Motion by King seconded by Land, that the City Manager be authorized to
advertise a hearing on this vacating for the next regular meeting, Sept-
ember 9th. Roll Call - All Ayes.
Regarding the request for Sanitary ~ewer to serve 637 - 37th Avenue, the
The City Engineer reported he would have to check this further as to
whether this could be worked outwith the industrial area.
Motion by King seconded by Land, that the request for a Special Use
Permit be granted to Richard Hill, 4500 Tyler St.N.E., upon approval
of the Planning & ~oning Commission, and upon payment of the proper
fee. Roll Call - All Ayes.
Motion by King seconded by Nawrocki, that the license application of
George W. Jackewitz, 802 Marshall St.N.E. to peddle flowers and plants
to taverns and cafes and possibly on some corner, be denied.

Hgaring held on vacating alley between 42nd & 43rd, West of Stinson
Blvd.
Motion by King seconded'by Nawrocki, that this request for vacating alley
be granted, and the City Manager be authorized to draw up the necessary
Ordinance. Roll Call - All Ayes.
Continued hearing held on proposed MuniciPal Parking Lot devel-0pement
for C~ntral and 40th area. Mr. Kvalheim-reported Mrs. Voss was willing
to lease this property to the City on a five year lease with a five year
option, at 8120.00 per month.
Motion by King seconded by Ouendorff, that the City Manager and Mayor
be authorized to enter into an agreement for leasing of'five lots facing
VanBuren Street between 40th and 4Ist, for use as a municipal parking lot,
for an amount not to exceed ~120.00 per month with a five year leas~ and
five year option, and the funds for rental of the lot to come from
parking meter revenue... Roll Call - All-Ayes.
Resolution offered by King seconded by'Orendorff, BE IT HEREBY REsoLVED
by the City.Council of the'City of Columbia Heights, that changes in salar-
ies and fringe benefits for the members of the Street, sewer, ~Water and
Parr Departments, be made as follows:
1. Grant back pay 9f 2¢ per hour for the period from January 1,
1963 to September 1, 1963~. on a straight time basis.
2. Beginning September 1, 1963, the 10¢ recommended adjustment be
divided as a 5¢ salary increase and.5¢ to be applied toward
the hospitalization plan presently in.effect.
3. Employees who do not wish to take hospitalization, to receive only
the 5¢ allowance beginning September 1, 1963, with no cash con-
sideration to be granted-in lieu of the hospitalization plan.
4. Any costs for hospitalization over and above the 5¢ to be finauced
by the employee.

Mr. Nawrocki's reasons for voting against the additional increase:

He feels that the representatives of Local 664 did not present reasonaBLE
justification for an increase above the original 8¢ granted.
He feels that the representatives of Local 664 attempted to gain their
demands by underhanded methods in subjecting employees of the liquor
store to loss of their income even though these liquor store employees
are not connected with the picketing union and are instead represented
by a union of their own. He is not willing to knuckle under to this
type of pressure.
Request from Civil Defense Director to attend the Twelfth Annual Conference
to be held at Rochester, New York, October 21 to 25 inclusive, with necessary
expenses paid, part of which will be reimbursable by the Federal Government.
Motion by King seconded by Nawrocki, that this request be granted.

The City Engineer request authorization to attend the 1963 Municipal State-
Aid Screening Committee September 26 & 27.
Motion by King seconded by Land, that this request be granted. Roll Call -
All Ayes.
Subdivision request by Howard J. Dumphy, to divide Lot 2 (Ex. South 80')
Block 16, Aud. Sub.of Walton's 2nd Sub. as follows: West 55 feet of the
north 130 feet of Lot 2 (Ex.S.80').
Motion by Orendorff, that this request be granted upon payment of the
outstanding special assessments of $81.91. This motion lost for the lack
of a second.
The Council asked that ~. Dumphy be contacted to see whether he would
agree to divide Lot 2 (Ex. South 80') in some other manner.
A letter was received from John J. Eeleniak, submitting his resignation
from the Police & Fire Civil Service Commission.
Motion by King seconded by Orendorff, that Mr. Zeleniak's resignation
be accepted and a letter of thanks written to him. Roll Call - All Ayes.
A letter was received from Merle Glader, Chief of Police, requesting
expenses for parking and lunch for off-duty Policement to attend the
Metropolitan Area Police School, September 24,25,26 & 27.
Motion by Nawrocki seconded by King, that this request be granted.

Awarding of bid on Custodial services for Municipal and Library Building:
Motion by Nawrocki seconded by King, that the Mayor and City Manager be
authorized to enter into a contract with Maintenance Masters for the
custodial services in the Municipal and Library buildings, for a period of
one year, at a sum not to exceed $219.00 per month, and this be subject
to a personal check by proper City authorities. Roll Call - Ail Ayes.
Motion by King seconded by Orendorff, that the City Attorney be authorized
to pay Mr. Richard Sworsky, ~305 2nd Street, $50.00 over the appraisal
cost because of the additional land. Roll Call - All Ayes.
Regarding the support for a Community Chorus,the City Attorney will draw
an Ordinance for the next meeting.
