Motion by King seconded by Nawrocki, that the reading of the minutes of
the last regular and special meetings be waived and that they be accepted
as'presented.in writing. - Roll Call - All Ayes.

The tabled heaaing on Farr Plumbing License was discussed.
Motion by Nawrocki seconded by King, that this hearing be continued
until the meeting of July 22nd and that the suspension on his plumbing
license continue until that time. Roll Call - All Ayes.

Motion by Orendorff seconded by King, that we reject the majority report
of the arbitration panel and re-affirm the offer of 8¢ that was made
during the budget hearings. Roll Call - All Ayes.
Motion by King seconded by Orendorff, that the minority report written
by Bruce Nawrocki dated May 13th, be adopted and made a part of the
official minutes. Roll Call - All Ayes.
Motion by McCline seconded by King, that the meeting adjourn at 8:50
p.m. Roll Call - All Ayes.
Meeting called to order at 8:55 p.m. and seating of the new council
took place. Roll Call: Armstrong, King, Land, Orendorff, Nawrocki -
present.
Motion by Nawrocki seconded by Orendorff, that Bob King be named Council
President for the next two years. Roll Call - All Ayes.
Motion by King seconded by Land, that Mrs. Pritchard be re-named
Council Secretary for the next two years. Roll Call - All Ayes.
Motion by Or~ndorff seconded by Nawrocki, that the regular council
meetin~sbe held at 8 p.m. on the 2nd and 4th Mondays of each month
in the Council Chambers. ~oll Call - All Ayes.
Motion by King seconded by Land, that Ordinance No.563, Setting House and
Room sizes, be referred back to the Planning and Zoning Commission for
their comments and recommendations. Roll Call - All Ayes.
First reading Ordinance No.564, Vacating easterly part of Molan Terrace.
Motion by Orendorff seconded by Nawrocki, that the City Manager be
instructed to send notices to those residents affected by said vacating.
Roll Call - All Ayes.
First reading Ordinance No.565, Rezoning for Old Peoples Home, 4458
Reservoir Blvd.
Motion by Land seconded by King, that the request of the City Manager
to attend a Public Administration Institute at the University of
Minnesota be granted, with the cost of $95.00 paid. Roll Call-All Ayes.
The City Manager reported the Board of E~ualization was scheduled to
meet Thursday, July llth at 8 p.m. where Columbia Heights residents
could be heard regarding Personal Property Taxes.
A Petition was received for Concrete Alley paving between Polk and
Tyler from 42nd to 43rd.
Motion by Nawrocki seconded by King, that the City Manager be authorized
to advertise a hearing to be held July 22nd for this improvement.

Local ~664 Arbitration Panel recommendations were discussed. The
Arbitration Panel, consisting of Gene Williams, Union Representative;
Judge Ronald E. Hachey, Neutral Member, and Bruce Naw~ki, CitycCouncil
Representative, recommended by a two to one vote that,~ wage increase of
5¢ per hour be granted, and (2) that in addition a health and welfare
program, which would cost about 5¢ per hour, be provided. Mr. Nawrocki
.recommended that the wage increase of 8¢ per hour as already granted be
continued, and that'if the employees wanted a health and welfare plan,
-that its cost come out of 'the 8¢ per hour granted. Mr. Skeate, Union
Representative, requested that the City maintain the 8¢ per hour granted,
and grant an additional 2¢ per hour in the form of a health and welfare
plan.

Dear Sir: City of Columbia Heights and Local ~664
After due consideration to the findings and recommendations so
generously prepared by you on the above matter, I have the following
two comments:
The recommendation as regards the health and welfare program
is good and if a majority of the employees agree, I would
strongly recommend that the council begin such a program.
I do not find in the report justification for any salary
increases above the 8¢ granted. The 8¢ combined with the
existing overall wage pattern for the affected employees
compares favorably with that of other comparable communities
and industries.
Inasmuch as item (2) above is not in accord with your
recommendations, I can of. course not sign the recommendations.
Should there be any desire on the part of yourself or Mr. Willimas
to revise the recommendation to implement the Health and Welfare
program suggested, I would be very happy to meet again or to sign
such a revised recommendation as you may choose to write up.
Should there be no desire for this revision, it will be
appreciated if you file copies of these findings along with this
letter as a minority report to the appropriate agencies specified
in Minnesota Statutes Annotated Sec. 179.57.
i personally, as well as all parties concerned, I am sure,
wish to express our appreciation for so graciously giving of your
time in serving as neutral panel member in this matter.

The City Manager presented a survey-and report on InspeCtors Salaries
in various subUrbs. Vari~us.-inspectors jobs were.discussed and the
City Manager and City Attorney was asked to get together~and prepare
a proposalin regard~to Inspectors.
The City Attorney recommended that the Gasoline bid ~warded to Emerson
Mobil on June 24th, be rescinded and that we re-advertise for bids.
Motion by/Nawrocki secondedby Orendorff, that the action awarding the
bid to EmersonMobil for Regular and Premium Gasoline from local pumps
on June 24th, be rescinded. Roll Call - All Ayes.
Motion.by Land seconded by King, that the bid of Emerson Mobil on
Regular and Premium Gasoline delivered to vehicle .from local pumps,
be rejected. Roll Call - Ail Ayes. ~
Motion by King seconded by Land, that the City Manager be authorized
to advertise for bids on Regular and Premi~ Gasoline from Local P~umps,
to be opened at the next regular meeting, July 22nd. Roll Call - All Ayes..
The City Attorney reported regarding Louis Wille, 4807~University Ave.
convicted of selling beer to a minor and that it is up to the Council
.to take action revoking or suspending~his license. ' ~
Motion by King seconded by Nawrocki, that the Off-sale Beer License
of Louis Wille, 4807 University Avenue, be suspended for thirty days,
effective Midnight, July 10th, 1963 Roll Call , All Ayes.
The City Engineer reported regarding the following items:"
Storm sewer plans for University Avenue; Water Report; State Aid
contracts, and also'the Cement contractor and Sewer & Water Con~tors
were starting work shortly. -'

Motion. by Orendorff seconded by King, that the City Manager be authorized
to purchase a 1958 Pickup Truck for $895.00, with trade-in allowance of
8250.00, making a total cost of 8645.00. Roll Call - All Ayes.
Motion by King seconded by Nawrocki, that Bill Land be appointed to.
the Library Board ~to replace Mr. C.L. McCline. Roll Call - A~i Ayes.
Motion by King seconded by Land, that Bruce Nawrocki be appointed to the
Storm Sewer Committee,~to replace Fir. C.L. McCline. Roll Call - All Ayes.
,The City Attorney repor~gd, he had completed the necessary legal work
to purchase the property'ifrom ~St. Timothy Lutheran Church.
'He also reported~he had~'receiveda call from Dr. Herbert inviting him
to a meeting of .~he Doctors of the area on the proposal that is being
made by et. Mary's Hospital regarding a Hospital.
