Special Meeting

Meeting called to order at 9:15 p.m.
Ail members present.
This meeting is for consideration of license applications of Mrs. Dorothy
Ives for 547 - 40th Avenue N.E. Problems at this place of business were
discussed and b~s. Ives was ~esent.
Motion by King seconded by Land, that license applications for On and Off
Sale Beer and Restaurant by Mrs. Dorothy Ives for 547 - 40th Avenue N.E.
be granted. Roll Call: King & Land - Ayes. Orendorff, Na~rocki &
Armstrong - Nayes. Motion was defeated.
Motion by King seconded by Nawrocki, that the meeting adjourn at 9:55 p.m.

Motion by Orendorff seconded by King, that the minutes of the last regular
and special meetings be approved as presented in writing, and the reading
be dispensed with. Roll Call - All Ayes.
Motion by King seconded by Land, that the following bills be paid out of
their proper funds, including the estimate for F.D.Chapman Construction
Co. in the amount of 812,438.67, also payment to Leif Hendriksen in the
amount of 8300.00 for part payment on Murals in Liquor Lounge:

Hearing held on CQncrete paving of alley between Main and 2nd St. from 41st
to 42nd'. ~rades in this alley were discussed and an estimated cost of
84.00' per foot~ was given.
Motion by King seconded by Nawrocki, that the City Manager be authorized
to proceed with the installation of this concrete alley, and if at all
possible to be included in 1964 construction.- Roll Call - All Ayes.
Resolution offered by Orendorff seconded by Nawrocki, The-City Council
of the City of Columbia Heights, does HEREBY RESOLVE,-that the City Manager
is hereby authorized to draw an Ordinance providing for the issuance Of
$350,000.00 of General Obligation Bonds for the City of Colurobia' Heights.
BE IT FURTHER RESOLVED, that said Ordinance shall have it's first-reading
on August 24, 1964. Roll Call - Ail Ayes.
The Traffic ~Commission has rec6~mended the re-routing of the Twin City
Bus west of University from 37th Avenue at· 2½ Street to Ma~n Street, Main
Street 37th to 40th, 40th Avenue east to University,~ then continue on its
regular.routel --
Motion' by Nawrocki seconded by King,* that the City-Manager be authorized
to advertise a hearing~to~b~ held August 24th, on the Bus re-routing as
recommended by the Traffic Commission in lieu of the presenting routing
on UniverSity between 37th and 40th. Roll Call ~ Ail Ayes.
Motion by King seconded by Orendorff, that the proposal of Dorolite, Inc.
for a new door and fram~ for the back of the Library~be accepted at a-
cost of $225.00 installed, and to include removal of existing entrance.
Roll Call,- All Ayes.
Motion by King Seconded by Land, that the City Manager be authorized to
contact R.D. Thomas & Associates, to .get an estimate of cost'of drawing
plans for a new City maintenance Shop, also possibly an estimated total
cost of construction. Roll Call - A11 Ayes.
Motion by King seconded by Land, that the re-authorization of the payment~
of easement over three tots on 45~ Avenue (So.30' of Lot 7 and No.30' of
Lot 18, Block 2, Sheffields Sub.) in the amount of .~750.00, be paid to
Wm. P. Batson. Roll Call - All Ayes.
The Council asked the applicant for the building permit for Kwiki Car Wash
to be erected east of Central Avenue and 44th Avenue,' to be advised that it
does not meet Columbia Heights Building Codes, and if it is ~broughtto code
that it be submitted to the Planning & Zoning Commission for consideration.
Also we should find out as to whether or not it infringes on the parking
requirements of the Zayre Shopping Center, and whether or not it needs
special attention as to facilities to make it suitable for the location,
such as. screening, etc.
A letter was received from i~.ir. Frank i~'l. Fudali, attorney for Russ Dtetler,
as]ting for a refund ,on plu~ibing license a,~d per~..±t fee~ for apartl~lents at
3~06 and 3016 ~tinson. Our City Attorney recc.~u~e~,~ded to the Council -that
no refund be ~]ade i~]sofar as 2~tetler ls concerned and this would be confirmed
by letter to 9[r. Fudali.
The City Engineer reported on the condition of Reservoir Blvd. between
44th and 45th and as to what could be done to make it a better street.
The City Council recommended that we check into what Minneapolis ~s
willing to do and also get a letter from the Crestview Home requesting
road improvements.
Motion by King seconded by Nawrocki, that the City Manager be authorized
to advertise for bids on a Brush Chipper to be opened September 14th.

Circle Terrace problems were discussed, and the City Engineer reported
the balance of the Curb will go in shortly. It was agreed to hold a
meeting with the people involved on August 20th at 7 p.n~. at the City
office, and lay out plans as to what has to be done by the property
owners and the City.
A reminder of the informal meeting August 17th at 7:30 p.m. with Clover
Pond members and a request that notices be sent out to them.
