A Petition was received from residents in the area of 40th Av~nde between
Reservoir and Hayes Street, asking that this be mad~ a state or County
Aid Roadway.
,Motion by Nawrocki seconded by Orendorff, that this petition be turned
over to the City Manager for further study and a re~ort b~ought back
with his recommendation at the May 13th meeting. Roil Call - All Ayes.
Motion by Nawrocki seconded by Orendorff, that May 20th, 1963 be set for the
City Primary Election and June 10th for the General Election, for the
purpose of electing a Mayor and two councilmen. Roll Call - All Ayes.

Motion by McCline seconded by Orendorff, that the meeting adjourn at
12 midnight. Roll Call - All Ayes.

Special Meeting
April 16, 1963
The meeting was called to order at 7:15 p.m. Armstrong, King, Orendorff present at
roll call, and McCline arrived at 7:22 p.m. Councilman Nawrocki arrived at 7:59 p.m.
Motion by King seconded by Orendorff that Miss Marie Hafie be appointed Secretary
Pro-tern for this special meeting. Roll Call - ALl Ayes.
Award of Bids on Aggregate (Sand and Gravel). In the Class~ 5' and BA-2, Chies Brothers
were awarded the Delivered bid at $1.25 per ton, and Anderson Aggregate was awarded
the Picked Up bid at 70 cents per ton. On Sanding sand, Anderson Aggregate was
awarded the Picked Up at 28 cents per ton and the Delivered bid at 98 cents per ton.
In the Class ~, Chies Brothers were awarded the Delivered bid at $1.49 per cubic yard,
and Anderson Aggregate was awarded the Picked Up a% 63 cents per cubic yard. On Class
3, Barton Construction Company was awarded the Delivered bid at $2.10 per ton and the
Picked up bid at $1.25 per ton. FA3 Bid~ was awarded to Industrial Aggregate at $1.49
per ton Delivered, and the Picked Up bid to Anderson Aggregate at 80 cents per ton.
Motion by King seconded by Orendorff that the bids on road aggregate be awarded on the
basis of these recommendations by the City Engineer. Roll Call - ~31 Ayes.
Award of bid on asphaltic materials: The entire delivered bid on RC-1, RC-2, and RC-3
was awarded to Richard~s Oil. J.W. Craig Company was awarded the entire distributed
~bid on SC, RC, MC, and RS types. W. H. Barber Company was awarded the Delivered and
Picked Up bid on the SC and MC, and the Picked up bid on the RC. -
Motion by King seconded by Orendorff that the bids on asphaltic materials be awarded
as recor~uended by the City Engineer and as per the bid tabulation outline. Roll Call -
All Ayes.
Award of bid on equipment rental: Motion by McCline seconded by King that the low bid-
der on the equipment rental bids be awarded the bids in each case and the tabulation
form made a part of the minutes.
Hearing on 3.2 Beer License for '~)ot~s Place", 547 N. E. 40th Avenue. Mr. John Ober,
owner, was present to present his case, as was Officer Hedblad of the Columbia Heights
Police Department. Motion by King seconded by MoCline that the 3.2 Beer Lidense for
547 N. E. 4Oth Avenue, both Off and On Sale, be suspended for a period of thirty daysl

Legislative Bills of Muni&ipal interest were presented to the CouncLl members at this
time for discussione The first bill up for discussion was a Sunday Closing Law, H. F.
787 and S. F. 757.
Motion by McCline seconded by King that the resolution supporting a statewide closing
law be adopted as presented. Roll Call - All Ayes.
The next b~]~- for consideration was Public Employees Arbitration, H. F. 840, S. F. 849.
Motion offered by King seconded by McCline that the resolution opposing these bills be
adopted. Roll Call - Ail Ayes.
Mr. Kvalheim, City Attorney, arrived at 8:58 p.m.
A b~l! involving Municipal Liquor Store 90 day Time Limitation on Presenting
Injury Suits, H. F. 1039, S. F. 972, was discussed.

No action was taken by our Council on S. F. 9~O involving mileage allowance increase
for Gover~ent employees.
On S. F. 785, H. F. 1046 regarding Bottle Club law amendments, it was recommended that
a resolution be drawn for the next reguia~ council meeting to be held April 22, 1963.
~ouncilman King left at 9:45 p.m.
A resolution For PeE.R.A. integration~ w~ll also be considered at the Monday evening,
April 22nd, meeting.
The Council asked the City Manager to check With the office of the League of Minnesota
Mnnicipalities~ regarding further details of the statas of the Hospital District and
Veteran's Preferance Bills. Mr. Kvalheim wLL1 write for a copy of these bills~
S. F. 595 was a'lso discussed at this time. This bill permits a city or village bo con-
duct special census during the 1965 calendar year and each teffth year thereafter when
a general census is not being taken.
The City ~mager was authorized to investigate more fully a bill on exception to
Engineer's registration Law, arid permission was granted for him to investigate this
bill and bring forth a resolution.
Motion by Orendorff seconded by McCline that the meeting be adjourned at 10:20 p.m.
