by King seconded by Land, that this request be turned over to the
Planning & Zoning Comn~is~on for 'their consideration or recommendation.
Roll Call - All Ayes.
The 'fraffic Commission has recommended -that hearings be held on proposed
extensions of M.S.A. mileage as follows:
7th Street, 51st to 53rd; Cancell or revoke 3~dh Ave. 3rd to Univ.;
Add 3rd Street 37th to 38th, and 39th Avenue, Central to Reservoir Blvd.
Motion by Nawrocki seconded by Kin~j, that the Traffic Commission be
requested to hold a hearin~ regarding engineer's recommendations for State
Aid streets as listed above. Roll Call - All Ayes.
The Police Departz~ent requests authorization for one man to attend Patrol
man School, January 18 thru Feb. 26th, with expenses paid.
~Iotion by Land seconded by Orendorff, -that this request be granted.
Roll Call - Ail Ayes.
The City Engineer requests authorization for three men to attend the
City and Village Engineer's Association Conference, january 26,27,28.
Motion by King seconded by Orendorff, -that this request be granted with
necessary expenses for up to three n]en to attend this Conference at the
Continuation Center. Roll Call - All Ayes.

p.m., January 14th,aso proposed storm sewer work for
1965, also the water supply contract which has been discussed with Minn-
eapolis and what the final contract appears to be.
Hearing held on surfacing alley between Quincy and Jackson Streets, South
of 40th Avenue. '±~he City Engineer reported concrete paving is recommended
at an estimated cost of 84.7~ per foot with a ten foot wide paving in this
14 foot alley, as it would be difficult to hold a grade with Oitumin~us
paving. Several residents were present who own land adjacent to this
alley and the majority were in favor of this paving.
Motion by King seconded Dy Nawrocki, that the City Manager be authoriz~
to proceed with this alley paving as petitioned for, including that por-
tion behind the Library which cost shall be borne by 'the City, and if
Peks sold their land prior to construction and the use of the land in-
dicated the desirability of alley access, another hearing should be held
including this property in the proposed alley surfacing.

Councilman Nawrocki stated that he had some questions regarding the desir-
ability of this project but voted in favor of since the majority of the
property owners favored the work.
Councilman Land stated that he could appreciate the desirability of PaRing
thig alley as he had checked it and found the surfacin~ to be in very bad
condition.
The City attorney reported on various items and stated he had met with
Mr. Studenberg, Chairman of the Library Board, and it was revealed that
in order to apply for Federal Aid in building an addition to the Library,
first a registered architect would have to be hired and an estimate of
cost obtained.
Motion by Nawrocki seconded by King, that the City Manager and the Chairman
of the Library Board, be authorized to contact Progressive Designs, for
consideration of developing plans for an addition to the Library.

Motion by King seconded by Land, that the License applications as per
list be granted, with the exception of Jean's School of the Dance, 4105
Monroe St., upon payment of the proper fees. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the license application of
Jean's School of the Dance, be turned over to the City Manager for investiga~i
tion and report back at the next meeting. Roll Call - All Ayes.
