Motion by Nawrocki, seconded by Land, calling for bids for the construc-
tion of a police dispatcher's office in the old police garage, bids to
be opened at the next regular meeting. Roll Call - All Ayes.
Motion by Orendorff, seconded by Land, that the next regular Council Meeting
be set for October 13, Tuesday, since Monday, October 12, is a holiday -
Columbus Day. Roll Call - All Ayes.
The City Manager requested permission to enroll in a Public Administration
Seminar at the University in lieu of attending the Annual City Managers'
Convention in Chicago. This will be discussed later.
St. Anthony's acceptance of a proposal regarding storm drainage on Stinson
Blvd. will be covered at a later meeting.
The City Attorney was requested to check the voting statutes regarding
the legality of a voter's registration booth at Zayre's to be manned by
the League of Women Voters.

Motion by_Orendorff, sec°nded-by Land, that the.bid on custodiai'-services
for 1965 be awarded to Expert Cleaning Contractors in the amounb of. 8385.~0~
per month. Roll Call - All Ayes.
Continued hearing held on storm drain, to serve Lots 14,15 and 16, Block 2,
Sheffields Subdivision. The ~City E~gineer gave an estimated cost of
between 8900~ and-iO0~, to be divided on a per building lot assessment.
Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized,
upon obtaining the required easements,, with installation of storm drain in
the area south of 45½ Avenue, east of Fillmore, on Lots 14,15 & 16, Block 2,
Sheffields Sub. Roll Call - All Ayes.
Hearing held on drainage and stabilization north and west of circle Terrace
and several residents from this area were present. Drawings were shown
describing what is planned for this area, which it is hoped will alleviate the
problem.washouts that exist. The Engineer gave an estimated cost of around
83200.00, ~hich would be paid for by twenty lot owners.
Mr. King arrived at the meeting at 9 p.m.
Motion by. Nawrocki..seconded by King, that this hearing be continued to the
October 26th council meeting, and official notices be mailed to effecbed
property owners. Roll Call - AllAyes.
Motion by Nawrocki seconded by King,. that the City Manager be authorized
to advertise for bids on demolishing house at 3713 Buchanan St, N.E., to b&
opened November 9th. Roll Call - All'Ayes.
Mr. Colborn attorney 'forDunkley ~lacktop Co. was pr~sent~nd stated they had
engaged Mr. Holler of the.Twin City Testing cO.' Mr. Holler stated a roof
should be installed over the sieve and it woUld take about sixty days to
get this installed and checked out. We will submit t~eir plan to Mr~ Paulus
of the University cf Minnesota, together with their proposal of time to
accomplish this.
Motion by King seconded by Orendorff, that this hearing be continued until
the October.26th meeting, and that we will~expec~ a letter by the end of
this week to be directed to Mr. Kvalheim, as to their plans for rectifying

Motion by King seconded by Land, that the City Manager be authorized to
allow four men to attend the Planning ASsociation Conference on October
16th, with expenses paid. Roll Call - All Ayes.
Motion by Nawrocki seconded by Land, that the Civil Defense Director be
granted expenses up to $400.00 to attend the Annual conference of the United
States Civil Defense Council, November 1 thru 6 at Colorado Springs,
Colorado. Roll Call - All Ayes.
Motion by King seconded by Land, that a waiver request be granted to
allow a town house duplex at 3726 Pierce St., based on conditions set
forth by the Planning & Zoning Commission. Roll Call - All Ayes.
Report was made regarding the Gilles property at 4032 VanBuren St.
He had been given thirty days to proove that he can comply with our
requirements or he will be ~rought into court.
A Hearing will be held by the water Polution Control Commission at
the State Office Bldg., St. Paul, Minn. on November 4, 1964 at 10 a.m.
Motion by King seconded by Orendorff, that the request for two men to
attend the llth Annual Bituminous Conference on November 11,1964, be
granted with necessary expenses paid. Roll Call - All Ayes.
Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED,
that: WHEREAS, the City Council of the City of Columbia Heights has at
various times met for the purpose of discussing the budget for the year
1965; and WHEREAS, the City Council has determined that the following
amounts of the budget be raised by taxation :
NOW, THEREFORE BE IT HEREBY RESOLVED, that the County Auditor of Anoka
County be, and he is hereby instructed and authorized to levy the
following amounts for the year 1965 for various City funds, as follows:

Resolution offered by King seconded by Land, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that the County Auditor be,
and he is hereby directed to levy the delinquent special assessments on
the properties in the City of Columbia Heights as submitted on the dupli~
cate statment form with the amount to be levied indicated opposite the
stamp ~'Certified to County Auditor~'.
BE IT FURTHER .RESOLVED, that the foregoing amounts Shall be inclUded in
theindividual real estate tax statements for the current year and~identified
..$hereon.as"'sPecial-assessments.
Said levies shall be enforced and collected in the manner provided for the
enforcement and collection of state and'county taxes-under and in accordance
with the provisions of the general laws of the State. All assessments with
penalties and interest as indicated thereon paid ~Q the County Treasurer
shall belong to the City of Columbia Heights and shall be turned over to
the City TreaSUrer in the manner provided by the City Charter and By-Laws.
The City of Columbia Heights shall accept payments on these~Ievies until
the end of the calendar, year. Upon receipt of s~id payments the County
will be notified to remove this levy from the tax rolls. Rol! Call-All Ayes.
The City Manager brought up the matter of having our parking meters rs-
constructed by a company who has given us a cost of $11.48 a piece~
Official action has not been taken by the City Council regarding acceptance
of the proposal of our traffic consultant whereby some of the meters would
be removed. It is estimated that 85 meters should be re-constructed.
The form of action to take on this matter'will be checked into.
· The City Engineer'reported on,the progress of 39th Avenue.~
.The City Attorney reported the-City Clerk~is in charge of voters registration
and it is her responsibility to conduct the registration.'
PROCLAMLATION FOR RUNNING LIGHT CAMPAIGN.
WHEREAS, the Minnesota Safety Council has endorsed automobile running...
lights as a daylight safety device; and
~H~REAS, automobile running-lights have been proven to de~rease daylight
traffic accidents by ~p to 15 percent; and
WHEREAS, the~Columbia'Heights~Junior Chamber of Commerce will~ conduct
an~automobile running light'installation clinic on Saturday,'oCtoberl7th.
