Award of Bid on 1/2 Ton. Panel Truck for. Fire Depart~entaas follows:
Motion by King seconded by Orendorff, that Main Motor Sales Co.,Inc.
be awarded, the bid at a net price of $1,890.00. Roll Call - All.Ayes.

Award of bid on Chain Link Safety Fence for Park area &s follows:
Motion by Nawrocki seconded by King, 'that Cyclone Fence Sales be awarded
the bid for 9' fence at $3.12 per L.F., and $162.00. each for two 12'
Gates, for a total of $5,004.00, as per bid tabulation attached. Roll
Call - All Ayes.
Hearing held on. Curb and Gutter on 39th Avenue, Central to jefferSon.
Several property owners along 39th Avenue were~present and also other
property owners affected by this assessment. The Engineer explained
what was going to be done on 39th Avenue, and Avenue assessments were
detailed as to who would share in -the cost.
· MotiOn by King. seconded by Land, that the.City Manager be authorized to
proceed with-the proposed project of Curb & Gutter on 39th Avenue from
Central to Jefferson, and that part of jefferson from Railroad tracks
south to approximately 350 feet south of 39th Avenue. Roll Call .- All-Ayes.
Hearing held on Cubb,Gutter and Bituminous surfacing of Washington, 48-49,
and~48th Avenue between 7th and Washington.. The City Engineer explained
to the residents present as to the construction contemplated, and the
method of assessing'was also detailed.
Motion by King seconded by Nawrocki, that the City Manager be authorized
-to ~roceed~with these improvements-in 'the 1964 construction season.
Roll Call - All Ayes.
Hearing held on concrete paving in alley between Madison & Monroe, from
44-45, A petition was presented at beginning of this meeting opposing
this alley paving. ~-The petition requesting this paving was signed by
53% of the property.
Motion by King seconded by Land, that the City Manager be authorized to
proceed with installation of concrete paving in this alley in the 1964
constrUction-season. · . Roll Call -.All Ayes.'
Hearing held on-street opening and utilities on California St. 38-39.--
Mr. Walquist who requested these improvements was present, also ~vir. John
Curtis representing the Railroad. -..
Motion by Nawrocki seconded by King, that this request for street opening
and utilities be denied. Roll Call - All Ayes.

Request for subdivision from Irvin L. Sonstegard, of South 155' of E.75' of
~.145' of Lot 34 (Ex.N. 30' for street)~Ex.S.10') Block 1, Res. Hills.
Motion by ]~ing seconded by Orendorff, that this request be approvcd as
requested and including the eas~/]ent presented, and the Special assessments
be placed against the parcel facing 44th Ave. Roll Call - All Ayes.
Request for subdivision from Score, Inc. to divide ~.97' of Lot 33 (Ex.E.52'
of W. 97' of S.½ of Said lot 33) (Ex.S.10'), Block 1, Res. Hills.
Motion by Orendorff seconded by Nawrocki , that this request be allowed and
that the property should be divided in accordance with the survey submitted
with the building permit, and that the special assessments be paid.

Request for subdivision from ~ildred J. & Wanda M. Provost, 952 42nd Ave.
to divide ~.½ of Lot 14 (Ex.N. 5') Block 4, Res. Hills
Motion by Orendorff seconded by King, that this request be granted as
requested.
Recess called at 10:25 p.m. Meeting called to order at 10:35 p.m.
Roll Call on above motion - Ail Ayes.
Several people were present questioning building being done in Hilltop
Addition by SelMar Builders, and the council members explained their
position in respect to the considerations granted on building permits
in that area. The citizens in attendance expressed their appreciation
for the explanations given by the council members in regard to construc-
tion in their neighborhood.
Request from BelMar Builders to install a private sewer and water line
to serve 492~ Stinson Blvd.
Motion by King seconded by Land, that this request be granted upon payment
of the proper fees. Roll Call - All Ayes.
Motion by Land seconded by King, that the City ~nager be authorized to
pay the claim of V.L. Wilda, 4~10 6th Street in the amount of $150.00 for
damages to his property in construction of an alley, and that this amount
be paid upon consumation of proper release. Roll Call - All Ayes.
Request from ~ayne A. Stewart for private sewer and water line to serve
4112 Main Street.
Motion by King seconded by Land, that this request be granted upon payment
of the proper fees. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that George Pelto be re-appointed to
the Traffic Commission for 4 years; b~. Chet Herringer be re-appointed to
the Merit Commission for a period of 5 years, and F~. Irving Nygaard be
re-appointed to the Band and Civic Chorus Board for a period of 3 years.
Roll Call - All Ayes.
Peition received for Blacktop alley from 3Sth to Edgemoor between 2nd and
2½ Streets.
Motion by Nawrocki seconded ~y King, that the City Manager be authorized
to advertise a hearing on this improvement to be held at the next regular
meeting, May llth. Roll Call - All Ayes.
Motion by King seconded by Land, that one man be authorized to attend the
Parking Meter School May 6,7,8, to be held at the Hotel Francis Drake,
and one Policemand to attend the Governor's Conference on Childred and
Youth at the St. Paul Hotl, May 11 and 12, with necessary expenses paid.
Roll Call: Armstrong, King, Land - Ayes. Orendorff & Nawrocki - Nayes.
~r. Nawrocki stated he was not opposed to the Youth meeting, but cannot
see necessity for three days on parking meter request.
Motion by King,that request for authorization for Pet Survey be granted.
This motion lost for the lack of a second.
Motion by King seconded by Orendorff, that the request of First Lutheran
Church to re-route south end of alley be church, be turned over to the
Traffic Commission for recommendations. Roll Call - All Ayes.
Motion by Orendorff seconded by King, that the City Manager be authorized
to call for bids to be opened May llth, on an Industrial Tractor with
Mower as requested by the Park Superintendent. Roll Call - All Ayes.
Subdivision request by Ben Wolke, 1306 45th Avenue, to divide Lots 7 thru
17, Doneroving Addition.
Motion by I{ing seconded by Orendorff, that this request be granted as
requested and the special assessments to stay against those lots facing
45th Avenue. Roll Call - All Ayes.
Resolution offered by Land seconded by King, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that the Federal Director of the
census, be and the same is hereby requested to take a special census in the
year of 1965, to determine the population of the City of Columbia Heights,
Anoka County, Minnesota.
BE IT FURTHER RESOLVED' that the purpose of the special census is to
determine the share of the distribution of State Cigarette and Liquor
Tax, and is taken under the authority of ~nnesota Statutes, Chapter 252,
Laws of 1963. Roll Call - Ail Ayes.
Resolution offered by King seconded by Orendorff, ~i~REAS, plans for
State Aid Project No.02-602-02 showing proposed alzghment, profiles,
grades and cross sections for the improvement of County State Aid Highway
No.2 within the limits of the City as a state Aid Project have been pre-
pared and presented to the City.
N~, THEREFORE, IT IS RESOLVED, That said plans, be in all things approved.

Resolution offered by Orendorff seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the following
salaries be established on engineering department personnel as of July 1,
1964: Engineering Assistants (3 men) $3.30 per hour gross
Engineering Aide (1 man) 3.15 per hour gross
and that there are sufficient budgeted funds in the engineering department
salary schedule for said salary adjustments. Roll Call,- Ail Ayes.
The City Manager reported he has had requests to take up the platting of
42~ Avenue again. He was asked to write a letter to interested party
and ask that a petition be circulated requesting this street.
The City Attorney reported regarding Ulysses Street eas~nents and also
on his meeting with Mr. Fudali attorney for Farr Plumbing C°.
Motion by ~[ing seconded by Land, that F~. Raymond E. Baune be paid the sum
of 81,000 for the West ~ of Lot 3, Block 2, Re-arrangement of Block C,
Columbia Heights Annex, upon the recommendation of the City ~t~orney.~.

to proceed with the surfacing of 3~3th Avenue, Central to 0efferson and
including Jefferson fro~ Railroad track to approximately 350 feet south
of 39th Avenue, under ~tate Aid construction. Roll Call: Arc, strong,

~ir. lqawrocki stated he was opposed[ 'to taking ~ain'tenance ~]oncy for
street construction on certain streets and ~ot doing ~aintenance on other
streets.
Resolution offered by Nawrocki seconded by Orendorff, BE iT H~P. EDY
RE~SOLVED by the City Council of the City of Columbia Heights, that
the Minnesota State !tighway Department be and the same are hereby
requested to install a traffic signal at the intersection of 44th
Avenue ~.E. and Trunk 2iighway [~47, City of Columbia Heights, County of
Anoka, Minnesota.
BE IT FURTHER RESOL%~D, that this request is based ugon study and rec-
ommendation of the of the Traffic Commission of the City of Columbia
Heights and its City Council. Roll Call - Ail Ayes.
Motion by Nawrocki seconded by King, that the license applications as
per attached list be granted with the exception of application to operate
a Popcorn Wagon, upon payment of the proper fees. Roll Call - All Ayes.
Motion by King seconded by Land, that the license application for Popcorn
?~agon by Reuben D. Peterson, be granted on the same restrictions as the
soft ice cream licenses issued previously. Roll Call: Armstrong, King,
Land, Orendorff - Ayes. Nawrocki - Naye.
Resolution b~fered by Nawrocki seconded by Orendorff, BE IT [{EREBY P~ESOLVED
by the City Council of the City of Co!~u~bia Heights, that the home occupancy
permit issued to John Hemak at 4401 Quincy St.N.E. for the year 1964, for
the use of his home as a Radio and 15; Repair ohop, be and the same is
hereby amended to allow the sale a~ retail, foreign language records
therefrom. Roll Call: Armstrong, Land, Orendorff,Nawrocki - Ayes.

May 1, 1964.
In 1961 the Congress by joint resolution designated as Law day USA the
first day of each May.
NOW, Ti~i~EFOt~, i, ~ARREN A. AP~.,I$~?RONG, £4ayor of the City of Columbia
Heights, do hereby request the people of our City to observe the first day
of May, 1964, with such ceremonies and observances as ~ill suitably
signalize this great aspiration. I urge that civic and service organ-
izations, schools, public bodies, and the media of information join in
this educational observance, and further call upon all officials to display
the nation's flag on public buildings on that day in token of our dedica-
tion to govern~nent under law.
