Special Meeting
December 14, 1961
Meeting called to order at 7 p.m. Roll Call: Armstrong, McCline,
Nawrocki, Orend~rff - present. King - Absent.
Motion by McCline seconded by Orendorff, that a Petty Cash fund for 8250.00
be set up for the administration department. Roll Call - Ail Ayes.
Mr. King arrived at the meeting at 7:15 p.m.
Hearings were held for the purpose of adopting assessment rolls for
improvements heretofore approved and construction completed, as per
attached list. as published ~n the official publication and mailed to
the individual property owners ef£ected.
Resolution offered by McCline seconded by King, Adopting assessment rolls
for the following local improvements anddetermining that said improvements
be made and ratifying and confirming all other proceedings, ~eretofore had:
WHEREAS: the City Council of Columbia Heights, Minnesota, met on the 14th da~
of December, 1961, at the City office in said City, being the time and
place set when and where all persons~ interested could appear and be heard
by the Council with respect to benefits, and to the proportion of the cost
of making the local improvements above described, a notice of such
hearing been heretofore duly published as required by law, and a notice mail~
mailed to each owner; and,
WHEREAS, this council has heretofore estimated and fixed the cost of such
local improvements and has prepared an assessment roll therefore.
The City Council of Columbia Heights hereby ~esolved:
Section 1. That this council does hereby adopt the aforesaid assess-
ment rolls, known and described as ~'Assessment Rolls for Local Improvements
No. 361,363,299,3S0,392,39~,419,434,436,437,404,43~,440,443,444,447,448,45S,
459,460,461,462,463,464,466,473,475.
Section ii That this council hereby finds and determines that each
of the lots and parcels of land enumerated in said assessment rolls was
and is especially benefitted by such improvement in an amount not less
than the amount set opposite the description of each lot or parcel o~
land respectively in said assessment rolls in the column headed '~ount
of Proposed Assessment~. And this Council further finds and determines
that the proper proportion of the cost of such improvement to be especially
assessed against such lot or parcel of land is the amount set opposite
the description of each such lot or parcel,of land respectively in said a
assessment rolls in said column headed ~ount of proposed Assessment~'.
Section III That said assessmen~ rolls be and the same are hereby
adopted as the assessment rolls for the following local improvements
hereinbefore described and that said assessment rolls shall be hereafter
known and designated as ~Assessment Rolls for local improvements No.361,
363,299,3J0,392,398,419,434,436,437,404,438,440,4~3,444,447,44S,45~,459,460,
461,462,463,464,466,473 and 475.
Bection IV. Said assessment may be paid ~n full without interest
within thirty days of this date, or said assessments shall be payable
in annual installments for a period of from one to ten years as designated
on each assessment roll, on or before the first day of October of each
year, starting with the year 1962, with interest and penalties as provided
by law.
Section V. That this council does hereby determine and re-determine
to proceed with said improvements, does ratify and confirm all other
proceedings heretofore had in that regard, and said improvement shall
hereafter be known and numbered as ~Local Improvements No.361,363,299,
380,392 ,~98,419,434,436,437,404,438,440,443,444,447,448,458,459,460,461,
462, 4633'464,466,4~.3 and 475.
Section Vi This resolution shall take effect immediately upon its
passage, Roll Call - Ail Ayes.
Motion by King seconded by McC!ine, that the meeting adjourn at 10:10
p.m. · Roll Call - All Ayes.

All members present.
MotiOn by McC!ine seconded by King, that the reading of the minutes
of the last regular and special meetings be dispensed with, and the
minutes be accepted as presented, with the exception that it should
be added to the special meeting that Mr. King arrived at 7:15 p.m.
Roll Call - All Ayes.
Motion by Nawrocki seconded by Orendorff, that the following bills be
