Invocation offered by Reverend Harold McClure of Oakhill Baptist Church. Three Boy Scouts were in attendance at this meeting as part of their work for a Merit Badge. Motion by Nawrocki seconded by King, that the minutes of the last meeting be approved as presented in writing and the reading be dispensed with. Roll Call - All Ayes. Motion by Nawrocki seconded by Orendorff, that the bid of E.D. Erickson Co. for re-construction of a Dispatcher's Office in the amount of $2,112.00 be accepted. Roll Call - All Ayes. Continued hearing held on Circle Terrace'drainage. Several residents involv- ed in this area'were present and an estimated cost fo~ the project of $3,300. was made. " _ Motion by King seconded by Nawrocki, that the City Manager'be authorized to proceed with the installation of storm water system'on Circle Terrace that would encompass the West Side of Circle Terrace up to 1421 and there would be four basins and four storm piPes at a total cost of $3,300. Cos~ to be assessed at a per lot basis and that any money recovered from the developer be credited to the. project, and that the City Manager be authorized to pro- cure the necessary construction easements. Roll Call: King, Orcndorff, Nawrocki, Armstrong - Ayes., La~d Naye. Continued hearing held on Dunkley Blacktop Co..proposal. bB. Kvalheim reported he received a letter and diagram of plans as requested from the Dunkley Blacktop. Co. This was forwarded to Dr..Paulus on the 19th. A meeting is set up for Thursday the 29th with-Mr. ~Allard of Twin ~ity . Testing Co., to go over this matter finally after_Dr. Paulus has determined what kind of.stack should be used. Mr. Kvalheim expects to have a comp~e~ written report from Dr. Paulus by next week. Motion by King seconded by Orendorff, that this hearing be continued regarding Dunkley Blacktop Co. until the next regular meeting,, a.t which r~--~~ time we will expect a final report and time schedule from Dr. Paulus. ~'!"~ Roll Call - All Ayes. Mr. Nawrocki voted Aye on this motion ~ut objects to what he thinks is stalling on this investigation. Hearing~hetd on alley Surfacing between 6th and 7th from 52 to 53. Several residents, adjacent to this alley were present and discussed the various problems. The majority stated they wanted~concrete paving~ Motion by Nawrocki seconded by King, that the City Manager be authorized to proceed with concrete paving, in this alley and that alley be paved to the east side of alley right of way. (Estimated cost 154.00 perlineal foot) Roll Call -All Ayes. Hearing held on concrete alley surfacing between University & 4th, from 50 to 51. This alley is-qu~te flat and a storm sewer extension will have to he-installed toward the 50th Avenue end of the alley. Several residents were present and problems were discussed. Estimated cost of paving 84.00/ft. Motion by Orendorff seconded by King, that the City Manager be authorized to proceed with the paving of this alley during 1965 construction., and that the storm sewer extension be charged against general storm sewer fund. Roll Call - All Ayes. The council asked that any illegal parking or use of this alley be reported to the Police Department.. Petition received for alley between Univ. & 4th from 49th & 50th, to be blacktopped, signed by 62.58%. Motion by King seconded by Land, that t~e City Manager be authorized to advertise a hearing on this improvement to be held November 23, 1964. Roll Call - All Ayes.. Petition received for alley surfacing between Quincy & Jackson, south, of 40th Avenue.,' .... · ..~ ~. Motion by King seconded, bY~-Land, that the City Manager be authorized to advertise a hearihg to.be, held January 11,1965, on this alley surfacing. Roll Call - All Ayes. Request for lot subdivision received from Paul L. Anderson, to divide Lot 7,Block 1, Anderson 3rd Addn. 302 Motion by Land seconded by King, that this subdivision request be granted as follows: North 4' of Lot 7 with Lot 6 (Ex.N. 4') to make a 60' building site. Roll Call - All Ayes. Motion by Land seconded by King, that check ~4667 in the amount of $50.00, dated 8/10/64 issued to General Mills, be cancelled. Roll Call - All Ayes. Request from Rand Realty to install a private sewer main to serve 545 - 45th Ave. to be connected on 6th Street. Motion by Nawrocki seconded by King, that this request from Rand Realty be granted, subject to approval of City engineering department and upon payment of the proper fees. Roll Call - All Ayes. Request from George A. Kolesar to attend the Annual Fall Conference of the Minnesota State Recreation Assoc. to be held at Leamington Hotel, November 4 and 5, 1964. Motion by King seconded by Nawrocki, that this request be granted. Roll Call - All Ayes. An offer was received from Don Plochacki to sell to the City Lots 10,11, & 12, (Ex.S.10'of Lot 12) (110') Block 2, Waltons 1st Sub. of Res. Hills, but no action was taken. Motion by Nawrocki seconded by King, that the City Manager be authorized to advertise for bids on City owned Lots in Apache Heights, namely Lots 1 thru 9, inclusive, Block 2, to be opened at the November 9,1964 meeting. Roll Call - All Ayes. An informal meeting was set for Thursday November 5th, at 7:30 p.m. to discuss Legistive Proposals. Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized to advertise a hearing to be held November 9, 1964, on proposed improvements to the Clover Pond drainage area. Roll Call - All Ayes. The City Engineer reported regarding the proposed watermain installation on 5th Street and hoped to have this ready to call for bids to be opened on November 23rd. He also reported he had an appointment with Mr. Corlett of the Minneapolis Water Department on Thursday of this week. The City Engineer reported that 39th Avenue is ready for blacktop paving, and also the alleys which are to be blacktopped this year. A letter was received from Mr. E.J. Lundheim, Anoka County Engineer, stating he would like to present the construction of 44th Avenue, Reservoir Blvd. to Arthur St., Arthur to 45th Avenue, 45th Avenue to Stinson, again next year as this was turned down three years ago. The City Engineer was asked to find out when a hearing could be set. A discussion was held regarding sidewalk installation on 49th Avenue but no action was taken. The City Attorney reported he had received a letter from Mr. Weisberg regarding amount he has paid on special assessments on land we have acquired from him for additional parking east of Central, No~th of 40th. ~. Kvalheim reported he would prepare a resolution for storm sewer bond sale. Motion by King seconde~y Nawrocki, that this resignation~be accepted and a letter of recognition be written him. Roll Call - All'Ayes. The following Proclamation was read by Mayor Armstrong: WF~EREAS, Our nation's future is dependent on its ability to grow and advance economically and spiritually in harmony with all its citizens; and ~HEREAS, Our progress in promoting ~orld and domestic peace and in assuring advances'in the frontiers of medicine, science, the arts, industry, and the social sciences depends in large part on the fullest educational opportunities for all; and WHEREAS, Our America~ educational system, offering free universal ~education ~or ~11 citizens~ has become a source'of great strength to American democratic princip~; and WHEREAS, ~It has been demonstrated that education pays' dividends in better human relations, in improved earning power, in Rersonal fulfillment, .in good citizenship, in national economic growth, in betterS'communities, and in international relations; and WHEREAS,~ our~educati0nal syStem is ~onfronted with grave problems requ%ring deep pdblic understanding and public action~' NOW, THEREFORE, I, Warren A.~A~mstrong, Mayor of Columbia Heights, do hereby designate November 8-14, 1964, to' be American Education Week and urge all citizens, to work toward the resolution of the problems besetting these public schools and to rededicate themselves to the provision of quality educational opportunities for all citizens.
