Meeting called to order at 8:05 p.m.
Ail members present.
Invocation offered by Reverend Thomas Unmacht of First Lutheran Church.
Motion by Nawrocki seconded by King, that the reading of the minutes for
the meetings of December 23rd and 30th, and January 7th, be dispensed
with, and that they be approved with the following exceptions:
At the meeting of December 23rd, insert after second reading of Ordinance
No.570 on Club Licenses, that a petition was presented favoring issuance
of a Club License to the V.F.W. Post ~230. Also in City Attorney's
report regarding the Bollinger case, that a Motion for Summary Judgment
had been made and not a settlement. At the December 30th meeting insert
in the Motion regarding final settlement of Apache Heights, that the City
Attorneys' memorandum referred to be attached to, and made a part of the
minutes. Also in the December 30th minutes, the award of bid on legal
publications should have been made to Columbia Heights Record DBA Tri-
County Publications, Inc. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the following bills be paid
out of their proper funds, and that Check No. 3107 in the amount of $3,775.73
for Barton Contracting Co., be held up until proper verification may be
received from the bonding company for possible replacement of alley between
Quincy and Monroe, 41st to 43rd: Roll Call - All Ayes.

~Resolution offered by Land'seconded-by .King, WHEREAS, the property known
and~described as Lot 7~ Blod~ 1,-Reservoir, Hills~ was.assessed $367.95
for local improvement No,491, and whereas, Lot 7, Block.l, ReS.Hills,. was
not-benefitted by said improvement No.491:
BE IT T~REFORE RESOLVED~ 'b~ the City Council of the City of CQlumbia
Heights, that the~City Clerk. be'and she'is hereby authorized and directed
to s~rike.from-Local Improv~ent No..491, the total amount charged against
the above-described lot in the amount of $367,95. Roll Call-Ail Ayes.
Resolution offered by Land seconded by King, BE IT HEREBY RESOLVED by the
City Council of the City of Columbia Heights, that due to the creation of cer~
certain inequities in the Police and Fire Departments, based u~on the
adoption of a new step scale in the five year initial service, that the
following procedure be established:
1. Patrolmen and Firemen presently in their first three years of
employment shall be granted their salary adjustments on the
basis of the former step-scale schedule as follows:
2nd six months Patrolmen & Firemen $2.74/hr. ~ 5¢/hr.hospitalization
2nd full year " ' 2.94/hr. ~ L, ,,
3rd full year " " 2.99/hr. ~ ~ ~L
2. Any new employees entering service as patrolman or fir~an, shall be
paid on the basis of the new step scale established by resolution
December 30, 1963. Roll Call - All Ayes.
MotiOn by Land seconded by King, that on all Lot Subdivisions granted
prior to levy of special assessments, the special assessments shall be
divided according to the subdivision as granted. Roll Call-All Ayes.
Request for subdivision from Clarence M. Pedersen, 960 43~ Avenue to
divide East 45' of Lo~ 33 (Ex.S.5') Block 2,Reservoir Hills as follows:
North 165' (Ex.N. 30'for street) of E.45' of Lot 33, Block 2,Reservoir
Hills. Special assessments $679.50)
Motion by King seconded by Orendorff, that this request be granted
and special assessments remain against the north portion. Roll Call -
All Ayes.
Request for Subdivision by Dominic Realtor for Thomas E. Killoren,
to divide Lot 5 (Ex. S½ lying W. of E.164.96' to Killoren) Block 16,
Aud. Sub.of W.S.A.3rd as follows: (1) N. ½ lying W. of E.164.96'; (2)
N.½ of E.164.96'; (3) S.½ of E.164.96'.
Motion by King seconded by Land, that this request be granted and
the special assessments totalling $1,261.03 be divided according to
the benefitted frontage. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the request be granted for
the Building Inspector to attend the Eighth Annual Institute for Building
Officials, January 20 & 21, at the University of Minnesota, w~th
expenses paid. Roll Call - All Ayes.
Regarding the request of the Civil Defense Director to purchase a Radio
for the Civil Defense A~inistrative Car, the City Manager was asked to
try and get more information as to the need for this and estimated cost.
Mution by Nawrocki seconded by King, that the request be granted for
the City Engineer and one Assistant to atten~ the City & Village Engineers
Conference January 2S & 29, at the University of Minnesota, with expenses
paid. Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the letter dated January 4, 1964,
from Orlyn B. Jadinak, 4528 6th St. and Anthony Belinski, 4522 6th St.
be referred to the City Attorney for investigation and report back at
the next meeting. Roll Call - All Ayes.
Resolution offered by Nawrocki seconded by King, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that
The sincere condolences of this City Council of Columbia Heights,
on behalf of our citizens, be given to the Family of the late Mr.
Louis Bassett, and
B~ IT FURTHER RESOLVED, that the appreciation of all our citizens be
given to the family of Mr. Louis Bassett for his long service to our
community as Councilman from 1933 to 1937, and Mayor from 1937 to 1945.

attached'list.be.apprOved, and include the'Special use'Permit for John
Hemak, 440't Quincy St.N.E. and this list be mede a.Part'of the minutes.

TheCity Engineer rePorted regarding he'ring held by Traffic Commission
on parking one side of Jefferson Street,40th to 45th,.also on opening
of alley between Jefferson and Madison, 43rd to 44th, He Was asked to'
check further on this' and report at nex~ regular meeting, january 27th.
