Hearing~held on alley platting behind 1842 39th Avenue. It is estimated
that it-would cost around $1,000 to open this alley to serve 1842 39th Ave.
Motion by Nawrocki, seconded by King, that this hearing on alley platting
be conti~ued'~until the next regular meeting and the people involved be
notified, and investigate the possibility of granting permission for an
alternate.driveway. Roll Call: Nawrocki & King - Aye. Armstrong, Land
Orendorff - Naye.
Motion by Orendorff seconded by Land, that the request for alley platting
and opening behind 1842 39th Avenue be denied. Roll Call - Ail Ayes.
Notify Mr. Pearson this has been denied and that he should come in with a
request for a driveway.
Hearing held on Watermain installation on 42nd Avenue 3rd to 2nd Street,
and 3rd Street north of 42nd Avenue.
Motion by Nawrocki seconded by King, that the City Manager be authorized
to proceed with this watermain installation as soon as practicable.

Resolution offered by King seconded by Orendorff, Upon the recommendation
of R.D. Thomas and Associates, Consulting Engineers for the City of
Columbia Heights:-
IT IS RESOLVED, by the City of Columbia Heights that approval is given
to Plan B as set forth in: Amendment No.1 to Preliminary Report
Joint Storm Drainage Study
Fridley - Columbia Heights
Minnesota Highway Dept. (of Nov. 1961)
as prepared by: R.D. THO~S & ASSOCiATES,INC.
June 1963
providing concurrence in said plan is obtained from the City of Fridley,
The Minnesota Highway Department,
and further provided that suitable means of financing said project can

Mr. Nawrocki stated that he was in agreement that the proposed storm
sewer route is'the best, but that no indication of intent should be te
given until the cost sharing basis can be worked out and considered
as a part of the total plan.
Subdivision request from John A. Mecklenburg, to divide Lot 2 (Ex. Wly.88'),
Block 5, Aud. Sub. of ~alton's S.A.4th.
Motion by King seconded by Land, that this subdivision request be granted
upon payment of the outstanding special assessments of 8181.00 and that
Mr. Mecklenburg be so advised. Roll Call - All Ayes.
Subdivision request from Peter Janeczko, to divide Lot 42 (Ex.W. 110'),
Block 2, Res. Hills.
Motion by Orendorff seconded by King, that this reques% be granted as
follows: (1) The N.165' of the E.~ of Lot 42 (Ex.N. 30'),Block 2,Res. Hills,
(2) The E.½ of Lot 42 (Ex.N. 165') & (Ex. the S.5'),Block 2,Res. Hills.

that part of Lot 2 lying south of a line drawn 72' No. of and parallel
to So.line of said Lot 2, (Subj.to easement for public road and utilities
over S~'ly corner), Block 17,, Aud. Sub. of Walton's S.A. 3rd.

be granted, with a provision that $79.61 Special Assessments be paid
in full and the balance be divided between the two lots. Roll Call-All Ayes.

Motion by King seconded by Nawrocki, that this request be granted as

Subdivision request from Joseph W. & Edna M. Sewola, to d~ide part of
Lot l, Block 2, Rearrangement of Block D, into 'two 60 foot lots beginning
at the west line of said lot. ~'%~LA~
Motion by Nawrocki seconded by Orendorff, that this request be granted
as requested. Roll Call - All Ayes.
An-appeal for subdivision which was denied by the Planning & Zoning
Commission was received from James Benolkin, 4050. Tyler Streetl. to divide
their lot into 'two lots. They asked how much ~or8 land they would need
to be able to divide this lot, as there is a possibility of obtaining
additional land from their next door ne~gb_bor. They were asked to con-
sult with someone in the engineering department to find out where the
old house is located on the lot,
Mr. Robert I. Long, Attorney representing John Glover was present
requesting permission to park in front yards of property on 51st Avenue
until garages can be built.
Motion by L~nd seconded by Nawrocki, 'that this request be denied and
that an alley be a suggested alternative. Roll Call - All Ayes.
Park Department requests authorization to call for bids on Shelter
Building and Wading Pool at McKenna and Huset Parks. Mr. Corwine was
present and explained plans.
Motion by King seconded by Land, ~hat the City Manager be authorized
to call for bids on Shelter Building and Wadihg Pool~ to be opened
September 9th, 1963. Roll Call - All Ayes.
Petition received from Willard Peterson to vacate that part of 45th
Avenue lying between Reservoir Blvd. and Tyler Street.
Motion by.King seconded by Land, that the City Manager be authorized
to advertise a hearing for August 26th, on vacating 45th Avenue between
Reservoir Blvd. and Arthur Street, all or any part thereof. Roll Call-All
Ayes.
Request for permission to operate Beauty Shop in home at 1320 44th Avenue.
Motion by King seconded by Land, that a special Use Permit be granted
upon payment of the proper fee for a Beauty Shop in the basement at
1320 44th Avenuee Roll Call - All Ayes.
Residents were present regarding the rat situation at 49th and 7th
Street and also asked that the drainage area west of 49th & Washington
be cleaned up. This area will be cleaned up and 'the Health inspector
-will check on rats.
Mr. McC~ossan and his attorney, ~r. Rooney, were present and discussed
with 'the Council the awarding of bid on Blacktopping for 1963.
A letter was received from Mr. McLellan of International Union of
operating Engineers, Local ~49, stating that 'the majority of
of the City of Colu~nbia Heights in the Street and Park Departments have
affiliated with their Union, and ask that the City of Columbia Heights
recognize then] as the bargaining agent.
Motion by King seconded by Nawrocki, that this request for recognition
of Local ~49 be declined, with a recommendation that an election be held.

License applications received from Cr~er Electric Service Co.
Mike E. O:~Bannon - Heating license. Joseph G. Mau, Shell Station at 37th Central
5298 Fillmore St.N.E. to operate Ice Station.
Motion by Nawrocki seconded by Orendorff, that these license be granted,
and the Ice Station permit should be tied down as to location and dimentions.
Roll Call - All Ayes.
Motion by Nawrocki seconded by King, that the City Manager be authorized
to advertise a hearing to be held August 26th, on the proposed parking develop-
ment at 40th and Central. Roll Call - All Ayes.
An informal discussion to be held on August 22nd.
Motion by King seconded by Orendorff, that the meeting adjourn at
11:30 p.m. Roll Call - All Ayes.
