Invocation offered by Reverend Harold McClure of Oakhill Baptist Church.
Mr. Nawrocki stated he wanted to, add to his reason for voting No on Resol-
ution on sidewalk renewal program as follows: He objected to the .project
as he thought there should be a. hearing the same as any other public im-
provement and he objected as' to the way the whole thing is handled.
Motion by Nawrocki secondedby King, that the corrected minutes of the~
regular meeting and the minutes of the special meeting be approved, and
the.reading of those minutes be dispensed with. Roll Call -'All Ayes.
Motion by Nawrocki sec'onded by Orendorff, that the 'following current bills
be paid with the exception of check ~4400 in the amount of $10~00 to Crestview

Motion by King seconded by Land, that these bids, be turned over ~o the

Hearing held on 'paving of North Alley in Parkview Terrace, petitioned ~or
by 57%%.
Motion by King seconded by Land, that the .City Manager be authorized to
proceed with 'this alley paving during 1964' construction season, if possible.

First reading of Ordinance No.584, vacating the public, alley southwest of
StinsOn Blvd., SOuthof. 41st Avenue, to the South lot line of Lot 19, Blokk

First reading of Ordinance No.585, That the·West.i/2 of Lots 1 and 2,Block

Request was made for authorization to call for bids~ on. re-construction of
No.2'Off-Sale Store at 322 40th Avenue.
MotiOn by Nawrocki~ that the City ~anager be authorized
to advertise for bids on re-cOnstruction of building for"No.2 'Off-Sale Store,
to be opened at the August 10th meeting. This motion lost for the lack of
a second.
Motion by King seconded by Land, that the City Managsr be authorized to call
for bids oh'the re-construction of the No.2 Off Sale'Store, to be opened
at the July 27th meeting~' Roll Call -.All Ayes.
Motion by'King secOnded by Land, that the'City Manager be authorized to
issue a chec$ to the Bureau Of Census,i~ the amount' of '81,720.00, as .part
payment for a special c~nsus in 1965. Roll Call ~ Ali Ayes.
Regarding the Tractor for Park Dept.' bid received earlier in the meeting,
the Park Superintendent recOmmends acceptance of-this bid.
Motion by Orendorff seconded by King,~ that"the bid for Park Tractor and
Five Unit Hydraulic Frame received from ~innesota Toro Inc.' be'accepted
in the amount of 83850.00 with trade-in~. Roll Call -·All Ayes.
The Architect recommended that the bid of Bo~e, Inc. for re-decorating the
lounge and Bar area at 4025 Cehtral Ave.,' be accepted.
Motion by King seconded by Orendorff~ that Boe, Inc. be awarded the bid
on re-decorating at No.1 On-Sale Store for a general base bid of $6,953.50,
as per specifications. Roll Call -.All Ayes.

Motion by King seconded by Land, that the City Manager be authorized to
advertise ~'~he~ringon seal coating streets as per attached list, to be
held July 27th. Roll Call - All Ayes.
Petition received for concrete paving of alley between Central and Van-
Buren, from 44th to 45th.
Motion by Nawrocki seconded by Orendorff, that the City Manager be auth-
orized to advertise a hearing on this alley paving, to be held July 27th.
Roll Call - All Ayes.
Request for subdivision from Merwin T. Barth, to divide Lots 3 and 4,
Block 4, Parkview Terrace as follows: Lot 4 (Ex.S.3') and the S.i' of
Lot 3, Block 4, (60' lot).
Lot 3 (Ex.S.i') (61' lot).
Motion by Orendorff seconded by King, that this subdivision request be
granted and the outstanding specials be divided as remaining on the four
parcels. Roll Call - All Ayes.
Several people were present from 40th Avenue regarding Sidewalk Renewal
~rogram to be done this year. Questions were answered as to what the
City is planning on doing, and no serious problems are anticipated.
The City Manager and Engineer reported they had met with the ~nneapolis
Waterworks engineer to finalize a contract for water storage in a Minn-
eapolis Reservoir.
The City Engineer reported the County will probably start working on
Main Street this week.
The City Engineer was asked to check as to whether the County will stripe
40th Avenue this year.
Motion by King seconded by Orendorff, that the council action of April
27, 1964, to pay R.E. Baune $1,000.00 be annulled and that we approve paying
$1,000.00 to Leonard K. and Helen L. McLaughlin, the present fee owners of
the West 1/2 of Lot 3, Rearrangement of Block "Ch' C.H.Annex, also that
Dorothy Salvail, Lawrence H. Salvail and Carol Salvail, be paid the sum
of $500.00 for the west 1/2 of Lot 2. Roll Call - All Ayes.
The following Proclamation by Mayor Armstrong:
I, Warren A. Armstrong, Mayor of the City of Columbia Heights, do hereby
proclaim that Wednesday, July 29, 1964, be designated as Columbia Heights
Family Night at the Ball Game.
~I do encourage all of the Citizens of Columbia Heights to participate in
the fellowship of this night and to spend the evening with their fellow
citizens in watching the Minnesota Twins VS Baltimore Orioles game.
Motion by Nawrocki seconded by King, that the License applications of
William E. Townsend for On and Off Sale Beer License for 4010 Central
Avenue, be denied on the basis that he does not meet the residency re-
quirements. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the City Manager be instructed
to write a letter to Vera A. Donnelly the present licensee of 4010 Central
that the license application of William E. Townsend was not approved as
he is not a resident of Columbia Heights. Roll Call - All Ayes.
