Special Meeting
May 19, 1964
Meeting called to order at 7 p.m. Roll Call: Armstrong, King, Land
and Orendorff - present. Nawrocki - absent.
The purpose of this special meeting is to consider the application of
permit to operate Lynn's Midway Shows at Zayre's Parking lot.
Motion by Orendorff seconded by Land, that this permit be granted upon
payment of the proper fees, with the same restrictions as last year as
to location and hours of operation, dates of operation May 21 thru 31
and September 2 thru 7, 1964. Roll Call - All Ayes.

Award of bid on Industrial Tractor and Sickle Mower for park Departmen~'i.
Motion by Nawrocki seconded, by Orendorff, that Midway Tractor.& Equipment
Co. be awarded this bid at a net sum after trade-in, of 81,708.05.

to advertise fo~ sale City' owned lots in Apache Heights, to be opened at

Hearing held on alley surfacing between Tyler & Polk from 41st to 42nd.
The Engineer gave a cost estimate of 82.00 per assessable foot.
Motion by King seconded by Land, that~the City Manager be authorized to
proceed with this alley blacktop paving during 1964 construction season,
if possible.. Roll Call - Ail Ayes.~
Hearing held on curb. Gutter and Blacktop Mat on Ulysses Street sOUth Of
40th Avenue. ' An 'estimate of possibly more than 87.00 per foot was given.
Motion by King. seconded by Land, that the City Manager be authorized to proce
'ProCeed with thi~ improvement on Ulysses Street during 1964 construction
season, if possible.' ~ Roll Call - Ail Ayes.
Second reading Ordinance No.576, Rezoning Lots 7 thru 16, Block 3, Hilltop
to R-2 General Residential. Offered by Land seconded by King. Roll Call -

Second reading Ordinance No.577, Platting alley in Block 3 Hilltop.
Ordinance No.577 offered by King seconded by L~n~, with stipulation that
it ~e filed with the Register of Deeds Office and County Surveyor's office.

Preamble to Ordinance No.579, Authorizing the sale by the City Treasurer
of $79,610. Emergency Debt Certificate. Offered by King seconded by Land.
Reading of Ordinance No.579, Offered by Land seconded by King. Roll Call -

First reading Ordinance No.580, Amending Ordinance No.463, Regulating the
use of Highways within the City of Columbia Heights.
First reading Ordinance No.581, Restricting speed in alleys in the City
of Columbia Heights.
First reading ordinance No.582, Prohibiting "U'~ turns and prescribing
penalties for the violation thereof.
Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Treasurer
be and she is hereby instructed to transfer from the Liquor Fund as follows:
$7,750.00 to the Fire Fund
500.00 to the Band Fund
and that there are sufficient moneys in said Liquor Fund to make such transfer.

Petition received for alley surfacing between 2nd and 2½, from 44th to 45th
Motion by King seconded by Nawrocki, that the City Manager be authorized
to advertise a hearing on this project to be held June 8th. Roll Call-All Ayes.

Re-Plat of Hilltop 3rd Unit presented by Bel~ar Builders.
Motion by Nawrocki seconded by King, that this re-plat of Hilltop 3rd Unit
be approved, with the splitting of outstanding, special assessments against
the benefitted property, in the amount of $9,502.60; and that outstanding
special assessments of 8720.88 for Johnson Street improvement be paid.

Final Plat of Hilltop 4th Unit presented by BelMar Builders.
Motion by Nawrocki seconded by Orendorff, that final plat of Hilltop
4th Unit be approved upon final approval of the City Engineer and City
Attorney, and upon payment of the outstanding special assessments against
this property. Roll Call - All Ayes.
Subdivision request from Pauline Gohman, 1032 44th Avenue, to divide Lot
13, Block 2, Reservoir Hills into three lots, one facing 44th Avenue and
two facing 43~ Avenue.
Motion by Nawrocki seconded by King, that this subdivision request be
approved, with the division of the outstanding special assessments
according to the benefitted property. Roll Call - Ail Ayes.
Motion by King seconded by Orendorff, that Thomas S. Hay, 2205 Chalet Drive
be appointed to the Planning & Zoning Commission; that John Knuteson be
re-appointed to the Police & Fire Civil Service Commission, and Marian L.
Phelps be re-appointed to the Library Board. Roll Call - All Ayes.

Permission to connect ~ our water for the new Junior High School nex~
to Valley. View School-.
Motion by Orendorff seconded by King's, that the City Manager'and Mayor be,
authorized to enter into a contract with School District $13 for. w~ter
connection to serve Valley View Junior High School. Roll Call-Al! Ayes.
A letter was.received from F.W. Bassett, Fire Chief requesti~ approval~
to allow five firemen to attend, the Minnesota State Firemen Convention
at Brainerd on June. 8,9,10,1964, with·expenses paid. Roll~ Call -All Ayes.
Motion by King seconded by Nawrocki,· to gra~t this request .....
Motion by Nawrocki seconded by King, that Check.$2355 for. $12.44 dated
10/23/62-and Check ~3209 for $24.80 dated 1/27/64, be cancelled. Roll

Re, routing of alley by First Lutheran Church was discussed and explained
~as-to how this will be done.
The City Manager reported regarding Mid-block street,lighting proposal
~and recommendation of approval from Police Chief.
Motion by King seconded by Orendorff,. that the City-Manager be'authorized
to'contact and.work with Northern States.poWer Co. for installatiOn of
lights'as per proposal, with 'elimination of light on Pierce St. and '
addition of one more light on 49th Avenue west of High School. · .
The'City Manager reported regarding informal meeting held las~ Saturday
with property owners on 42nd and .43rd Avenues regarding platting of 4.2½
Avenue. A hearing will be held w~eh a petition is received with
over 50% of the property owners signing for this-street pla~ting.
ResOlution offered by Land seconded by King,. WHEREAS,_ the City of
Columbia Heights has adopted Ordinance No.576, which plats an alley in Block
WHEREAS, the said alley is to be opened and established by .the developer,
and
,NOW, THEREFORE, be it resolved by. the City Council of the City of
Colu~ia Heights, that the'said.alley shall.be'accepted for maintenance..
by'the said Cityat-such time that it is. permanently surfaced in a manner
that meets the minimum specifications as established by the City Engineer,
which specification shall be the same as those used for alley construction
within theSaid City dur-ing the 1964 construction season,'.
BE IT FURTHER RESOLVED, 'that the developer shall notify the office of the
City Engineer ~during constructionsO that proper inspection may be

Resolution offered by Nawrocki seconded by Orendorff, WHEREAS, Acme Metal
Spinning, Inc. a Minnesota Corporation, is owner of property described as
follows:
All that part of Lot 6, Aud. Sub. No.39, lying East of a line drawn parallel
to and distant 165 feet west of the East line of said Lot 6, measured along
the north line thereof except that part thereof described as follows:
Commencing at the Northeast corner of said Lot 6; thence West on the North
line of said lot, a distance of 165 feet; thence So.on a line parrelle~
with the East line of said Lot 6, a distance of 132 ft; thence East on a
line parrallel with the North line of said lot, 165 ft. to the east line of
said Lot 6; thence North on the East line of said lot, 132 feet to the place
of beginning, according to the recorded plat thereof, lying within the City
of Fridley, Anoka County, Minnesota, and,
WHEREAS, the City of Columbia Heights maintains water and sewer lines in
Main Street as the same abutts said property,
WHEREAS, the said owner has requested permission of the City of Columbia
Heights to make one water and one sewer line connection to the line as
maintained by said City.
NOW, THEREFORE, the City Council of the City of Columbia Heights does hereby
resolve that Acme Metal Spinning, Inc. is hereby granted a license to make
one private water line connection and one private sanitary sewer line
connection to the water and sewer line aforesaid to serve the property above
described upon the following donditions:
1. That the said property shall not be developed in any manner which would
not conform to the R-1 or R-2 zoning as established in Ordinance 462 as
amended, of the City of Columbia Heights.
2. Upon the payment of the proper fee.
BE IT FURTHER RESOLVED, that a violation of the conditions aforesaid shall
cause the immediate revocation of the license granted herein and the City
shall forthwith terminate the connections granted herein. Roll Call-All
Resolution offered by Nawrocki seconded by King, WHEREAS, J. Emmet Sullivan
is owner of property described as Lot 5, Auditor's Subdivision %39, ~ity of
Fridley, Anoka County, Minnesota, and
WHEREAS,The City of Columbia Heights maintains water and sewer lines in Main
Street as the same abuts said property, and
WHEREAS, the said owner has requested permission of the City of Columbia
Heights, to make two connections to the water and sewer lines maintained
by the said City,
NOW, THEREFORE, the City Council of the City of Columbia Heights, does hereby
grant unto J. Emmet Sullivan a license to make two private water connections
and two sanitary sewer connections to serve Lot 5, Aud. Sub.%39, subject to
the following:
1. That the said property shall not be developed in any manner which would
not conform to the R-1 or R-2 zoning as established in Ordinance 462 of
the City of Columbia Heights.
2. Upon the payment of the p~oper fees.
BE IT FURTHER RESOLVED, that a violation of the condition aforesaid, shall
cause an immediate revocation of the license herein granted and the City of
Columbia Heights may forthwith terminate the connections granted herein.

The City engineer recommended calling for bids on Blacktop & Concrete work.
Motion by King seconded by Land, that the City Manager be authorized to
advertise for bids on Blacktop work and Concrete Work for 1964 construction,
to be opened at the next meeting, June 8th. Roll Call - All Ayes.
The City Engineer reported a meeting was held last Monday afternoon with
property owners on South side of 39th Avenue, East of Jefferson, regarding
developement and utility installations in industrial area.
Motion by King seconded by Orendorff, that the City Manager be authorized
to advertise a hearing to be held at next meeting,June 8th, for installation
of utilities in industrial area South of 39th,East of Jefferson, also street
openi,,ng,. Roll Call ~ All Ayes.
The ~ity Engineer discussed With.' the Council various items that wiI1 need
action in the very near fUture, such as installation of Storm sewers-in
various parts of the City .and Sanitary sewer~, and water installations.,
