Meeting called to order at 8:05 p.m.

Motion by Nawrocki seconded by King, that the minutes of the previous
meeting be approved as presented, and the reading dispensed with. Roll
Call - All Ayes.

N obids were received on the s~le of the City-ov~ed industrial property at 38th and
5th Street. Motion by King seconded by McCline to readvertise for bids on this property
to be opened on April 9th. Roll call - all ayes
Motion by Nawrocki seconded by King that the City Manager be authorized to proceed
with the installation of concrete paving with integral curb in the balance of
Innsbruck. Roll call - all ayes
Some discussion took place regarding the length of the assessment for this project,
and the Council wishes to go on record~ as recommending that it be spread over 8
years.
Hearing held on the installation of sanitary sewer on 3rd Street, from 38th to Edgemoor,
l~r. Zickerm~u ~opeared (Lot 8 Block 81, 3800 Third Street) and he was assUred'
that since he had already been assessed or paid a private main fee for sanitary
sewer on 38th Avenue, he would be assessed very little, if any, on. the new sewer
on Third Street. .~
Motion by McCline seconded by Orendorf£ that the City Manager be authorized to
proceed with the~ installation of sanitary sewer on 3rd Street, 38th AvenGe te
Edgemoor, for 1962 construction if possible. Roll ~call - all ayes

Hills to C-2 Commercial,. Offered by Orendorff seconded-by King, Rol~l call -
First reading of Ordinance ~P-~ being an~ ordin~lce providing for thee continuity
of government of the City of Columbia Heights in the eyent of a~ enemy attack, by
providing for the designation, status, qualifications and .terms of emergency
interim successors; providing for the ass.~aption of powers and duties o£ an
officer by emergency interim, sucCessors; providing for the recording and publica-
tion of designations o2 emergency interim successors; .providing for. accomplishment
of the formalities Qf taking office in the case o~f such emergency interim succes-
sors; and suspend~lg certain quorom and vote requirements of the City Council in'
the event of an attack, ~

City Council of the City of Columbia Heights. that ~HEREAS the plt~nbing code of
the City of Minneapolis is. the code utilized'in the City of Columbia Heights, and
WHEREAS s~aid code sets forth certain fee schednles for'pla~nbing~ sewer and water
permits and inspections BE IT THEREFORE RESOLVED that said fee schedules of the
City of Minne ~olis be- and the same are hereby adopted for the City of Columbia
Heights effective Ma~ch 5, 1962,. Roll call- all ayes

The property subdivision for Lot l'except the West 15~, klock 3 Reservoir Hills
was considered, ~The City Attorney reported that~the contractor ha.s:~.ggrsed to
pay the special assessments, however the procedUral difficulties with the County
of Anoka concerning lot divisions has not been clarified as yet~ and~this ~
subdivision request will be tabled untS1 such time as a f.inal~.agreeme.nt is
reached with the..County, .... .._~
Motion by King seconded by McOline to grant the request of the-Got~nabia Heights
Activities Committee to hold the m nual~ Jamboree at the Columbia .Heights City
Park J uue 22, 23, 24. .Roll call -all' ayes
Motion by Nawrocki se~oDde~d by King that the' City,Manager be authorized to set a
hearing, at the nex$~ regular meeting March 12~ to con~ider the routin~ of Vau
Buren Street Qne way'in a northerly diregtion and Jackson,-Street one way in a
southerly direction between 37th and 40th AvenueS_ or any part thereof, and that
the affected property owners be notified by card, Roll call - all ayes
The Engineer reported on the need for a pnetnnatic tired self propelled roller.
Bids will be opened ~ on - this piece of equipment on March 26, and the Engineer
was instructed to get prices on renting a roller of this kind,.
The Engineering Department presented a map of proposed school routes for
possible sidewalk installation. No action was taken, but ~t was suggested
that a similar map along with estimated costs of concrete and bituminous
sidewalks be submitted to the members of the School Board~ and that we try
to get an expression fromm, them bi? the next meeting as regards the cost and
maintenance.
The City Engineer reported on the problem of the alley ~Yest of Reservoir
Blvd. from. 40 to 41 where the developer of the property to the ~st has dis-
turbed the alley. The Engineer stated that the base w~ld be replaced using
a Class 5 aggregate on the presently planned grade as soon as possible next
spring. This would replace any previous surfacing done by the City or
private individuals. He would then recommend a hearing to pave this alley
with bituminous surfacing.
Motion by King seconded by McCline that the City Manager be authorized to
advertise for bids for meal service for the jail, to be opened at the next
regular meeting March 12. Roll call - all ayes
Motion by Orendorff seconded by King that the City Manager be authorized to
advertise f or bids for Equipment Rental to be opened March 26.

Property Owners of duplexes on Pierce Street north of ~6th Avenue appeared
concerning the problem of off street parking during snow removal. They were
advised to try to cooperate with the City snow removal program for their own
good, and that it is the p~operty o~er's responsibility to provide sufficient
off street parking for each dwelling unit.~
Mr. and Mrs. Norman Kinnan appeared in re~mard to their On~ and Off Sale
Beer licenses which were revoked at the last meeting. No further action
was taken.
Motion by King seconded by Orendorff that the final payment on the Municipal
BuLlding in the amount of $500.00 be paid to RAdgway Cohstruction Company
and Swanson and Youngdale. Roll call - all ayes
Motion by King seconded by McCline that the estimates of Peron Motor~ in the
amount of $2,?93.00 and Dobis and Kvalheim in the amount of $100.00 be paid
out of their proper funds. Roll call - all ayes
