Mr. Frank Stanton of the Minnesota Traffic Department was present and
presented the 1963 Annual Traffic Inventory, and talked on traffic
safety improvement.
Second reading of Ordinance No.567, vacating the North-South alley,
between Block One, lialton's Sunny Acres Fourth Addition and Block %~o,
Silver Lake Addition. Offered by King seconded by Orendorff. Roll
Call - Ail Ayes.
First reading Ordinance No.56~, Creating a Band and Civic Chorus Board
for the City of Columbia Heights and prescribing certain duties and
functions.
Resolution offered by Orendorff seconded by Land, BE IT i~EREBY RESOLVED
by the City Council of the City of Columbia Heights, that the County
Auditor be, and he is hereby directed to levy the delinquent special
assessments on the properties in the City of Columbia Heights as sub-
mitted on the duplicate statement form with the a~,ount to be levied
indicated opposite the stamp ~'Certified to County Auditor.~''
BE IT FURTHER RESOLVED, that the foregoing amounts shall be included in
the individual real estate tax statements for the current year and
identified thereon as special assessments.
Said levies shall be enforced and collected in the manner provided for
the enforcement and collection of state and county taxes under and in
accordance with the provisions of the general laws of the state. Ail
assessments with penalties and interest as indicated thereon paid to the
County Treasurer shall belong to the City of Columbia Heights and shall
be turned over to the City Treasurer in the manner provided by the City
Charter and By-Laws.
The City of Columbia Heights shall accept payments on these levies until
the end of the calendar year. Upon receipt of said paymentmthe County
will be notified to remove this levy from the tax rolls. Roll Call-All Aye:
The appeal from the Planning & ~oning Commission denial of double bung-
alows on east end of 43.'~ Avenue requested by Empire Sales, was discussed.
Motion by Land seconded by King, that the lot width waiver request of
empire Sales be denied. Roll Call - Ail Ayes.
Letter from Arden Hovland requesting to connect a private water line to
4415 and 4419 ~iain Street.
Motion by King seconded by Land, that this request be granted upon
payment of the proper fee. Roll Call - Ail Ayes
A letter was received from Police Chief Glader requesting that a public
auction be held in the near future in order that all confiscated and
unclaimed merchandise may be disposed of.
Motion by Nawrocki seconded by Orendorff, that the City Manager De
authorized to advertise an auction on unclaimed articles held by the
Police Department, the time and date to be set by the Police Department.

Subdivision request from Vernon Lindberg, to divide the West 1/2 of Lot 9,
Block 2, Rearrangement of ~lock ~'A~' into the North 45' of West ~ of Lot 9
and So.53.3' of West ~ of Lot 9, and requests lot size waiver on the So.
53.3' to build a double bungalow.
~tion by King seconded by Land, that this request be denied as the
square footage on the 53.3' lot is not sufficient for a double bungalow.

Motion by King seconded by Land, that this request', be .granted and that a
utility easement for storm sewer be retained on the.. southerly 7½ feet of

The City-Manager requests authorization to purchase a 1960 Chevrolet Truck
for 8995.00 less 850.00 trade-in, from the Midway Ford Co.
Motion by Land seconded by Orendorff, that the City. Manager be.~uthorized
to purchase this 1960 truck at a cost not to exceed $995,.00 with 850.00
trade-in, making a net amount of $945.00. Roll Call - All Ayes.
A letter was received from the Anoka County Auditor 'stating the county
Board had approved ~the purchase bythe City of Columbia Heights of
tax forfeited lots at a cost of $~05.00 plus $14.00 for deeds, or a total
of $719.00.
Motion by King seconded by Nawrocki, tha~ ~he City ~anagerbe authorized
to acquire the lots·described in attached list and. that he be authorized
to draw a check in the amount.of $719.00,,in p~yment. Roi1 Call-All Ayes.
The City Attorney reported on the Voss property r~ental for pa~king lot
'purposes.
Motion by Orendorff Seconded by King, that the previ6us actions of the
City Council on September 9th and 23rd regarding rental'of the V0ss
property be rescinded, and that the Mayor and City Manager be authorized
to enter into an agreement with Mrs. Domicela Voss for a period of five
years for an annual rent of 81200.00, .Payable on S~ptember 1st of each
year, plus payment of Real Estate taxes by the City on this property, and
funds to finance this project be taken from the parking Meter Fund.

Motion by Ifing seconded by Land, that the City Treasurer be authorized
to issue a~ draft to Mrs. Domicela Voss for $1200.00 rent for parking
lot from September 1, 1963 to September 1, 1964, plus $94.33 to cover
1/3 of the-Real Estate Taxes for 1963, and that the check for $94.33 be
made payable to the County Treasurer. Roll Call - All Ayes.
Discussion took place regarding' making VanBuren Street between 40th and
41st two-way traffic, also parking on this street was discUssedl It is
contemplated to remove several parking meters in the area of Central & 40th.
Motion by Nawrocki seconded by Land, that the City Manager be authorized
to enter into a contract with Northern States Power Co. to install four
fluorescent lights on the Voss Parking lot, at a cost of $48.00 per unit
annually, said cost to be taken from the parking meter fund. Roll Call -
All Ayes.
Motion by King seconded by Land, that the City Manager be authorized to
proceed with the necessary grading and base work without permanent blacktop
surfacing on the Voss Parking Lot, to be financed by parking meter funds.

Motion'by King seconded by Land, that the City Manager be authorized to
advertise a hearing on special assessments beginning at 7:30 p.m. on
November 26, 1963. Roll Call - Ail Ayes.

40th and 41st Avenues be opened to two-way traffic, but that parking be
continued on the east side only. Roll Call - All Ayes.
Motion by King seconded by Land, 'ghat the first meeting in Nov~ber
be changed to November 12th, because of the Holiday on the llth, at
the r.egular time of 8 p.m. Roll Call - All Ayes.
