Special Meeting August 20, 1964
Meeting called to order at 7:03 p.m. Roll Call: King, Nawrocki,
Orendorff - present. Armstrong & Land - absent.
Special meeting called to approve election judges to serve at Primary
election Septe~ber ~th and November 3rd, 1964.
Motion by Nawrocki seconded by Orendorff, that the list of election judges
as presented by the City Clerk, be approved to serve in the September
Primary and Noven~ber General Elections. Roll Call - All Ayes.

~Invocation offered by Reverend Douglas Henderson of the Peoples Church.
Motion by Nawrocki seconded by Land, that the minutes of the last regular
and special meetings be approved as presented in writing, and the reading
be dispensed with. Roll Call - All Ayes.
Motion by Naw~ocki seconded by Orendorff, that the following bills be

Hearing held on re-routing Df No. lo Bus west of gniversity Avenue.
Mr. ?~atson, City Manager, exolained that the Bus would run on Main Street
from St. Anthony Blvd. to 40th A~enue, thence :~n 40th Avenue to University,
thence continue un its regular route. Several residents fro~. this area
were present and so~,~e %~ere for this re-r~.3~ting and so~e against.
Motion by ~[awrocki seconded by OrenJ.~rff, that the reques~ of the Bus Company
for re-routing B~s on [4ain Street be denied. Roll Call - All Aye~s.
Resolution offered by ~qawrocki seconded by Orendorzz BE iT iqERE~Y ~F.'3OLVED,
by 'the City Council of the City of Colu~bia Heights, that the following
salaries be established on Engineering Department personnel as of August
10, 1954: Ja~aes Turco~te, Engineering Co-ordinator $3.55/hr. gross
W'al].y He~, Engineering Assistant 3.30/hr. '
Carroll Barager ' 3.15/hr. :
Part time personnel to receive from $1.73/hr. to tr,.~.ck driver scale,
depending apon ex.oerzence an~ training.
All salarze~ lz~uco, l~lude SC/hr. hosoitalization allowahce.
and that there are ~ufficient b~dgeted funds i~ the Engineering Department
salary schedule for said salary adjustments,with the exception that
Engineering Co-ordinator salary of $3.55 per hour be changed to $3.40..285'
per hour.
It was explained by the City Attorney that ,according to the City Char~er
the City Manager has. the authority to m~e hourly wage adjustments. After
considerable discussion,- Mr. Orendorff withdrew his second to this resolution
therefore this resolution was not passed for the lack of a second.
Resolution.offered by Orendorff seconded by Land, BE IT HEREBY RESOLVED
by the City Council of the City' of Columbia Heights, that the following
salary be established for Election Judges in the City of Columbia Heights:
$1.50 per hour for service time,, including authorized attendance
at special training sessions.
and that there are sufficient budgeted funds for this purpose. Roll'

~The City Manager reported that he is establishing the f°llo~ing ~ages
at 'the Public Library for extra help:
Pages. $1.00/hr. Clerk-Typist $1.50
Helper .1.30/hr. Librarian Assistant .1.75
First reading of Ordinance No.586, Being an ordinance providing fo~ the
issuance of-$350,000 of Bonds for creating ~nd maintaining the City's
Storm Sewer Fund. ~.
Motion by Orendorff seconded'by..Land, that 'the City Manager be authorized
to-spend up -to $800.00 for dismantling, moving and re-setting the Walk-in
Cooler in %2 Off-Sale Liquor Store. Roll Call - All Ayes.
Motion by Land seconded by Orendorff, that the City Manager be authorized
to advertise a hearing to be held September 14, 1964, on re-construCtion
of Reservoir Blvd., 44th -to 45th, and that'all effected property owners
be n~tified.. Roll' Call - All Ayes,
Motion by Nawro'c]ci seconded by Orendorff, ~utherizing the City Engineer
to execute an agreement with the Soo Line Railroad, allaying open ~dut
across their tracks in two places between Quincy St. and 50' south of
south line of Jefferson for this purpose. Roll Call - All Ayes.
The City Engineer presented the request of N.W. Bell Telephone Co. to
install a receiving antenna on the water tower and a small structure to
house relay equipment at the water tower site.
The City Attorneywas asked to draw up an agreement for -this purpose.
The City Engineer reported on proposal from R.D. Thomas & Assoc. regarding
a new City Shop and their cost for drawing plans etc~
Motion by Orendorff seconded by Land, that the City Manager be authorized
to obtain preliminary survey and plans from R.D. Thomas & Assoc. at a cost
not to exceed $1500.00,'money to come from General Fund under administration.
Roll Call: Orendorff, Land, King - Ayes. Nawrocki - Naye.
Mr. Nawrocki stated he voted no on this motion as he thinks items like
this should be determined at budget time.
The City Engineer reported on progress of City parking lot east of
Central, North of 40th Avenue.
The City Attorney reported 'that Carl sorenson has requested to Purchase
.~o~ at j~st~ an~' ~3r,,~.~. S~r.~et~ (pa~t?~'~ot 5, Block 1, Rearrangement of Block
~D~') from 'the City.
Motion by Nawrocki seconded by Orendorff, 'that the City Manager be
authorized-to obtain an appraisal of this lot. Roll Call - All Ayes.
On the recommendation of the City Attorney, the followin~ motion was passed:
Motion by Orendorff seconded by Land, that the City Clerk be authorized to
pay to Ernst M. & Minna C.H. Passenheim, the sum of $6,000. for Lots 11 and 1.
12 including a basement, Block 4, Pleasantview Addition, Roll Call-All Ayes.
(payable out of the Park Fund.
Motion by Nawrocki seconded by Orendorff, that the Mayor and City Manager
De authorized to enter into a contract for the purchase of Lot 2, Block 1,
Silver Lake Addition, for $6,000.oo, payment to be made approximately
January 15, 1965, from Jack Sundberg. Roll Call - All Ayes.
Motion by Nawrocki seconded by Land, that the license applications as
listed be approved upon payment of 'the proper fees, and upon surrender
of the present licenses for 4010 Central Avenue by Vera Donnelly:

authorized to advertise a hearing to determine the feasibility of
controlling drainage in the area bounded Dy Circle ~errace Second
Addition and Circle Terrace, (Lots 1 thru 6 and 41, Block 4,Reservoir
Hills,) for Tuesday, October 13, 1964. Roll Call - All Ayes.
