Motion by King seconded by Land, that the minutes of the last regular
meeting be approved as presented in writing and the reading be dispensed

Bids on demolishing house at 3713 Buchanan St. N.E. were received from
the following:
Chies Bros. Contractors, 4020 Tyler St.N.E.
Truck Crane Service Co. 213 - 2nd St.S.E.
Peter Janeczko 3546 Spain Place N.E.
Motion~by Nawrocki seconded by Land, that these bids be turned over to
the City Manager for tabulation and report back later on at this m~eting.
Roll Call - All Ayes.
No bids received on City owned lots in Apache Heights.
Continued. hearing held on the Dunkley Plant Proposal. A letter was re-
ceived from Dr. Paulus dated 11/2/64, reporting that the Dunkley Plant
will shut down in a couple of weeks and during the winter months construc-
tion will be made to eliminate the dust problem, and an evaluation of the
efficiency of the controls can be made in the spring of 1965. Several
residents from this area were present and were in favor of shutting down
this plant until they have remedied the situation.
~Motion by Nawrocki seconded by King, that the City Attorney commence
action against the Dunkley Blacktop Co. to obtain an order from the court
for them to be declared as a public nuisance, and also they are not con-
forming to the Special Use Permit, regarding sanitary facilities.
Roll Call - All Ayes.
Hearing held on Clover.Pond drainage area. The estimated cost of install-
ing an over-flow line to control the water level, including re-sodding of
boulevard and three manholes is $3,000. and with 23 parcels of land partic-
ipating, it would amount to approximately 8130.00 per property owner. The
City Manager explained the proposal as to level of this pond, etc. Several
members of Clover Pond Inc. were present and discussed this ponding area.
Mayor Armstrong asked that an investigation be made into the status of the
easement and advise Clover Pond, Inc, The question was raised as to
whether we should proceed with the project as presented or wait until next
spring-, hoping something could be done in obtaining Outlot 1 in Mathaire.
Motion by Nawrocki seconded by Orendorff, that this hearing be continued
until the April 12th council meeting, and further that the City Manager be
instructed to determine the status of our utility line presently running
into the pond and report as soon as possible, also that he act as co-
ordinato~ for the purchase of Outlot 1 in Mathaire by Clover Pond. Inc.

Request for subdivision from John E. and Joseph D. Sullivan, and Esther M.
Ganter, etc. to divide as follows: 500'x 350' in N.W. corner of NW~ of
SW~ of Sec. 25-30-24 (Parcel 5400).
Motion by King seconded by Land, that this request be granted upon payment
of outstanding special assessments of 89,210.72 for sewer and water.

Motion by King seconded by Land, that plot and parking plan for proposed
automobile dealership at 4851 Central Ave. N.E. be accepted as recommended
by the Plannin~ & Zoning Commission. Roll Call - All Ayes.
Motion by King seconded by Land, that the City Manager be authorized to
advertise ~or bids on watermain extension on 5th Street between 37th and 38th,
to be opened at the next regular meeting, November 23rd. Roll Call-All Ayes..
A letter was received from the Park Board asking for authorization to spend
up to $950.00 for 4-foot diameter galvanized bituminous covered piping for
drainage along the railroad tracks.
Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized
to advertise for bids on this pipe for the park department, to be opened
November 23rd. Roll Call - All Ayes.
Resolution offered by King seconded by Orendorff, Providing for Public
Sale of $350,000 Storm Sewer Bqnds, Bids to be received December 14, 1964.

Resolution offered by Nawrocki seconded by King, BE IT HEREBY RESOLVED, by
the City Council of the City of Columbia Heights, that the following license

Motion by Nawrocki-seconded by'King, that'the Mayor and City Manager be
authorized to-enter'into a purchase agreement with Northern Air Homes,Inc.
of the K of C Council of Columbia Heights-Fridley for Lots 3,4,& 5,Block-
64, Columbia Heights Annex, at the. purchase price of $21,000.00, and
earnest money of 8100.00 be .paid, and closing date be.set as January 4,
1965, and that the City Treasurer be authorized to draw a check to said
K of C Council for $21,000.00. Roll Call - All Ayes.
Motion by King seconded by Land, that a special meeting be set for Tuesday,
November 10, 1964, at 7 p.m. for the purpose of awarding the bid on demolishing

Motion by King seconded by Land, that the City Manager be authorized to
advertise a hearing to be held November 23, 1964, on Concrete curb install-
ation in conjunction with the proposed County reconHtruction at: 44th Avej
Reservoir Blvd. to Arthur St.; Arthur St., 44th to 45th Avenue; 45th
Avenue, Arthur St. to Stinson Blvd. Roll Call - All Ayes.
The City Attorney reported the Chamber of Commerce will have a Christmas
lighting program along Central Avenue and West on 40th, and also at 40th
and 5th Street.
He also reported regarding the Gilles property at 4032 VanBuren that he
has left a petition with Bob Johnson, County Attorney requiring him to
vacate.
Motion by King seconded by Land, that the following license applications
