Meeting called to order at 8 p.m. Zmll Call - Armstrong - absent.

Motion by Nawrocki seconded by Orendorff, that the reading of the minutes
of the last regular and special meetings be dispensed with and they be

Hearing held on Curb, Gutter and Blacktop on Pierce Street North of 37th Avem
Motion by Orendorff seconded by McC!ine, that ~e City Manager be author-
ized to proceed with these improvements and to include a guard rail around
the wall, for 1963 construction. Roll Call - Ail Ayes.
Hearing held on Sanitary Sewer installation on 3rd Street between 42nd
and 44th and 42nd Avenue 2nd to 3rd Street.
Motion by McCline seconded by Orendorff, that the City Manager be authorized
to proceed with this sanitary sewer installation as listed, for 1963
construction. Roll Call - All Ayes.
Hearing held on B acktop surfacing of alley between Monroe & Quincy,
from 41st to 42nd.
Motion by Nawrocki seconded by McCline, that the City Manager be authorized
to proceed with this alley surfacing for 1963 construction. Roll Call -
Ali. Ayes.

Motion by Orendorff seconded by Nawrocki, approving the preliminary
re-plat of Parkview Terrace as requested by Bob Bird. Roll Call-All Ayes.

next regular meeting for the for the platting of 42% Avenue, East of

Motion by McCline seconded by Orendorff, that the City Manager be authorized
to allow the following personnel to attend training courses with expenses
pai~: Mr. R.R. Jones, May 13th-17th, Light D~ty Rescue for Instructors;
Walter Reinhart, April 3rd thru May 3rd, Advanced CD Mgmt. for Municipa~
Directors; and the Court Clerk April 22,23,24, Traffic Court Conference.

The re-construction of 40th Avenue between Central and ReserVoir Blvd.
was discussed and several people from this area were present.
ResolUtion offered by Orendorff Seconded by McCline, BE IT':HEREBy
RESOLVED,'Th'at the City of ColUmbia Heights enter int° an agreement,
a copy .of which is attached herewith, for the construction of a portion
of C.S.A.H. N0.2 between'Central Avenue and. Reservoir Boulevard and
that the necessary city office~s be. authorized.to execute said agreement.

a street improvement project No.S.A.P.02-602-01 showing proposed align-
ment', profiles, grades and cross' sections-for the imprOvement of. County
State Aid Highway No.2, within the limits of the City. as a State Aid
Project have been prepared and presented to.the~City.
MOW THEREFORE, iT IS RESOLVED: That said plans, be in all thingS, a~proved.

Columbia Heights has approved the plans and specifica~i0ns for the improvem(
ment of that part of Trunk Highway Number 393 renumbe~ed as ~runk Highway
· Number. 694 within.the corporate limits of the City of. iColumbia Heights
~from 'Trunk Highway No.47 to .Trunk Highway No~65.- -
'WHEREAS in--order to obtain Federal Aid in the construCtion~ of ~aid Trunk
Highway Number 393-renumbered as Trunk Highway Number .694, 'the Bureau
of Public Roads requires the assurance that the City of Columbia Heights
will not suffer any encroachment of any nature or kind whatsoe~er on the
right of way of said Trunk Highway Number 393 renumbered as Trunk Highway
Number 694 within the corporate limits of the said City of Columbia Heights.
N~, THEN, BE IT RESOLVED that said City of Columbia Heights does hereby
agree and covenant that it will never permit or suffer, within its corporate
limits, any encroachment of any kin~ whatsoever, including curb gas pumps
and gas stations, billboards other structures of any kind whatsoever, upo
the right of way of Trunk Highway Number 393 renumbered as Trunk Highway
Number 694 and to the above end said City of Columbia Heights hereby agrees
that it will never issue any license, permit, or grant or give any leave or
liberty or any other consent of whatever form for the construction or
maintenance of any encroachment whatsoever, including curb gas pumps and
gas stations, billboards or other structures of any kind whatsoever, upon
said right of way; and that said City of Columbia Heights will cooperate
insofar as possible to eliminate existing encroachments constituting
traffic hazards and will further take any necessary action to eliminate
any encroachment that may hereafter exist on said Trunk Highway right of

Resolution offered by McCline seconded by Orendorff, ?K~EREASthe Commissioner
of Highways has prepared plans for the improvement of a part of Trunk
Highway No.393 renumbered as Trunk Highway Number 694 within the corporate
limits of the City of Columbia Heights on 53rd Avenue from T.H.47 to
T.H.65; and
~/~EREAS, said plans are on file in the office of the Department of Highways
St. Paul, ~nnesota, being marked, labeled and i~entified as S.P. 0285-12
(T.H.694=393) and dated February 1, 1963.
?~TEREAS copies of said plans as so dated, marked, labeled and identified
are also on file in the office of the City Clerk; and
WI{EREAS the term ~said plans~ as hereinafter used in the body of this
resolution shall be deemed and intended to mean, refer to, and incor-
porate the plans in the foregoing recitals particularly identified and
~escribed;
NOW, THEN, BE IT I~ESOLVED that aaid plans for the improvement of Trunk
Highway Number 393 renumbered Trunk Highway Number 694 within the limits
of the City of Columbia Heights be and the same hereby are approved.
BE IT FURTHER RESOLVED that the elevations and grades as shown in said
plans be and they are hereby approved and consent is hereby given to
any and all changes in grade occasioned by the construction of said
Trunk Highway Number 393 renumbered as Trunk Highway Number 694 in
accordance with said plans. Roll Call - All Ayes.
The City Engineer recommended that we hold a hearing on installation
of Base and Asphalt on 41st Avenue between 5-6; 7-~[ashington; Jefferson-
Monroe; also Madison and Jackson Streets from 40th to 41st.
Motion by McCline seconded by Orendorff, that the City Manager be
authorized to advertise a hearing to be held at the next regular meeting,
on these improvements. Roll Call - All Ayes.
Motion by McCline S~conded by Orendorff, that the City Manager be authorized
to advertise for Bi~s on Bituminous Mix, to be opened at the next regular
meeting, April 22nd. Roll Call - All Ayes.
Motion by McCline seconded by Nawrocki, that the City Manager be author-
ized to advertise a hearing for installation of Sanitary Sewer on 45th
Avenue between Fillmore and McLeod, to be held April 22nd. Roll call-
All Ayes.
A letter was received from ~'~.E. Cottrell, Police Chief regarding the
conviction for sale of Beer to a minor at Dot's Place. 547 - 40th Ave.

were awarded the Delivered bid at $1.25 per.ten~ and Anderson ~ggregate~was awarded
the Picked Up bid .at 70 cents per ten. On Sanding sand~ Andersen Aggregate was
awarded the Picked 'Up at 28 cents per ten and the Delivered bid at 98 centS per ton.
