Regular Meeting
July 22, 1963
Meeting called to order at 8 p.m.
Orendorff, Nawrocki.
Roll Call: Armstrong, King, Land,
Mr. Nawrocki asked that the paragraph in the minutes of July 8th meeting,
referring to Arbitration Panel recomiaendations, be corrected and this
new paragraph be inserted. The letter written by Bruce Nawrocki, dated
May 13th, has accordingly been inserted in the minutes of said meeting.
Motion by Nawrocki seconded by Orendorff, that the minutes of the last
regular meeting be accepted as amended, and the reading of the minutes
be dispensed with. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the following bills be paid
out of their proper funds: Roll Call - All Ayes.

Motion by Nawrocki'seconded by King~ that these bids be turned over to
the~City Manager for 'tabulation. and report back later on at this
meeting. Roll Call - All Ayes.
The people present regarding the opening of alley, between Summit St.
and ~40th Avenue from Lookout St. to 5th, were asked to go wit~ the
engineer to his office where he would explain the problems in this
alley opening, and then this matter would be taken up later
this meeting,
A hearing was held on'concrete paving'in.alley between Polk & Tyler, from
42nd to 43rd. · Some residents were against'this alley pavfng,but the
majority were for it.
Motion by Nawrocki secondsd by Land; that'the. City Manager be authorized
to proceedwith the installation of concrete alley between Polk & ~Tyler,
42nd to 43rd, to be included in this years construction. Roll'Call -
Ail Ayes.
Second reading of Ordinance No.565, Rezoninq for Old Peoples Home at
4458 ReservoirBlvd. Offered'by King seconded by Orendorff. Roll
Call - All Ayes. '~
Motion bY Nawr0cki seconded by King, that the Subdivision request of
john A. Mecklenburg for division of the S.E. corner of 41st and Cleveland,
(Lot 2 (Ex.W'ly 88'), Bl~ck 5, Aud. Sub. of Walton's Sunny Acres Fourth,
be turned over to the City Manager for investigation and report at the
next meeting, Roll Call - Ail Ayes.
Subdivision request from St. Timothy's English Lutheran Church, for division
as follows: North 3.6 acres of Lots 7 and 8, Aud. Sub.~51 of the City of
Columbia Heights.
Motion by Nawrocki seconded by Orendorff, that the lot subdivision of Lots
7 and 8, Aud. Sub. ~51, be granted, and that the special assessments of
$1,237.36 remain with the property so benefitted. (St. Timothy English
Evangelical Lutheran Church property). Roll Call - Ail Ayes.
Subdivision request from Andrew P. & Mary D. Gawel on the W½ of Lot 3.
(Ex.S.47') (Ex.E.15' for street purposes) (Ex. ease. to City of Col. Hts.over
W.30' of Lot 3) Block 4, C.H. Acres.
M~tion by Orendorff seconded by Land, that this subdivision request be
granted as follows: W.½ of Lot 3,Block 4,C.H.Acres, except the South 60'
and except the West 30'. Roll Call - All Ayes.
Continued hearing on Farr Plumbing License was held. The matter was
discussed by the council and Mr, Duane Farr was present, also. Mr. Joseph
Wargo was present to represent Mr. Farr.
Motion by Land seconded by Nawrocki, that the Plumbing License of Farr
Plumbing Co. be revoked. Roll Call - All Ayes.
The hearing on alley opening between Summit and 40th, from Lookout to
5th St. was taken up at this time. Several residents adjoining this
alley were against this opening as they have no use for this alley.
Motion by King seconded by Orendorff, that this request for alley opening
be denied. Roll Call - All Ayes.
Second reading of Ordinance No.564, , Vacating easterly part of Molan
Terrace. Mr. Corwine was present and explained ~egarding this vacating
for park purposes.
Offered by Nawrocki seconded by Orendorff. Roll Call - All Ayes.
Motion by King seconded by Land, that check No.1087 in the amount of
8266.02 issued to Anoka County Treasurer and Robert & Cecelia Velst,
be cancelled. Roll Call - All Ayes.
Motion by King seconded by Land, that the City Manager be authorized
to issue in lieu of cancelled check, one in the amount of $163.46 to First
Federal Savings & Loan and one in the amount of $102.56 to Anoka County
Treasurer. Roll Call - All Ayes.
The City Attorney reported on a matter referred to him from the Planning &
Zoning Commission, whether or not a 40 foot lot in an R-1 Zone can be
built on, and he stated this could be granted by the Council on an isolated
40 foot lot.
Motion by King seconded by Nawrocki, that a variance be permitted of the
R-1 requirements and that permission be granted for a building permit at
4104 Stinson Blvd. (Section 10 of the ~oning Ordinance, subdivision Appeals
and Variances.) Roll Call - All Ayes.
Motion by King seconded by Orendorff, that approval be granted of the final
Plat of Sullivan Lakeview Plat as requested. (South of 53rd Avenue on east
side of Washington Street). Roll Call - All Ayes.
The City Attorney reported on the Park Construction suit against the City
of Columbia Heights for balance owing on work at Jackson Pond and that he
would like to get this settled out of court, if possible.
The City Attorney reported on negotiations with Mrs. Salvail for land
to be acquired for park purposes.
Request was received from Mr. & Mrs. Bec]u~an.for sanitary sewer to serve
their home at 637 - 37th Avenue?
Motion by King seconded by Orendorff, that this request be turned over
to the City Engineer'for study and report back at the August 26th meeting.
Roll Call - All Ayes.
A letter. was received from Mr. William C. Kelly, Attorney for john Hi
Glover, asking that the Temple Terrace matter be continued to the August
12th meeting.
The City Engineer reported regarding work on 44th Avenue and that the State
Aid have agreed to pay for easements and everything is working our
satisfactory, c
The City Engineer reported on tabulate~ bids for Bituminous Surfacing.
Motion by King seconded by.Orendorff, that Barton Contracting Co. be
awarded 'the bid in the.total amount of $56,285.51. Roll Call - All Ayes.

Motion by King seconded by Orendorff, that these licenses be granted
upon payment of the proper fees, and that the Special Use Permits for' the
two.Used car. lots be granted also. Roll Call - All Ayes.
Motion by Land seconded by King, that the City Manager be authorized
to hire a full time Building Inspector, whose duties would also.include
Health Inspector, for the balance of the year at a salary of 87800.00
per year. Roll Call: King, Land, Orendorff - Ayes. Armstrong,
Nawrocki - Nayes.
Motion by King seconded by Orendorff, that the meeting adjourn at
1~2:07 p.m. Roll Call - All Ayes.
