First reading Ordinance No.583, Being an ordinance ~acating tha~ part of the North-South alley in Block 58, C.H.Annex, South of Lots 24 and 11, Block 58, C.H. Annex. Petition received requesting that alley West of Stinson Blvd., South from 41st Avenue, be vacated. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing on this alley vacating, to be held June 22nd. Roll Call - All Ayes. The City Manager reported a sprinkling Ban would be put into effect very shortly, or as soon as cards could be sent out to all water accounts. A letter was received from United Theological ~eminary of New Brighton, stating they would contribute $1,000 to the City of Columbia Heights for the privilege of connecting to a water line at Argonne Drive or Chalet Drive on Stinson Blvd., if Columbia Heights would agree to install a water line along Stinson Blvd. North of North Upland Crest. The City Manager and Engineer explained that this trunk line is desireable to avoid low pressures in the Northeast portion of Innsbruck when it is developed. Motion by Land seconded by King, that the Mayor and City Manager be authorized to enter into an agreement with the United Theological Seminary to lay a connecting water line between.North Upland Crest and Innsbruck Parkway on Stinson Blvd., for which the United Theological Seminary will pay the sum of $1,000 and be allowed to use the Hydrants for fire protection and to connect at some later date, a fire hydrant at their own cost on their property. Further, that a resolution be drawn for the Village of New Brighton to be authorized to use these water hydrants for fire protection, and further, that the City Manager be authorized to install this water line. Roll Call - Armstrong, King, Land, Orendorff: Ayes. Nawrocki - Naye. Mr. Nawrocki stated he voted No, because he does not believe the rest of the people on the water system should pay for a line to serve a v~, few and it is not necessary. A letter was received from F.W.Bassett, Fire Chief, recommending ~e extension of the 10" watermain at 38th Avenue on 5th Street to 37th Avenue, as the pressure at 37th Avenue is much too low for an area of High valuation. Motion by King seconded by Land, that the City Manager be authorized to advertise a Hearing to be he~d at the next regular meeting, for the installatoon of a 10" watermain on 5th Street between 37th and 38th. Roll Call - All Ayes. Request for cancellation of interest on special assessments to the School District, for street opening on Monroe Street. Motion by King seconded by Land, that this special assessment in the amount of $1,067.40 be satisfied, and that the interest chargeable on this in the amount of $64.04, be cancelled. Motion by Nawrocki seconded by Orendorff, that the City Manager be authorized to turn the claims for oil damage due to street oiling in the vicinity of 40th and Benjamin and Cleveland, over to the Insurance Company and a report of disposition be~made within ninety days. Motion by King seconded by Land, that expenses be allowed for up to twelve persons to attend the League of Minnesota Municipalities 50th Annual Convention to be held in Minneapolis, June 17,18,19. Roll Call - All Ayes. 265 Petition received for concrete paving of alley in Parkview Terrace, between 46th Avenue and Parkview Lane. Motion by King seconded by Land, that the City Manager be authorized to advertise a hearing on this alley paving, to be held at the next regular meeting, June 22nd. Roll Call - All Ayes. Motion by Orendorff seconded by King, that acceptance be made of final Plat of Hilltop Third Unit as presented, with the provision that the five foot easements indicated be widened to 7½ feet for .~utilities on lots, 4,5,15,17, Block 2. Roll Call - All Ayes. The City Manager reported BiMi Realty had accepted our offer of $28,000 for their building at 322 40th Avenue. Motion by Nawrocki seconded by Orendorff, that the Mayor and City Manager be authorized to enter into an Earnest Money Contract of $100.0§ for the purchase of this building at the agreed upon price of $28,000.00~' Roll Call - All Ayes. Motion by Nawrocki seconded by King, that the City Manager be authorized to advertise for bids for re-decorating the Liquor Store Bar, bids to be opened at the July 13th meeting, provided the plans are ready before June 22nd. Roll Call - All Ayes. The City Attorney reported regarding replacement of sidewalks in the area between 37th and 41~t, from Central to Washington. We would condemn certain sidewalka.a~at property owners will have a certain nf~mber of days ,% in which to take out a permit for installation of sidewalk at their own e~pense. If they did not do this, the work will be done by the City of Columbia Heights and assessed against the property owners. The City Engineer reported he had met with a representative of the Bus Company, 5~. Alec, and the new route changes will start June 27th. The Engineer recommended removal of five meters on Central by the Standard Station for Bus stops and other changes were discussed regarding Bus stops near the 40th and Central area. The Council recommended that the Bus Co. be contacted to clarify this situation. Motion by King seconded by Land, that the City Manager be authorized to advertise for bids on storm sewer installation on 39th Avenue between Jefferson and Central, and the 39th and Stinson Blvd. storm sewer, to be opened at the next regular meeting, June 22nd. Motion by King seconded by Orendorff, that the City Manager be authorized to advertise for bids on a Tractor and Five Unit Hydraulic Frame for the Park Department, to be opened on July 13th. Roll Call - All Ayes. Motion by Orendorff seconded by King, that the license applications as per attached list be approved, with the exception of Mell-O-Dee Ice Cream Truck and Jac's Studio.
