of the last regular and special meetings be dispensed with, and the
minutes be accepted as presented, with 'the exception that it should

to advertise for bids for Dog Catcher Service on a f~ll time basis, to
be opened January 8th. Roll Call - All Ayes.
Motion by McCline seconded by Nawrocki, that the City Manager be authorized
to advertise for bids on Legal Publications for 1962, to be opened
January ~th. Roll Call - All Ayes.
Second reading Ordinance No.536, An ordinance relating to the prohibition
of consumption or display permits pursuant to ~nnesota Statutes annotated
340.14 Subdivision 3, as amended. Offered by Orendorff seconded by King.

Second reading Ordinance N~.537, ~] ordinance relating to the establish-
ment of a joint Police and Fire civil service ~ommission in the City of
C.H. pursuant to Chapter 694 Laws of ~nnesota, 1959.

Resolution offered by King seconded by Nawrocki, BE IT HEREBY RESOLVED
by the City Council of the City of Columbia Heights, that the City Treasurer
be and she is hereby instructed to transfer from t~e P.I.R. Fund as follows:
$3,012.82 to the A~uinistration Fund
22,72S.37 to the Street Fund
and that there are sufficient moneys in said P.I.R. Fund to make such
transfer. Roll Call - All Ayes.
ReSolution offered by Orendorff seconded by F~ng, BE ~T HEREBY RESOLVED
by the City Council of the City of Col~bia Heights, that the following
Revenue account and gross departmental account salaries be authorized
specifically as follows:
LIQUOR S~ORE: ~{anager $7,320. annual; Assistant ~anager $6,842. annual;
Bartenders, 82.58 per hour; Part-time bartenders, 82.32 per hour;
~ait~esses, $1.75 per hour; Full-time off-sale clerks, $2.00 and $2.06
per hour; Janitors, $2.25 per hour; with the fore-going personnel to
receive ~ea~th and We!~are Benefits. Part-time off-s~le Clerks, '$t.~7~'
per~hour~ ~ewer and,Water_~DePartment Foreman $6,S64 annual; Heavy Equip-
ment operator, $3.05 per hour; Maintenance~men, $2.84 per hour.
BE !~ FURTI-~R RESOLVED that Engineering Department personnel, inCluding
instrumentmen, draftsmen, rod~en, inspector~, and chainmen be paid a
salary scale ranging from labor rate up to foremaD rate--said salaries
'to be determined on a merit basis by Council Resolution. For 1962
this range will be from $1.88 to 83.30 per hour.
BE IT FURTHER P~SOLVED that Administrative Office personnel sha~l t~ke'
compensatory time off at the rate of one-and-one-half, hours off for
every hour overtime worked, with said overtime to be authorized and
approved by 'the City Manager. At the end of every quarter of t~e
calendar year, any remaining compensatory time shall be paid up to da~e
on the same basis. Roll Call - All Ayes.
Motion by Nawrocki seconded by ~4cCline, that 'the City Manager be autho'rized
to make final transfer from the Liquor Fun~ to the Fire Fund as of Dec-
ember 31st and 'the final and exact'figure to be repbrted for approval at
the January 8th meeting. Roll Call~'- Ail Ayes.

BE iT HEREBY RESOLVED by the City Council~ of the City of Columbia
Heights that:
WHEREAS the City of 'Columbia Heights together with the Minnesota
Highway' Depar. tment and the City of Fridley has authorized said storm sewer rep¢
report"-t° be made jointly by Comstock & Davis and ~,alph'.'D. Thomas !nc.,
Consulting Engineers.
WI~EREAS, the report' has been made and delivered, to the representatives
of the City of C0!u~bia Heights, FLtnnesota Highway Department, and the
City of Fridley and formally presented at a joint meeting of~ above parties
by said Consulting Engineers and found to be a satisfactory report.
THEREFORE BE IT RESOLVED THAT: 'this report be accepted as satisfactory,
and -that said Consultants be reimbursed for their, services, upon receiving
lo,ma!' approval from the' City of Fridley and the Minnesota State Highway
Department and according to the agreement authorizihg this s~°rm sewer
.study and report. Roll Call - All Ayes.
Motion by King seconded by McCline, that we accept the resignation of
Mr. Walter Reinhart as Civil Defense Dire6tor, effective December 31~, 1961.

Motion by King seconded~by Nawrocki, that Dewey A!bro be appointed Civil
Defense Director for the City of Columbia Heights, effective January ~,
1962, with a salary of $100.00 per mo~th the first three months, and
adjustments made thereafter. Roll Call - All Ayes.

of George J. & Patricia E. Game, be granted, and that the City~ Manager
be authorized to divide and prorate the outstanding special assessments;'

per attached list be approved as presented, upon payment of the proper

Motion by King seconded by McCline, that the Restaurant and On & Off Sale
Beer license applications by Benjamin Fisher, 4010 Central Ave. N.E.
be granted, Effective Jan. 1, 1962. Roll Call - All Ayes.
Motion by King seconded by McCline, that Steve Gorecky be re-appointed
to the Fire Civil Service Commission for a term of 3 years. Roll Call -
All Ayes.
Motion by King seconded by McCline, that the City Manager be authorized
to advertise for two Police Cars, with the trade-in of one Car and an
alternate of trading both cars, to be opened at the January 22nd Council
meeting. Roll Call - All Ayes.
Motion by McCline seconded by ~ing, that the City Manager be authorized
to advertise for a hearing to be held January 22nd, on Curb & Gutter for
all or any part of 42nd Avenue between University and Jackson, and all
effected property owners be notified by card. Roll Call - All Ayes.
