' Hearing held on alley surfacing between Monroe and Quincy from 42n~ to 43rd. Several residents from this area were present and the majority preferred Asphalt paving. Motion by t[ing seconded by McCline, that the City Manager be authorized to proceed with Asphalt surfacing ~f this alley, to be included in the 1962 construction, if possible. Roll Call - All Ayes. A request was received from Lyndale Builders for a building permit for a 17-unit apartment building at 4120 4th Street. Motion by King seconded by [~cCline, that this request be denied and that the applicant be required to meet the requirements of proposed Ordinance. Roll Call,- All Ayes. A letter was received from Rand Realty asking us to again consider their peition for street surfacing and installation of utilities in the Rand Addition area. ~Iotion by Orendorff seconded by McCline, that the City ~Ianager be authorized to advertise a hearing to be held June 11,1962, for street openings and utility installations for the area bounded by Cleveland and Stinson Blvd. for and 39th and 41st Avenue on all or any part thereof. Roll Call-Ail Ayes. A letter was received from the Arserican Public Works, asking us to partic- ipate in a snow and ice removal study. The Engineering department was asked to check this over and co~e back with a recommendation by the next meeting. ~lotion by Orendorff seconded by ~4cC!ine, that the City Attorney be ~ ized to draw an agreement between Rand Realty and the City of Columbia tIeights, to provide for the join~latting of Rand Addition and the Park properties between Cleveland Street and Stinson Blvd. and 41st and 39th Avenues, and providing for the property exchange of easements and lots in the proposal submitted. Resolution offered by King seconded by McCline, BE IT I~EREBY RESOLVED by the City Council of the City of Columbia Heights, that the following salary and fringe benefits be established in the City of Columbia Heights: 1. After the Accumulation of the maximum of 120 days accumulated sick leave, any sick leave accumulation beyond the 120 days shall be granted at the rate of 1/2 day for each extra day of such leave accumulated in the preceding year, as annual vacation time. 2. The assistant plumbing inspector, ~. Patrick ~cNaughton, is hereby reinstated to heavy equipment scale as of June 1, 1962, and shall continue on said scale until changed by resolution, Further negotiations in regard to health and welfare programs, tree trimmers scale and mowing machine operators, will be made in conjunction with the 1963 budget. Said budgetary considerations beginning in August of 1962. Roll Call - All Ayes. Resolution offered by King seconded by Orendorff, BE IT HEREBY RESOLVED by the City Council of the City of Columbia Heights, that there be established an inspection fee for the checking of private water connections in the City of Columbia Heights. Said inspection fee shall be standardized at $5.00 per connection, in both the connections tapped on the City main ~F~vck~ and connections made to existing stubs extended from the City main by the contractor who installed the extension from the City main. This standard feeshall remain in effect unless changed by Council resolution. Roll Call - Ail Ayes.
