Hearing held on alley vacating West of Stinson, South of 4ISt'Avenue~
Motion by Kin~'secohded by Land, that the'~City Manager be aUthoriZed-
to draw the necessary OrdinanCe to provide for this alley ~acating,'
and that the platted alley right-of-way be retained for utility and'
storm sewer easement. Roll Call - All Ayes.
Hearing held on 10~ watermain'inst~llation in 5th Street, 37th to 38th.
Th~.present 6"'watermain in 5th street'was installed in 1913..
Motion by King seconded by Land, that the City Manager be authorized to
proceed with the installation of a 10" watermain on'5th 'Street between
37th and 38th. Roll Call - All Ayes.
Hearing held on concrete paving of South Alley in Parkview Terrace.
Motion by King seconded by Land, that the City Manager be authorized to
proceed with this alley paving in the 1964 construction season, if possible.

Hearing held on vacating a part of the North-South alley North of 40th
Avenue between Quincy and Monroe, and having the alley access from Monroe
Street. Two residents from Monroe Street were present and objected stren-
uously to changing this alley access to Monroe Street, and presented a
petition against this vacating.
Second reading of Ordinance No.583, vacating that part of the North-South
alley west of Quincy, North of 40th Avenue, south of Lots 24 and 11,
Block 58, Columbia Heights Annex.
Offered by King seconded b~ Land. Roll Call,- All Ayes.
Motion by King seconded by Land, that the petition received opposing this
alley vacating by First Lutheran Church, be placed on file. Roll Call-All Ayes
Resolution offered by Nawrocki seconded by King, BE IT HEREBY RESOLVED by
the City Council of the City of Columbia Heights, that the salary of the
Traffic and Sign man in the Street Department, be established at ten cents
(10¢) per hour above Truck Drivers scale.
BE IT FURTHER RESOLVED, that said salary be effective as of July 1, 1964.

Resolution offered by Land seconded by King, WHEREAS, the City Council
of the City of Columbia Heights, has instructed the City Engineer to
undertake a Sidewalk repair and renewal program, and
WHEREAS, the City Engineer has made a study of the sidewalks within the
City of Columbia Heights, and determined certain dangerous conditions
existing,
BE IT THEREFORE RESOLVED, that the City Engineer is hereby empowered to
undertake a sidewalk renewal progr~ in the area bounded by 37th Avenue
on the South and 41st Avenue on the North, the West side of Central,on
the East and Washington street on the West.
BE IT FURTHER RESOLVED, that the City Engineer be and the same is given
the power to condemn sidewalks in said area for dangerous conditions
existing thereon, by giving notice of the dangerous conditions to the
property owner.
BE IT FURTHER RESOLVED, that the land owner upon receipt of the notice
shall have the option of having the repairs or renewal by a contractor
at his own cost and expense. Upon his failure to do so the City under
a contract, make the repairs or renewal and assess the cost thereof to
the property owners.
The Notice hereto referred to is attached and made a part hereof.
BE IT FURTHER RESOLVED, that there is hereby established a fee for
permit for the repair or renewal at $1.00. Roll Call - All Ayes~

stated he thinks this project is important enough to let people know
what we are doing.
Awarding of Bid on Sidewalk renewal:
Motion by King seconded by Land, that award be made on Bid "CB, Project
~6401, Items 1 and 3, to Crown Sidewalk Company, as per tabulation
attached. Roll Call - All Ayes:

Request from Wayne A. stewar~, '4100 Main Street, to'stub out'water.:& Sewer
.to serve land west of 41st amd Main St. for future proposed home-sites.
Motion by Orendorff seconded by Land, that the request of Wayne Stewart

A brief discussion was held regarding a letter from the Clover Pond-'TC6rp.
regarding maintenance of the drainage~ond between Mathaire and Innsbruck.
Motion by Nawrocki seconded by King, that the letter of June 9th, from
,Clover Pond Corp. be referred to the City AttorneY.s. for response and he
should be prepared to receive a suppl~ental"~'letter,.' Roll Call-All Ayes.
Subdivision request from Chester McCallum, 3949 Main St. to divide Lots'
27,28 and Lot 29 (Ex.N. 20') Block 72, C.H.Annex, into two 50 foot lots.
Motion by King seconded by Orendorff, that this request be gra~ed.

Motion by Nawrocki seconded by' King', that the City Manager be authorized
tO advertise a hearing-for this alley' paving, to be held july 13,1964.
Liquor Store requests permission to'purchase a~ used:~'cash register.
Motion by Orendorff seconded bY King, that this request %o purchase, a
used cash Register 'in an amount not to exceed $895.00, be granted.

Motion by King seconded by Orendorff, that the City Manager and-Mayor
be authorized to enter into an agreement for easement with the City of
Minneapolis, for extension of alley west of Chatham Road behind Lots
7 and 8, Block 6, Hilltop second Unit. Roll Call - All Ayes..
The City Attorney reported he had met with condemnation committee on
Liquor Store-S2, and it wou!d appear that we will be able to s-ta~ 'ther~
until September.
George Brown and stewart Kvalheim have discussed and met on several
occasions with Mr. Glover in tr~ing to establish, some level for Sullivan
Lake.
Motion by Orendorff seconded by King, that the City ~anager be authorized
to dra~ up plans for the Sullivan Lake outfall. Roll Call - All ~e~.
Mr. Kvalheim.reported the Chamber of Commerce will sponsor Family Night
at the Metropolitan Ball Park July 29th, and a proclamation will be drawn.
Motion by King seconded by orendorff, that the City Manager be authorized-
to have two parking meters removed from in front of Johnson's Standard
Station at 40th and Central, and negotiate with the owner regarding
closing the north driveway onto Central. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the license applications be
granted as~ listed, with the exception of Berg's Skelly Station and Crest-
View Lutheran Home Assoc. for further investigation. Roll Call-All Ayes.
Motion by King seconded by Land, that the License application of Floyd
A. Milender for Jac's Studio, 702 West Broadway, be denied. Roll Call -

Special Meeting
June 29, 1964
Meeting called to order at 7:15 p.m. Roll Call: Orendorff, Nawrocki,
King - present. Armstrong & Land - absent.
The purpose of meeting is to award bid on Storm Sewer and Watermain
installations for 1964.
Motion by Nawrocki seconded by Orendorff, that F.D.Chapman Construction
Co. be awarded the bid on Pr~ect ~6400 for a grand total of $19,003.55,
with the alternate for the 48 inch oversize pipe in the amount of
$2,000 to be awarded subject to the approval by the Village of St. Anthony
and by entering into a contract for cost share with Columbia Heights
for that portion of the Project which concerns St. Anthony. Roll Call -
All Ayes. Bid tabulation attached.
