Motion by Nawrocki seconded by King, that the minutes of the previous regular and special meetings be approved as presented in writing, and the reading be dispensed with. Roll Call - Ail Ayes. Roll Call - All Ayes. A hearing was held on re-construction of Reservoir Blvd. between '44th and 45th. The City Engineer. gave an estimated cost of $7.00 per foot for Curb, Gutter.and Blacktop, and that some work could be' done this fall ~ut would be completed next year. People living on the east side of Reservoir between 44 and 45 objected to 9aying this assessment as they felt that Minneapolis should share in 'the cost. Pastor Schraeder was present in behalf of Crestview Home and stated that they would be willing to pay the entire West side cost, as they were anxious to get this street repaired. .Motion by King seconded b~ Nawrocki, that -this hearing be continued until the next regular meeting, with the city Manager instructed to secure answers regarding the ownership of the right-of-way between 44th and 45th and explore the possibility of Minneapolis sharing in the cost. Roll Cai1 - All Ayes. Second reading of-Ordinance. No.586, Providing for the issuance of $350,000. of Bonds for creating and maintaining the City's Storm Sewer Fund. offered by Land seconded by King. Roll Call~- All Ayes. Petition received for alley surfacing between ~Sth & 7th fro~ 52nd to 53rd. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing on 'this improvement, to be held September 28th,1964, with estimates for Ooth concrete and Otacktop surfacing. Roll Call-Ail Ayes. Petition received for concrete pavin~ of alley between University and 4th, fro~ 50 'to 51. Motion by Kinj seconded Dy ~awrocki, 'that the City Manager me authorized to advertise a hearing on 'this concrete alley request, to me held October 26,1964, and 'the effected properdy owners notified by card. Roll Call-Ail Aye A Petition was received requesting that Dunkley Jlackto'o Co. be declared a public nuisance and ordered to vacate its pre~ises. Motion by King seconded by Nawrocki, -that the City Manager, with counsel from 'the City ~ttorney, be instructed to secure the services of the necessary e}qoerts -go determine whether or not the Dunkley Blacktop Co. is operating within the statutes of 'the ordinances of the City of Columbia Heights, and that reasonable expenses for this service will be paid, and 'that the Council would look for a report, hopefmlly final, by the next council meeting, September 2Otb. Motion by King seconded by Land, 'that the City Manager be authorized -to advertise for bids on Janitorial services for the Municipal Building and Library Building, to be opened September 2~, 1954. Roll Call - Ail Ayes. A letter of resignation was received fro~ John Knuteson from hhe Police and Fire Commission, Out will remain until a successor is appointed. Motion by Nawrocki seconded Dy King, that this letter of resignation from John Knuteson, be elaced on file. Roll Call - Ail Ayes. Subdivision request received from David Basham, dividing 'the North 1/2 of Lot 5, Block 11, Aud. sub. of .,~alton's Sunny Acres 3rd, into two lots. Motion by Ring seconded ~3y Land, that this request be granted and out- s'~-andin~' special assessments be divided according to benefitted property. Roll Call - All Ayes. '2otal specials $701.12. Subdivision request received fro~ Philip A. Beaubien, to divide Lot 7, Block 2, Res. Hills, into two lots as follows: X.,'~ of 3o.170' of Lot 7 (Ex.S.30') and Lot 7 (Ex.~'~'.~ of S.170'). Motion by Nawrocki seconded ~3y King, that this request be granted and outstanding special assessments of $1,494.90, be divided according 'to the frontage benefi~ed. Roll Call - All Ayes. Subdivision request received fro~ Frank G. & Matilda E. Reinholtz, to divide the East 75' of i~.145' of Lot 4, (Ex.S.30') (Ex.N. 10') Block 2, Reservoir Hills, into two lots. Motion by Nawrocki seconded by Land, that this request be granted and owner agrees to pay seecial assessments of $1,20~.45. Roll Call - All Ayes. Budget meetings have been set as follows: Tuesday, September 15th at 7.p.m. with Court Clerk and at ~ p.m. at Library, also discuss administration and street department budgets later on. .~ednesday, September 16th, Police, Fire, Civil Defense and Park Departments. Also try to meet with ~School Board and Recreation on September 23rd. Motion by King seconded Dy Land, that the request for an extra $30~.0S to complete the re-modelinl' of 'the former BiMi Building, be granted. Roll Call - Ail Ayes. The City Engineer reported there is a storm sewer problem between 45th and 45~ eas~ of Fillmore, and that he has a petition favoring this installatio Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing to be held September 28th, for the installation of a storm sewer to serve Lots 14,15 and 16, Block 2, Sheffield's Subdivision. Roll Call - All Ayes. The City Attorney reported he had not received an agreement from N.W. Bell Telephone Co. as to their request to in~tall a receiving Antenna on the Water Tower. The City Engineer reported that the, Sullivan Lake Out,all plan had been submitted to the Divisionof waters and to the Minnesota Highway Department and after some conferring back and forth, most of the problems have been ironed out and we can expect to hear from, the Highway Department confirming their participation. ~ ~ .. The City Manager reported regarding the Killoren hous~ at~ 3713 Buchanan StiN.E. and that action w~ll begin for the removal, of this house by con- tacting the owners of the property and informing them tha~ the structure must be removed.~ ~ ~ Motion by King seconded by Land, that the following license applications be granted, upon payment of the proper fees: Roll. At the present time it is-all painted yellow from the corner to the driveway. This will be investigated and reported on at the next council meeting.
