Motion by King seconded by Land, ,that the Council go on record as approving the State Aid construction on Main Street 40-43, and that this action be transmitted to the County Engineer. Roll Call - Ail Ayes. Hearing held on Alley Drain between 2}5 and 3rd Street, 44th to 45th. An estimated cost was given of 81.50 per foot. Motion by King seconded by Land, that the City Manager be authorized to proceed with the installation of this alley drain in 1964 construction. Roll Call -.All Ayes. Hearing held on Curb, Gutter and Surfacing of 45~5 Avenue East of Fillmore, 45th Avenue, Fillmore to McLeod and McLeod 44-45. An estimated cost was given of $7.00 per front foot and $2.34 Avenue charge. Motion by Nawrocki seconded by King, that the City ~'ianager be authorized to proceed with this work during the 1964 construction season as the area develops. Roll Call - Ail Ayes. Motion by Nawrocki seconded by King, that the City Manager be authorized to retain Neal/Bergeron for preparing plans for the design of re~odeling the On-Sale Liquor Store. Roll Call - Ail Ayes. Motion by Nawrocki seconded by Land, that the City Manager be authorized to advertise sale of lots owned by the City west of jtinson, south of 40th Avenue in Apache Heights, bids to be opened at the regular meeting May 25th. Roll Call - Ail Ayes. The City Manager reported the appointment of Jack Adams as Plumbing Inspector for the City of Columbia Heights as of April 20th, 1964. The City Attorney reported regarding -the Petition that has been received for Curb,Gutter and Blacktop Mat on Ulysses Street south of 40th Avenue, and stated this should be. held up until clarification on easement is made. Motion by King secondem by Land, that this petition be placed on file and the City Manager be instructed to inform the Council at such time as the necessary easements are in so that a hearing can be set up for these improvements. The City Attorney presented the following Resolution for passage: Resolution offered by Nawrocki seconded by Orendorff, The City Council of the City of Columbia Heights, does hereby resolve that the Mayor and City Manager be and the same are hereby authorized to enter into an agreement with the Board of County Commissioners of Anoka County, Minnesota, for the supplying of water, for the public water fountain at the County Park within the City of Columbia Heights. ~I~e County to pay the sum of $50.00 annually. The Maintenance of water service to be by the County, except that the water de~art~sent of the City of Columbia Heights will turn on and off the water service upon request of the, said County. Roll Call - Ail Ayes. 245 A letter was received from the Police Department regarding the license issued to Delor j. Saba to peddle flpwers at the intersection of 40th and University. The~ stated that this license'should not he'issued unless they are licensed under -the provisions of Chapter' 329. Minnesota Statu~tes Annotated. Mr. Saba was present and informed the council where he would locate his operations. Motion by King seconded by Or~ndorff, that the license of Delor J. Saba to sell flowers be suspended until such time as a County Permit is effect- ive, and a letter is received from the State Highway Department that they do not object to the use of this property. The matter of Plumbing license held by Russell Stetler was discussed aS he was allowing Farr Plumbing Co. to do.work for which he had taken out permits.
